This paper examines the experiences of minority students from two different cultural groups, immigrant children of Pontian background and indigenous minority children of Roma descent, in the Greek-Cypriot educational system. Through a joint re-examination of results from two different qualitative studies, this paper delineates similarities and differences of how life at school is experienced through the eyes of children who are not part of the mainstream, in an effort to gain insight into the nuances of being a minority child in the specific educational system. Comparisons across the two groups of children suggest that although both groups shared a minority status, they nonetheless experienced marginalisation across different dimensions that were linked to their dual multilayered position as both insiders and outsiders. Attention to such complexities enables us to gain deeper understandings of children’s lives, as too often the category of ‘minority child’ seems to be treated as a monolithic and homogeneous one.  相似文献

Background:?In the context of Cyprus’ accession to the European Union (2004) and a noteworthy increase in immigration towards Cyprus, the Cypriot state was called upon to build more complete and coherent policies addressing culturally diverse educational settings. Cypriot education has historically enforced the nation-building project. However, since its accession negotiations to the EU, Cyprus received calls for harmonising its intercultural education to European standards.

Purpose:?This study aims to examine the content of intercultural policies in Cyprus, which have been initiated and/or developed by the national state and particularly the Ministry of Education and Culture. Furthermore, it explores the ways in which Cypriot policies are shaped by European influences, and the implications of this process for national constructs of intercultural education.

Sources of evidence:?We collected a purposive selection of thirty policy documents regarding intercultural education that were produced by the Ministry of Education and Culture in Cyprus. In addition, six Cypriot policy-makers working in the MEC's departments were interviewee participants. They were selected purposively according to the level of their involvement in the development of Cypriot intercultural policy.

Design and methods:?Data were coded to identify groups of concepts, issues, perceptions and behaviours and interrelationships within a theoretical model. Data triangulation contributed to the development of thematic categories that emerged from the data.

Results:?The analysis of the documentary evidence in this study suggests that the language of European policy has imbued the Cypriot socio-political environment with inclusive discourses enhancing intercultural education. Analysis in this study identifies that the Cypriot Ministry of Education and Culture maintains an assimilationist orientation in its broader educational goals, despite adopting such (inclusive) discourses.

Conclusions:?This study argues on the basis of this evidence that Cypriot intercultural policy appears symbolic, indicating ‘simulated’ development and implementation processes. Arguably, there remains a high degree of ambivalence towards the process of transformation needed to Europeanise intercultural policy in Cyprus.  相似文献

This paper explores the pre‐ and in‐service preparation of service providers on family and inter‐professional coordination issues. It particularly looks at the service providers affiliated with seven occupation groups and who work with 48 children with hearing impairment in a specific geographical region of Cyprus. The research study from which this paper draws data was conducted in 2001–3 and aimed at describing the model of coordination that exists in service provision for children with hearing impairment in Cyprus, and specifically, after the enactment of numerous pieces of legislation in accordance with European Union proposals. Data were collected through a questionnaire that was sent to service providers and included both closed‐ and open‐ended questions. First, the emphasis that is given to family and coordination issues over past years, and the subsequent slow response of the pre‐ and in‐service training programmes is discussed. The specific obstacles that are associated with the national context in which this study took place are highlighted. Finally, the study findings related to personnel preparation are presented, as well as the implications of these on the service provision system in Cyprus. Results indicate that there is a great lack of knowledge and skills regarding family issues, and a greater lack of knowledge and skills as regards coordination. The study further indicates that there is some variability among the seven occupational groups presented, and reveals that in‐service training has failed to address these issues.  相似文献

This paper provides a framework for understanding inclusion in Cyprus. The evidence base is the result of a six-month qualitative research study in five Cypriot mainstream primary schools. Despite the rhetoric in favour of inclusion, it seems that the Cypriot educational system is still highly segregating in its philosophy and does not fully support the active inclusion and participation of all children in the school life. Overall, the framework is grounded on three key themes emerging from the research: inclusion is concerned only with the education of specific groups of children; the medical model is still prevalent within inclusion discourse; and inclusion is understood as consisting of different levels. As a result, a restructuring and transformation of inclusive education are necessary so as to reduce marginalisation and exclusion of many children and in particular those who have been identified as having special educational needs.  相似文献

This paper opens with an introduction to the current Scottish legislation and policy context relating to the integration of children’s services. It offers the view that integrated service policy is framed by the concept of social capital and the notion of social capital building and goes on to introduce the concepts of types of social capital as tools with which to examine professional networks and identities. The article sets policy documentation concerning the specific teacher and speech and language therapist working relation within wider Scottish policy that seeks better integrated children’s services through the roll‐out of the Integrated Community Schools (ICS) programme. Finally, the paper identifies some of the difficulties inherent in ICS transformations, and suggests that practitioners and their leaders and managers need new conceptual tools such as types of social capital with which to examine professional connections if they are to change children’s services and achieve the policy goals of social justice and inclusion.  相似文献

This paper examines how politics have shaped Turkish Cypriot educational institutions and school buildings in Cyprus, focusing on the British colonial period (1878–1960). Unlike other British colonies, Cyprus enjoyed considerable autonomy on educational matters in the early decades of British occupation. During this period education, which was segregated, played a pivotal role in cultivating national aspirations of the two major ethnic populations on the island. The two decades following the 1931 revolt against the colonial regime was a period in which the British took serious measures in matters relating not only to education but also to school architecture. Atatürk’s reforms in creating a new modern Turkish society, on the other hand, evoked Turkish Cypriot ethnic nationalism. Without having the tension of the ideals of nationalism and modernism Turkey had to pacify, Turkish Cypriots embraced the modern as necessarily national and built their schools during and after the 1950s in a modern style.  相似文献

Though assessment in its early history was conceived as a measurement device, alternative approaches to assessment of student achievement have appeared the past few decades. In this context, studies have been conducted to investigate students’ conceptions of assessment approaches and purposes, as there is evidence that these will affect their learning and ultimately their achievement. This study uses a sequential mixed methods design to investigate students’ conceptions about the purposes of assessment and their definitions of assessment. A questionnaire was administered to 599 lower secondary school students in Cyprus, followed by group interviews with 15 students to explain and build upon initial quantitative findings. Results show that students’ perceptions are in alignment with the current shift in assessment to be used primarily for enhancing teaching and learning. Students seem to agree with the legitimate purposes of assessment and realize that it is an ongoing procedure linked with teaching and learning.  相似文献

This paper aims to contribute to the limited literature on teacher job satisfaction in developing countries, especially in Cyprus. Drawing on interviews with 52 teachers and administrators in 17 schools, the paper describes the sources of job satisfaction and dissatisfaction of Cypriot teachers and the impact on how teachers feel. Teachers emphasised their satisfaction with interactions with students, relationships held with colleagues and opportunities to contribute to the growth of individuals and the development of society. Sources of dissatisfaction were social problems and their impact on teachers' work, students' lack of interest and bad behaviour, the centralised educational system and the lack of professional autonomy in schools, and teacher evaluation and promotion prospects. Some of the factors are predictable but others are less so, having to do with the particular historical and social context in Cyprus. The context of a developing country is especially considered in an effort to explore how education officials may address issues of teacher satisfaction and dissatisfaction.  相似文献

This project focuses on the design and implementation of an online professional development platform tailored to teachers’ needs to improve and promote their intercultural knowledge. Drawing upon the framework of virtual communities of practice, the project escapes from traditional professional development programmes. Although a total of 103 teachers participated in the project, in the implementation phase we carried out observations and interviews with a sub-sample of 40 teachers. Research findings indicate the generation of new knowledge regarding new pedagogical practices with respect to intercultural education as well as an increased collaboration among all involved stakeholders. Through the active involvement in the INTERACT platform, teachers became reflective practitioners by having opportunities to raise their voice and share views on their intercultural practices.  相似文献
