对一类带有未知输入干扰的离散描述系统,提出了一种新型的干扰解耦状态观测器;对一类带有未知输入干扰和有界不确定性的离散描述系统,以状态观测器为基础,利用故障信号与观测误差之间的关系,构造了一种带有未知输入干扰的离散描述系统的鲁棒故障诊断方法.该方法不但能够检测系统中是否出现故障,而且还可以估计出故障的幅值大小.文中还讨论了阈值的选取、该算法能检测到的最小故障信号和故障信号的估计误差,其仿真结果表明了该方法的有效性.  相似文献

Public mass schooling was the major instrument used by the Americans in the performance of their mission to “civilize” Filipinos. Free primary education was implemented right after the islands’ annexation in 1899 and was a critical component (alongside armed force) of the programme for their “pacification”. For the elite, education formed a route into collaborative involvement in the management of the colonial state. By the second decade of colonization, Filipinos were managing the civil service, participating in elected institutions and installed as mayors and governors. Like that of the Spanish, American colonial governance was profoundly reliant on the collaboration of members of the haciendero class, and thus implicated in the maintenance of long-established social and political hierarchies. But what did the maintenance of that status quo imply for ordinary Filipinos, now increasingly educated and literate in the language of the colonial power? Specifically, to what extent did this combination of socio-economic stasis and educational progress contribute to spurring early labour migration? This article investigates how far labour migration was seen to be, or functioned as, a mechanism for maintaining social and political stability in the American colonial period. It examines how this phenomenon was related to the free and English-based mass education programme undertaken out of an urge to fulfil what Kipling – writing of the American colonial enterprise – termed “the White Man’s Burden”.  相似文献

Like many small island developing states, Cape Verde faces a challenge with secondary school completion. The lack of global development goals for secondary education results in the lack of government policies to promote secondary education, which may in effect be partially responsible for the drop in primary school completion The purpose of this paper is to identify the student populations who leave secondary school prior to completion based on Cape Verde’s Ministry of Education data, which is disaggregated by municipality and school. In addition we link these student populations to socioeconomic factors in order to examine possible causes for their abandonment of schooling. This paper intends to draw attention to the issues facing secondary education in a small, developing island nation and highlight policies that have proven effective in similar contexts. The case study of Cabo Verde can be used to generate secondary education policy discussions in other small island developing states (SIDS), as well as other sub-Saharan African nations.  相似文献

Australian universities over the last 25 years have been unified, internationalised, corporatised and become mass educational providers. This process is replicated globally as a response to rapid mass enrolments and marketisation. In the light of these changes, a corporate and managerial model has been identified, which has been the subject of growing discontent within the academic workforce. However, from a political economy perspective there is a lack of understanding on how and by what means academic labour has been commodified in this process. This paper, using Australia as its case study, argues that the managerial culture has alienated academics from their labour. This has resulted in them losing control over their skills and thus becoming disassociated from the educational purposes of their work. Higher education has been subjected to systemic regulatory governance that has fundamentally transformed the nature of academic labour. We contend that the regulatory state has reached so deep down into the university that academics have effectively become a de-professionalised and proletarianised labour force.  相似文献
