校企科技成果转化是否需要政府的介入?——基于EOQ存储模型视角

本文针对校企科技成果转化是否需要政府介入、政府如何介入提出了两个研究假设,基于EOQ存储模型视角对这两个假设进行了验证；并运用数据描述和malmquist指数两种方法对理论成果进行实证；最后得出了本文的两个创新点及未来研究方向。     

地方政府在农村中小学布局调整中的执行策略——基于模糊——冲突模型的分析

农村中小学布局调整不可避免地会遇到公平与效率的冲突,这种冲突在政策文本中被政策设计者采用模糊性的语言掩盖了,但在实践环节二者的矛盾是不能掩盖的,地方政府如何处理二者的关系直接影响着布局调整目标能否有效完成。模糊——冲突模型用模糊性与冲突性两个特性解释了该政策在执行过程中地方政府的权变策略,以减小可能遇到的冲突。     

Culture without “world”: Australian cultural policy in the age of stupid

In March 2013, after six years of consultation, an Australian Labor government launched the national cultural policy document, Creative Australia. In July 2013, a Coalition government was elected, Senator George Brandis became Minister for the Arts, and the policy was dumped. With it went cross-party consensus about funding rationales and measurement strategies, with disastrous consequences for the cultural sector. This cautionary tale of gaffes, pay-back and abrupt changes of direction, highlights the fragility of policy memory that condemns artists and arts managers to a never-ending reinvention of the evidentiary wheel. Our paper examines the problem of collective understanding (“world”) in cultural policy-making in Australia, exacerbated not only by the short-term electoral cycles which undermine long-term cultural outcome timescales, but by a fixation on what Hannah Arendt calls “the peculiar and ingenious replacement of common sense with strict logicality”. Evidence of value is only meaningful when it occurs in a policy memory that can fully avow it and respond in appropriate ways. Measurement methods are over-determined by epistemology and by experience. We argue that the balance between these determinants of effective cultural policy-making has been lost. An emphasis on numerical data – especially economic data – has forced arguments for culture into a decontextualised register of quantitative proof. Recent events in Australia suggest that different, more direct ways of engaging with cultural policy-making are required for the problem of collective understanding to be successfully assayed.     

Sport in Australia:An overview

Shifting patterns of work and leisure,together with demographic changes,an increasingly di-verse array of sport and leisure opportunities,commodification,commercialisation and globalisation have had a distinct impact on leisure and recreation/sport in many western countries,including Australia. This short paper overviews some trends in sport in contemporary Australia and discusses the question about the future of sport in this country.

Education,education and indoctrination! Packaging politics and the three ‘Rs’

This paper explores how recent Labour governments have tried systematically to package educational and other social policies for media presentation and public consumption. This concern has resulted in the criticism that Labour is concerned with policy presentation above content: strong on policy spin but weak on policy delivery. The first section explores Labour’s attempts to set a favourable agenda in news media for its educational policies by implementing a rigorous news management strategy: the subsequent section analyses Labour’s unprecedented use of advertising to promote key areas of government policy. There is a particular focus on government advertising in the run up to the 2001 general election. The paper concludes that governments’ increasing reliance on advertising may cross the line which should separate the provision of public information from any attempt to persuade the public to support particular policy choices.     

Catalyzing Research Competitiveness: The Georgia Research Alliance

Virtually everywhere, there is governmental interest in developing and using science and technology as a tool for economic development and other public purposes. States within the United States look to advance vis-à-vis other states, just as nations seek to rise in competitiveness. What institutional mechanisms work? What research and other strategies are effective? The Georgia Research Alliance (GRA) represents an important model that appears successful. During the 1990s, key business executives, university presidents, and state government forged a research partnership - GRA. A non-profit entity, GRA played a catalytic role in getting state government, industry, and universities in a specific region to work in concert to hire scientific luminaries, attract federal research funds, and translate research into economic development. The dynamics of this catalytic entity are discussed using a life-cycle model of organizational development.
