加拿大高等教育改革的新动向

为使加拿大青年接受“最好的教育”,保证国家在21世纪的繁荣,加拿大高等教育近年来实施了诸多新的改革。主要有：联邦政府通过经济手段积极介入和支持高教改革;高校主动面向社会办学,市场化取向显著;实施面向21世纪的教学改革,培养具有综合素质的复合型人才。     

审计重要性水平确定与运用中的相关问题

对如何理解审计重要性做了阐释。在此基础上,分析了注册会计师在计算会计报表层次以及各类交易、账户余额重要性水平时存在的问题,最后针对审计实务中如何恰当地确定重要性水平提出了建议。     

Border work: Teachers’ expressions of their literacy-related professional development needs in a First Nations school

This paper reports on a case study of teachers’ expressions of their literacy-related professional development needs in a First Nations school located in Ontario, Canada. The paper construes the work of the teachers as “border work” and argues that their literacy teaching work was complex and tied to an ongoing legacy of colonialism. Four interrelated themes are discussed. The paper recommends improving compensation and job security for educators in First Nations schools and supporting them to see themselves as knowledgeable professionals who can entertain sophisticated notions of literacy that consider its relationship to situation including culture.     

‘Putting on band-aids’: the contradictory roles and ‘small wins’ of tempered campus radicals

Nancy Fraser's propositions regarding the nature of ‘boundary’ work carried out by experts within organizations suggests that individuals who work within bureaucratic structures are so constrained by the institutional context that they become detached, depoliticizing arbitrators of politicized claims. The purpose of the research reported in this article is to examine the assertion that workers in boundary roles necessarily engage only in work that depoliticizes the claims of oppositional social groups. By exploring the work of anti-harassment practitioners at Canadian universities, we uncover moments of both constraint and liberation in the practitioners’ work roles. Attending to the complexities of boundary role work illustrates that struggles over the definition of needs and claims made by marginalized social groups are not closed, nor are boundary workers completely co-opted by bureaucratic institutional prerogatives. Although variously constrained, interviews with practitioners reveal that their work can support counter-hegemonic challenges to the status quo.     

International trends in health science librarianship: part 1 - the English speaking world

This is the second in a series of articles exploring international trends in health science librarianship in the first decade of the 21st century. The invited authors were asked to reflect on developments in their country - viz. Australia, Canada, New Zealand and the United States. Future issues will track trends in Northern Europe, the Nordic countries, Southern Europe and Latin America. JM.     

The Challenges and Opportunities of Sustaining Volunteer-Based Rural Libraries

ABSTRACT

In an era of rural service decline and population aging, some rural libraries rely on volunteers to keep them open within the community. This paper outlines the challenges of sustaining such volunteer-based rural libraries, drawing on a case study of a volunteer-based library in rural Ontario, Canada. Findings suggest that age of volunteers, volunteer participation, territoriality, branch polarization and the burden of volunteering present challenges in sustaining the volunteer program at the library, yet the library contributes to the community through community engagement, enabling aging in place and through economic development. The paper concludes with recommendations from the case study on how the sustain such a volunteer program.     

All Together Now: Planning for Shared Print Archiving at Canada's Western Universities

The Council of Prairie and Pacific University Libraries is a consortium of twenty-two university libraries in western Canada. Planning for a regional shared print archive has included the formation of several task groups, the engagement of a project consultant, and local development of a holdings registry tool. The original impetus for the project was to clear maximum shelf space at member libraries quickly. The planning challenge that has emerged is to design a project that meets this short-term regional need for repurposed space in member libraries, while building in scalability to address a broader preservation mandate, and that allows linking to related initiatives in other jurisdictions.     

加拿大多元文化政策缘起之新探

加拿大多元文化政策的完整内涵是双语框架下的多元文化政策。其特别的内容特征折射出加拿大复杂的族群关系和政治难题。加拿大版本的多元文化政策是加拿大联邦自由党总理特鲁多基于自己的政治理念,为应对魁北克政治分离主义的挑战并谋求最终化解这一政治难题而出台的战略国策。移民族群和原住民在加拿大多元文化政策的出台中所起的促动作用,不宜过分夸大。     

中加刑事司法协助制度的发展与存在的问题

加拿大是最早与我国进行刑事司法合作的西方国家,但由于赖昌星案件的负面影响,双边的刑事司法协助制度的发展速度迟缓。目前,在两国的刑事司法协助制度中,有关引渡、移管判刑人以及犯罪资产分享等内容均没有任何涉及。因此,两国应当借鉴西方其他国家与我国签订相关协议的经验,加快上述三项内容的协商并签订条约,以完善中加两国刑事司法协助制度。
