台湾民进党败选原因及其启示

台湾民进党在2008年的总统、立法大选中惨败,政权又重新回到长期执政的国民党手中。民进党失利的原因主要包括它在台湾政治中的反对党角色和它并没有履行削弱腐败、保持经济福利的竞选承诺,尤其是民进党一直追求台湾独立的政策是其败选的重要原因,因此,一个政党若要在台湾获得执政地位,必须要有效应对岛民的经济福利诉求,更重要的是它的政策必须能够保持台海地区稳定。     

To Play the Fool: Can Environmental Conservation and Democracy Survive Social Capital?

Two community-based conservation processes in the United States provide comparative case studies to examine how social capital relates to democracy. Following a summary of social capital research, we describe the cases: one designed to preserve an endangered species and the other to restore water quality. We discuss how social capital dampened democratic practice in one case, while invigorating it in the other. We conclude that, by relying indiscriminately on social capital in the absence of complementary state structures, conservationists risk losing the very nature they seek to defend, and all citizens risk losing the energy and space essential to democracy.     

The boundary-spanning role of a cooperative support organization: managing the paradox of stability and change in non-traditional organizations

This project provides an interpretation of how one cooperative support organization, the Nebraska Cooperative Council, discursively functions to help its constituent cooperatives consolidate resources in order to better intersect with organizations in a larger bureaucratic system. In analyzing qualitative data collected through in-depth interviews, surveys, and organizational documents, we found the paradox of stability and change a revealing prism through which to make sense of participants' experiences. We work toward locating and describing how the Council, through its boundary-spanning activities, helps cooperatives manage the paradox of stability and change while protecting their core participatory ideologies. By providing networks of learning, promoting the legitimacy of cooperative forms of organizing, and protecting cooperatives' interests, the Council is an entity helping cooperatives to reconcile their internal requirements for democracy with the external demands of the marketplace.     

Homelessness as the Unforgiving Minute of the Present: The Rhetorical Tenses of Democratic Citizenship

Popular discourse and advocacy efforts characterize homelessness as a social problem bound by the present-centered concerns of physical affliction and material deprivation. Wayne Powers's documentary film Reversal of Fortune exemplifies this tendency by performing a “social experiment” to investigate how giving a homeless man $100,000 would change his life: the film chronicles the intervention in terms of an ever-fleeting opportunity that the man ultimately fails to utilize. Such discourses deny the future-oriented grounds for identification between homeless and housed as citizens sharing a common political destiny. Discourses of homelessness thus provide an important opportunity for questioning how the rhetorical tenses of democratic citizenship can be cultivated or suppressed, and how such rhetorical work can contribute to a more dynamic democratic culture.     

Pupils,the forgotten partners in education action zones

Education action zones (EAZs) involving local partnerships are one of the government's policies set up to help raise standards in pupils' performance and behaviour in areas of economic and social disadvantage. This article explores the nature of these partnerships and the fact that pupils are excluded. It reviews literature on student voice and describes interviews with 139 Year 8 pupils in two inner city zone schools to gain an insight into their perceptions about their learning. The data highlights some differences by gender and ethnicity and also the steps pupils believe are necessary if improvements are to be made. If zone schools are to live up to the promise of ‘empowering people and communities’, the paper argues pupils need to be included as stakeholders who shape the implementation of policy and become part of the solution to the difficulties EAZs are charged to address. The paper concludes by suggesting this will require a shift in the dominant epistemology to recognize pupils as co‐constructors of learning and a shift towards more democratic forms of relations in order to encourage pupil participation and enable their voices to be heard.

Crafting policies about controversial values: How wording disputes manage a group dilemma

Over a six-month time period a school board and its community discussed their district's strategic plan goals about diversity. This article analyzes that discussion within the practical theory frame articulated by Craig. Meeting talk and documents were analyzed to determine how the group's policy deliberation became an argument over what words to have (or avoid) in the strategic plan document. Proposals about document language were framed as technical editing, as inadvertent changing of a policy, and as wordsmithing. In addition to each frame being used, each was also challenged as to its being used to advance some group members' interests at the expense of others. Moving back and forth between using and resisting wording proposal frames, we suggest, is a reasonable way for groups to manage a dilemma they face in crafting policies about controversial, abstract issues. The paper concludes by identifying implications for dilemma theorizing and future study of groups.
