Predictors of Downsizing in the U.S. Local Telephone Industry

Present U.S. local exchange employment is less than half of what it was in 1981. This study tests several alternative explanations from labor economics, industrial organization, and political economy for employment reductions by U.S. local telephone companies. It evaluates the relative strength of the relationship between each explanatory factor and employment change. The contributions of six potential explanatory factors (wages, sales, technological change, competition, productivity, and profit rate) were investigated. Regression equation models were formulated and tested using crosssectional time-series data on 50 local carriers who provided 90% of the service between 1988 and 1995. We found that digitalization and productivity increases were the most important factors in explaining employment reductions by firms. Wage increases and computerization were significant sources for employment reduction only in the short term.     

An investigation of the strategic information systems planning success in Chinese publicly traded firms

Based on a survey of Chinese publicly traded firms, we report on the status of the strategic information systems planning success in China. Through this analysis of the survey data, we found that Chinese managers are not using IS as a competitive weapon though they have already realized some aspects of strategic information system planning. We also examined the differences between Eastern and Western cultural and political context factors to explain this phenomenon.

Arts councils,policy-making and “the local”

ABSTRACT

In the British Isles, national policies for the arts are primarily viewed as the responsibility of arts councils with statutory duties to distribute state funding that meet the requirements of both “arms-length” principles and national strategic frameworks. This paper explores the tensions between policy making for the nation-state and for “the local” through comparative research on the arts councils (and equivalent bodies) in Scotland, England and Northern Ireland. Drawing on in-depth qualitative interviews with senior representatives from these organisations, it explores their notions of, responsibilities to and affiliations with “the local”. Findings suggest that despite their different models and relationships to the nation-state, and the disparities in the scale of investment, these national policy bodies commonly rely on networked governance to facilitate their relationship to “the local” which risks reproducing national interests, limiting the localised agency of place-based approaches and contributing to a culture of competition within cultural policy.     

Combined state and parameter estimation for a bilinear state space system with moving average noise

This paper considers the identification problem of bilinear systems with measurement noise in the form of the moving average model. In particular, we present an interactive estimation algorithm for unmeasurable states and parameters based on the hierarchical identification principle. For unknown states, we formulate a novel bilinear state observer from input-output measurements using the Kalman filter. Then a bilinear state observer based multi-innovation extended stochastic gradient (BSO-MI-ESG) algorithm is proposed to estimate the unknown system parameters. A linear filter is utilized to improve the parameter estimation accuracy and a filtering based BSO-MI-ESG algorithm is presented using the data filtering technique. In the numerical example, we illustrate the effectiveness of the proposed identification methods.
