The Delphi Project: Transforming Flemish Libraries Into User-Oriented Points of Information

ABSTRACT

Flemish libraries have historically been praised by visitors and valued by the general public, but since the turn of the century, they have seen a decline in usage. A group of libraries in Flanders believed the role of libraries should be substantially reevaluated. They embarked on the “Delphi Project” to establish methods for libraries to become centers of their local communities by focusing on the information needs of their customers. The emergence of technology supported a shift from libraries as lending institutions to information centers. In addition to a customer service philosophy and training, online tools have helped staff reach library users. An online tool called the “Bronnenwijizer” combines searching the local library catalogue, provincial and state catalogues, and the Internet. The tool also supports the creation of “baskets” for a patron's information needs that can be shared with other staff. Delphi libraries have also used “Infopleinen,” Web-based guides to topics featuring printed media and online sources. Finally, a new online question registration system was developed that fit the new Delphi service philosophy. Over half the libraries in West-Vlaanderen are entitled to call themselves Delphi Libraries, and the philosophy is being disseminated more broadly through the Delphi Project Web site. Due to governmental changes in provincial authority, the future of the project is challenged because coordination among libraries has been critical for the project's success.     

CHE Principles: facilitating authentic and dialogical semi-structured interviews in educational research

This paper examines the values of the CHE principles of Connectivity, Humanness and Empathy as a guiding framework for maximizing the ethical and methodological advantages of semi-structured interview research practices. The authors draw from two separate educational studies and apply the CHE principles to analyse and evaluate the effectiveness of decision-making in facilitating sustainable relationships with the participants in each study. Findings highlight that dialogical relations with participants were evident in both studies, and identify significant junctures where decision-making and actions influenced effective rapport-building and respectful and reciprocal relationships with participants in the research. The CHE principles emerge as providing a robust framework for educational researchers to employ when auditing their decision-making prior to and during their engagement in qualitative interviews.     

THE CONTRIBUTION OF SCHOOL COUNSELORS’ SELF‐EFFICACY TO THEIR PROGRAMMATIC SERVICE DELIVERY

Self‐efficacy pertains to individuals’ belief about their capability to accomplish a task; consequently, school counselors’ positive self‐efficacy is a theoretically based prerequisite for their facilitation of school‐based interventions. In addition, school counselor‐led interventions and comprehensive, developmenta l guidance programs benefit students’ personal social, academic, and career development. Therefore, this investigation examined the contribution of practicing school counselors’ (N = 693) self‐efficacy in relation to the frequency of their programmatic service delivery. The findings indicate that participants’ self‐efficacy scores contributed to the frequency of their programmatic service delivery (48% of the variance explained). Implications for school counselors, supervisors, and educational researchers are discussed.     

Prediction of the science inquiry skill of seventeen-year-olds: A test of the model of educational productivity

The study was designed to investigate the influence of student characteristics and classroom characteristics on students' inquiry skill. The sample consisted of a national stratified random sample of 1955 17-year-olds who were assessed as part of the 1981-1982 national assessment in science. The dependent variable was a 17-item measure of students' inquiry skill. The independent variables were selected from the available data using the Model of Educational Productivity as a guide in the selection of the variables. The first purpose of the study was to test the effectiveness of the Model of Educational Productivity for predicting the inquiry skill of 17-year-olds. The results of this study indicate that this model was capable of accounting for between 24 and 32% of the variance in inquiry skill for the general population of 17-year-olds. More specifically, students' reporting of their general ability alone accounted for between 17 and 22% of the variance. The second question posed by this study asked whether the prediction of inquiry skill differed for males and females. While there was some difference in the contribution of the minor predictors, there was very little difference in the prediction of inquiry skill for males and females using the Model of Education Productivity. The third question posed by this study asked whether the prediction of inquiry skill differed for white and nonwhite students. For nonwhite students, the Model of Educational Productivity accounted for only 18% of the variance in science inquiry skill. Thus, it would appear that there is a great deal that is not known about the factors that contribute to the science inquiry skill of nonwhite students.

Special education placement decisions made by teams and individuals: A cross-cultural perspective

The present study looked at whether special education placement decisions made by teams are superior to those made by individuals. The investigation was conducted in Puerto Rico to determine whether the benefits of the cooperative group process exist in another culture. Results indicated that teams in Puerto Rico generated significantly less variability (i.e., errors) in their placement decisions than did the same specialists acting independently.
