Social reproduction in Vietnam: Educational attainment,employment, and skills usage

Education can be seen as a social structure that reproduces existing levels of social, economic, and cultural distributions. Using Vietnam as a case study, this paper seeks to examine how these theories hold up in a socio-political and socio-economic context that has been less examined, specifically in one of the few remaining single-party socialist countries that advocates Communism. The findings suggest prior levels of social stratification are predictive of educational attainment, and educational attainment is predictive of employment. Higher educational attainment is also predictive of having occupations in economic sectors with less repetitive work and more autonomy.     

Technical and vocational skills and post-2015: Avoiding another vague skills goal?

Education appears to be receiving quite a lot of attention in post-2015 discussions, but how this will translate into goals and targets remains to be seen. Meanwhile, despite increased global recognition and awareness of the importance of technical and vocational skills development (TVSD) – as evidenced in the bumper year of reports on TVSD in 2012, TVSD does not appear to be getting as much focus in post-2015 discussions. It is known that the EFA ‘skills’ goal never got any traction: no one could even agree on what ‘life-skills’ meant, let alone how it should be measured or tracked. Are we in danger of a re-run? What's the alternative? How will TVSD feature in the post-MDG framework and the post-EFA framework, if at all? This paper will take a look at some lessons from history and then explore the current state of affairs to analyse the latest post-2015 suggestions and the way they cover TVSD.     

Will skills save us? Rethinking the relationships between vocational education,skills development policies,and social policy in South Africa

This paper examines experiences with ‘skills development’ in South Africa to contribute to broader debates about ‘skills’ and the relationships between vocational education and development. Numerous policy interventions and the creation of new institutions and systems for skills development in South Africa are widely seen as having failed to lead to an increase in numbers of skilled workers. I analyze some of the underlying reasons for this by considering South African policies and systems in the light of research in developed countries. The dominant view in South African media and policy circles is that a skills shortage, coupled with an inflexible labour market, are the leading causes of unemployment. This has led to a policy preoccupation with skills as part of a ‘self-help’ agenda, alongside policies such as wage subsidies and a reduction of protective legislation for young workers, instead of collective responsibility for social welfare. Skills policies have also been part of a policy paradigm which emphasized state regulation through qualification and quality assurance reform, with very little emphasis on building provision systems and on curriculum development. The South African experience exemplifies how difficult it is to develop robust and coherent skills development in the context of inadequate social security, high levels of job insecurity, and high levels of inequalities. It also demonstrates some of the weaknesses of so-called ‘market-led’ vocational education.

《墨经》疑难字研究之二——兼及《汉语大字典》编纂疏漏

《墨经》中的疑难字,是解读《墨经》的一大障碍,虽经前贤多方求解.但仍有不少遗留问题拟对《墨经》中疑难字的训释作一梳理、总结,评议历代学音对这些字训释的得失,并以这些字=寿例,指出《汉语大字典》的编暴疏漏,以期对今后的《墨经》解读及大型字书编纂提供经验。     

Skills in motion: boys' trail motorbiking activities as transitions into working-class masculinity in a post-industrial locale

During an ethnographic research project exploring young people's perceptions of living in a post-industrial semi-rural place, boys aged 13/14 years revealed their semi-clandestine motorbiking activities across mountains trails. It was found that riding motorbikes and fixing engines were potential resources for young boys' transitions into adult working-class masculinity and sources of competence, pride and enjoyment that mimetically referenced the industrial past. The study engages with Deleuze and Guattari's theory to explore relations among rider–machine–territory as dynamic Assemblages that fuse elements from technical, psychological and cultural media to show how motorbiking in different situations afforded boys more or less autonomy. The study argues that an epochal shift in the UK from an industrial to post-industrial base has changed the value attached to motorbike riding on mountain trails creating biking Assemblages that territorialise boys as social nuisances and potential criminals under police surveillance.
