THE BERMUDA AGREEMENT ON TELECOMMUNICATIONS 1945

The end of the Second World War saw global telecommunications governance renegotiated. The dominant British Imperial (later Commonwealth) network experienced multiple changes: the tightly integrated and collaborative imperial governance system fell away as the governing partners increasingly pursued their own, rather than a collective agendas and as the ‘imperial’ company, Cable and Wireless', dominance gave way to a competition and interconnection based regime as American firms and their networks entered markets hitherto closed to them. Though key elements of the Bermuda Telecommunications Agreement 1945 were soon to be renegotiated, the Bermuda Conference, at which the imperial partners and the new hegemonic power, the USA, bargained, was the fulcrum transitional event. Drawing on archival sources (notably in Canada and the UK) the author tells of the tensions within the fragmenting Imperial partnership, of an American mix of interest and idealism and of this episode in telecommunications liberalisation foreshadowing later changes.     

‘NO WAR THIS YEAR’

The London Daily Express proclaimed the maxim ‘No War this Year’ on its front pages as late as 7 August 1939. Newspaper historian Stephen Koss has suggested that the ‘no war’ slogan was a ‘delusion’ on the part of the proprietor, Lord Beaverbrook. Berlin chief correspondent, R. Selkirk Panton, was instrumental in ensuring that the policy line was observed through both his news stories and opinion pieces throughout 1938 and 1939. This paper aims to explore the extent to which Panton shared his employer's views, as well as tracing the divergent path of the Express from the rest of Fleet Street and Panton's position as a political outsider within the ‘foreign press colony’ of Berlin. Through the examination of several key stories during the last year before the outbreak of war, in his copy and personal correspondence, a critical evaluation of how Panton negotiated the space between the policy of the paper and the European crises on which he reported can be achieved.     

REUTERS AND THE BRITISH GOVERNMENT – RE-VISITED

In response to Dr Silberstein-Loeb's assessment of the Reuters/British government relationship during the First World War, this article reinforces and enlarges upon the role of the British Foreign Office in securing control over Reuters. This control was obtained with the agreement of Reuters' senior management who were keen to secure government financial support. The government (contrary to Dr Silberstein-Loeb's assessment) played a leading role in developing a mechanism to achieve control. The importance it attached to this is evident in the creation of ‘share 999’, a special share held by government nominees which gave its holders a power of veto over board resolutions.     

Revolution Collected and Curated Russian Revolution: Hope,Tragedy, Myths at the British Library

ABSTRACT

This article discusses the theory of exhibition presentation as a genre, the specific issues of curatorial styles, and the distinct features of exhibitions in libraries. Based on my personal reflections on taking part in curating the Russin Revolution: Hope, Tragedy, Myths exhibition at the British Library, the article discusses the tension between the nature of collections held in libraries and their transformation when turned into an exhibition display, as well as the tension between the purpose of collecting for libraries and collecting for displays. It also presents the author’s experience of the challenges and solutions that exhibitions in libraries normally face. As the number of exhibition projects in all kinds of libraries is growing, the library communities are looking toward a better understanding of how libraries’ special and general collections can function in an exhibition environment and how information professionals can contribute to curatorial practices. Sharing experience about library exhibitions in the wider framework of art and museum curation will help to recognize exhibition curating as a requisite part of librarianship, which might change our perception of libraries and their relations with users now and in the future.     

Online Story Commenting

The expansion of opinion is one of the key developments in the British press, as elsewhere. The article analyses the role of one of the most important types of commentator, newspaper political columnists, examining their credentials, sources, information society prospects, and putative impact. Using data from interviews with some of Britain's leading journalists, the study is able to corroborate findings from a wide-ranging literature review. In addition, it formulates some preliminary hypotheses: that the effectiveness of a so-called pundit is a function of his or her willingness to remain focused upon a theme; that there is a positive correlation between a columnist's political impact and the factual or informational content of the columns; and that a columnist is most powerful when complying with a broader newspaper campaign.
