农村公共产品供给:现实挑战与发展选择

农村公共产品是具有非竞争性和非排他性,用于满足农村公共需要的产品。公共产品从理论上分析应该由政府提供,但由于混合产品的存在也为其他主体参与农村公共产品的供给提供了理论支持。现阶段,我国农村公共产品供给不容乐观,存在供给总量不足、供给主体失衡等问题。本文结合我国农业产业化发展的趋势,提出通过引入多元化主体、推动城镇化建设、健全农村金融市场、深化税费改革等措施构建农村公共产品有效供给机制。     

试析新版电视剧《红楼梦》总体构思的失误

新版电视剧《红楼梦》在播出前已炒作得沸沸扬扬,但播出后反响却普遍欠佳,笔者认为该剧是一部不成功的作品,其原因主要是编导总体构思的失误。该剧的改编对原著思想意蕴、审美理想的领悟存在着较大的偏差,电视剧影像的处理存在着多方面不妥当之处,同时,部分重要演员的选择也不符合角色要求,且表演不够到位,这些是造成该剧失误的主要原因。     

论重复囚徒困境博弈中的逻辑选择及其应用

在重复囚徒困境博弈中,同样结构的博弈被反复地进行,参与者的最佳策略选择主要依赖于对手可能采取的策略和他们对抵赖和坦白如何作出选择。有限次重复博弈在决策行动时一般使用逆向归纳法,即从重复博弈的最后一个回合开始往前推理从而决定每一步的选择。在无限次重复博弈中,对于任何一个参与者的欺骗和违约行为,其他参与者总会有机会给予报复。     

大部制改革:重点、难点及可行路径简

大部制改革是行政改革,也是整个中国社会进一步良性发展的必然趋势。党的十八大提出,要稳步推进大部门制改革,健全部门职责体系。当前,大部制改革面临诸多问题和难题,精简事权是大部制改革的重点,部门利益是大部制改革的难点。大部制改革应在“小政府、大社会、强服务”的取向下,走“从上到下、整体协调、分阶段实施”的进路,关键是要观念突破,树立“以人为本”的行政理念;三管齐下,有效遏制部门利益膨胀格局;统筹兼顾,形成大部制改革的协同效应。     

从苏北地区中小学校运动队学生毕业流向看学校课余训练工作的可持续发展

在社会转型的特定时期,原有专业竞技体育的培养体制愈来愈显乏力,学校课余训练工作及竞技运动队的水平均呈发展势头,但其水平相对滞后,速度仍然缓慢.就学校运动队学生的毕业流向看,小学运动队学生的毕业流向呈现出多元化趋势,毕业后发展的选择有了更多的途径和更大的空间;中学运动队学生的毕业流向仍以进入各类大学,接受高等教育为主.课余训练在发掘和培养有潜质的高水平运动员工作上有较大缺口.学校课余训练工作的实质发展和体系建立,以及教育与体育行政管理部门的协作是学校课余训练工作得到可持续发展的有效途径.     

Gender and ethnic differences in perceptions of equal opportunity climate and job outcomes of US Army Reserve component personnel

We examined equal opportunity climate (EOC) perceptions of reserve component personnel in the US Army (n = 949). We expected that gender and ethnic group membership would influence perceptions of the equal opportunity climate; and that gender and ethnic group membership would moderate the relationship between equal opportunity climate perceptions and ratings of job satisfaction, organizational commitment and workgroup effectiveness. Consistent with our hypothesis, we found the women and minorities perceptions regarding the equal opportunity climate were less favorable than White men. We also found that both gender and ethnicity moderated the relationship between equal opportunity climate perceptions and job outcomes of these groups. Our findings suggest that different groups are sensitive to particular aspects of EOC (e.g., harassment or discrimination) and that these sensitivities affect job-related outcomes.

我国西部民族地区基础教育由于地理环境制约、民族宗教文化影响和师资严重不足等原因发展相对落后,严重阻碍了当地社会的发展。＂农远＂工程加快了西部民族地区基础教育的发展。这一工程的实施关键在于＂应用＂,教师应在认识和技能方面改变和提升,教育机构应在激励和制度方面予以保障,以充分体现＂农远＂工程在教学改革、教师专业发展、学生学习成绩和民族地区社会发展等方面的优势。     

Population policies and education: exploring the contradictions of neo‐liberal globalisation

The world is increasingly characterised by profound income, health and social inequalities (Appadurai, 2000 Appadurai, A. 2000. Grassroots globalisation and the research imagination. Public Culture, 12(1): 1–19. [Crossref], [Web of Science ®] [Google Scholar]). In recent decades development initiatives aimed at reducing these inequalities have been situated in a context of increasing globalisation with a dominant neo‐liberal economic orthodoxy. This paper argues that neo‐liberal globalisation contains inherent contradictions regarding choice and uniformity. This is illustrated in this paper through an exploration of the impact of neo‐liberal globalisation on population policies and programmes. The dominant neo‐liberal economic ideology that has influenced development over the last few decades has often led to alternative global visions being overlooked. Many current population and development debates are characterised by polarised arguments with strongly opposing aims and views. This raises the challenge of finding alternatives situated in more middle ground that both identify and promote the socially positive elements of neo‐liberalism and state intervention, but also to limit their worst excesses within the population field and more broadly. This paper concludes with a discussion outling the positive nature of middle ground and other possible alternatives.     

试论中高级水平商务汉语教材的词汇选用

中高级商务汉语教材亟待解决的问题就是“商务”与“汉语”如何融合的问题.从词汇的给出和解释方式、词汇的数量、BCT大纲词汇的比例和词汇的难度等几个方面比较三种中高级商务汉语教材,考察并分析它们在词汇选用方面的特点,并为未来中高级商务汉语教材的词汇选用提出了建议.     

实现社会公平正义的法理构想——罗尔斯《正义论》引发的“官、富、名二代”案件思考

罗尔斯的《正义论》是现代西方政治、法哲学的一部巨著,他在书中提出的"公平的正义"理论,对正义的理解堪称达到最高境界。他认为人们的不同生活前景受到政治体制和经济、社会条件限制,也受到人们出生伊始具有的不平等社会地位和自然秉赋的深刻而持久影响,这种不平等又是个人无法自我选择的。本文阐述对该书理论精髓的浅薄认识和感悟,并联系我国近年频发的"官二代"、"富二代"、"名二代"案件,阐述"公平的正义"这一构想与原则如何贯彻执行、真正实现。
