The Digital Divide as a Complex and Dynamic Phenomenon

The purpose of this article is to propose a fruitful analytical framework for data supposedly related to the concept of the so-called "digital divide." The extent and the nature of this divide depend on the kind of access defined. Considering the possession of hardware, growing divides among different categories of income, employment, education, age, and ethnicity can be proved to have existed in the 1980s and 1990s according to official American and Dutch statistics. If only by effects of saturation, these gaps will more or less close. However, it is shown that differential access of skills and usage is likely to increase. The growth of a usage gap is projected. Multivariate analyses of Dutch official statistics reveal the striking effect of age and gender as compared to education. The usage gap is related to the evolution of the information and network society. Finally, policy perspectives are discussed.

“1+X”证书制度建设对技术技能人才评价的挑战——世界技能大赛试题的启发

《国家职业教育改革实施方案》启动职业院校和应用型本科的"1+X"证书制度试点工作,这是我国证书制度建设的一次重要探索,对职业教育人才培养质量保证具有重要的影响,其成功实施的基础是高质量的技能考试。世界技能大赛是全球最具影响力的技能考试。分析发现,"世赛"试题具有采用反映典型工作任务的竞赛题目、真实性评价考试模式、分析性量规,以及主、客观评分相补充的评分标准等特点。这启发我们,在"1+X"技能考试的设计中,应全面理解当代社会"技能"的涵义,采用真实性评价设计策略,关注行动能力,并借鉴能力测评理论开发高质量情境性考试题目。     

The heterogeneous skill-base of circular economy employment

This paper examines the opportunities and risks of employment, skills and education that are related to a circular economy (CE) in the United States. Combining occupational skills and education data with a newly introduced definition of CE employment, we compare circular- and non-circular-oriented occupations in terms of skills and abilities. Building on the seminal paper by Consoli et al. (2016) and looking at all occupations within a broad range of CE-related industries, we detect and address heterogeneity in job requirements within the CE. We distinguish core activities within CE employment – focusing on renewable energy, repair, re-use of materials and the sharing economy – from enabling activities, which are focused on management, design, and ICT-applicability of the CE. While core CE-activities generally require more manual and technological skills, enabling activities, in contrast, require more complex cognitive skills. Neither core nor enabling CE sectors, however, are entirely cohesive in terms of skill requirements. Part of the education and skills demand is identifiably driven by ‘circularity’, particularly with regard to technical skills for the core of the CE. This may require specific education and training programs for future development of the CE.

Succeeding with High-Risk K–3 Populations Using Arts-Based Reading Instruction: A Longitudinal Study

ABSTRACT

Numerous studies have identified isolated elements for successfully teaching early reading. However, very few studies have examined the effect of early reading programs that use a combination of multiple research-based practices. A 4-year longitudinal study starting with 243 students was conducted to determine the effects of the Reading in Motion reading program on standardized measures of students’ reading skills. The program provided students from kindergarten through Grade 3 arts-based instruction in reading that teaches phonemic awareness, systematic phonics, and oral reading fluency using small groups and peer-assisted instruction with frequent, corrective feedback. Although the two groups were nearly identical upon entering kindergarten, the at-risk treatment students (N = 57) significantly outperformed control students (N = 48) at the end of kindergarten and Grades 1 and 2.
