农村集体建设用地流转制度创新——天津市“以宅基地换房”创新发展思路的研究

由于我国现有的城市土地国家所有制和农村土地集体所有制并存的二元土地制度．同时在征地过程中实行国有产权优于集体产权的征地政策,使得集体土地不能入市,农村遭受极大的损失。为了探寻农村集体建设用地流转的新途径,天津市开创了“以宅基地换房”的创新发展思路．不仅快速实现了城市化,而且充分保障了农民利益不受侵犯。     

Grieving the Loss of Narcissistic Entitlement:

The child deprived of a sufficient and constant supply of emotional sustenance draws upon his or her imagination for relief from emotional pain and anxiety. This “fantasy bond” is addictive in its capacity to provide some repeatable internal gratification. Often the satisfaction achieved through this fantasy becomes preferred to seeking real satisfactions from other individuals. The realities of a relationship, with its inherent limitations, often intrude on the fantasy bond whose limitations are in the control of the one doing the fantasy work. The child who experiences early narcissistic injury attempts to recover these losses later in life by reworking the impaired attachment with the original primary caretaker in other significant relationships or in attachments to significant ideals or institutions during adolescence and adulthood. But the injured child also draws upon his or her imagination creating fantasized attachments for relief form emotional pain and anxiety. The therapist needs to support mourning work for these earliest narcissistic injuries and losses, thus facilitating the client's ability to cope with the vicissitudes of relationships in a healthier and more adaptive manner.     

Leaving the “Big Deal”: Consequences and Next Steps

Many libraries are facing difficult fiscal climates with serials inflation, budget cutbacks, and reductions in allocations requiring difficult collection management decisions. Libraries may find their flexibility to plan and react unduly restricted due to being contracted to one or more “Big Deals,” in which they are obligated to buy large, inflexible title lists from big publishers for a set price. This presentation discusses the experience of Southern Illinois University–Carbondale and the University of Oregon in leaving “Big Deals,” provides data on impacts on interlibrary loans, community response, and collection budgets, details the steps required before and after the decision, and describes the benefits that other libraries could achieve by following the example of these two members of the Association of Research Libraries.

世界一流大学与一流学科关系探析——基于软科2019年排行榜的分析

以软科公布的2019年世界大学学术排名与世界一流学科排名为依据,对世界一流大学拥有的世界一流学科数量以及世界一流学科在各大学和各学科领域的分布情况进行统计。统计表明:世界一流大学通常在多个学科领域拥有较多的世界一流学科;世界一流学科也大多分布在世界一流大学中。近年来,我国高校无论在世界大学学术排行榜上,还是在世界一流学科排行榜上都取得了显著进步。整体上,我国拥有世界一流学科的高校较多,世界一流大学较少;我国的世界一流大学拥有的世界一流学科在数量上有一定优势,但学科领域的分布不均衡,世界一流学科主要集中在工学领域。“双一流”建设后续进程中应适当调整一流大学建设与一流学科建设的关系,强化学科发展的均衡性,从重点关注一流学科“点”的建设到更加关注大学的综合能力建设。     

二战后日本高校的通识教育改革实践及启示

通识教育问题是目前世界高等教育领域关注的重要课题之一。日本在二战后经过长达70多年的改革与实践,通识教育精神在高等教育领域已被内化认同,形成了较为成熟的通识教育体系,但其发展并非一帆风顺。借鉴二战后日本高校通识教育的改革实践经验和教训,我国需要从确立明确的通识教育理念、设置独立的通识教育运营组织机构、整合全校师资力量进行跨学科的师资队伍建设以及实施全面深入的课程设计等采取创新性措施,以推进具备中国特色的通识教育体系的构建与完善。     

Widening participation in higher education: constructions of “going to university”

Progress towards the British Government’s goal of 50% of young people undertaking higher education has been slow, particularly among pupils from working‐class backgrounds.

This study examines the range of viewpoints held by 53 Year 12 pupils in a former coalfield area, all of whom were eligible to apply for university. Each completed a Q‐sort on 60 statements concerning “going to university”. By‐person factor analysis yielded five viewpoints termed “positive”, “put off”, “perplexed”, “pragmatic” and “other plans”. Detailed analysis of these viewpoints provides new insights and practical implications for raising educational aspirations in disadvantaged areas.

留学生量词使用偏误分析及对外汉语量词教学探究

汉语量词是留学生学习汉语过程的重点和难点,也是出现偏误最多的词类之一。分析留学生在数量名结构中量词偏误的类型及原因,提出量词教学应加强量词本体研究,完善教材和词典编写,更要明确量词教学的阶段性任务和目标,最终选用适当的教学方法,从而收到良好的教学效果。     

《“健康中国2030”规划纲要》与学校体育改革施策(2)目标:《国家学生体质健康标准》达标优秀率25%以上

《"健康中国2030"规划纲要》提出了"《国家学生体质健康标准》达标优秀率25%以上"的目标,如此明确的目标尚属首次,表明中国已经决心把增强学生体质作为实现健康中国的标志与途径。目标盯准"达标优秀率25%"是因为优秀率的提高最为响亮且难度适中。《国家学生体质健康标准》成为《"健康中国2030"规划纲要》的标尺后,其本身的可信性、有效性、精确性必然被严格要求和审视,但《标准》本身的诸多问题已经存在,具有7方面的失效现象。要使《国家学生体质健康标准》的达标成为促进学校体育工作的动力源和有信度效度的评价标准,第一步的工作要实现其可信的、科学的、全面的、精准的测量;第二步的工作要实现具有针对性、工作性和警示性的体质数据的精准分析;第三步的工作是要通过科学有效的工作实现平台化、责任性、个性化、实效性、共管性的精准干预。
