作为一个县级电大工作站,在初始发展阶段并不都是坦途.沁源工作站的初始实践表明,只要有好思路、好团队、好环境、好服务,县级电大就一定能在开放教育中大显身手.

Three educational values for a multicultural society: Difference recognition,national cohesion and equality

Educational aims for societies comprising multiple ethnic, cultural and racial groups should involve three different values—recognizing difference, national cohesion and equality. Recognition of difference acknowledges and respects ethnocultural identities and in educational contexts also encourages mutual engagement across difference. National cohesion involves teaching a sense of civic attachment to a nation and to one’s fellow citizens of different groups and identities. ‘Multiculturalism’ has traditionally been understood to support the first value but not as much the second, a charge made by ‘interculturalism,’ a newer idea in Europe and francophone Canada. But Tariq Modood, this year’s Kohlberg Memorial Lecturer, has argued that national integration has always been a goal of multiculturalism. However, neither multiculturalism nor interculturalism has placed sufficient emphasis on equality as a social and educational ideal. Equality is a complex idea that involves both equal treatment by teachers of students from different groups, and also relative equal student outcomes among different groups.

皖南二县五村农民收入与土地关系调查

利用皖南两县五村社会调查资料,分析各类农民家庭的经济状况及其在收入和生活水准上的差别;考察农民对土地承包权的态度及其影响因素。结果表明,官方有关农民收入的数据,存在着低估的可能;农户不愿意放弃土地承包权的占大多数,但是如果国家征收土地时满足农民的一定要求,他们仍愿意放弃或出让。

比较文学作为一门学科,内容丰富、学理性强。如何使学生真正了解比较文学学科的价值、意义,使他们正确运用比较文学原理、方法,深入开展文学研究,四个关键词至关重要,即：比较;影响;可比性;变异性。学生只有充分了解关键词的含义,切实掌握了关键词的运用,比较文学的教学才能收到事半功倍的成效。     

Mandarin lessons: modernity,colonialism and Chinese cultural nationalism in the Dutch East Indies,c.1900s

The Chinese Association in the Dutch East Indies, known locally as the Tiong Hoa Hwe Koan (THHK) was first established in Batavia in 1900. A key objective of the THHK’s foundation was the creation of modern schools instructing in Mandarin for local Chinese students. At the turn of the 20th century, this odd choice of instructional language led to highly charged debates about languages, pedagogical efficacy, practicality, modernity-tradition and cultural authenticity. Using underutilized source materials in the local Malay-Hokkien vernacular, this article revisits these debates amongst the Chinese in the Dutch colony. This article interrogates the transparency of common ethnicity in analyses of Chinese nationalisms that developed outside of continental China. Drawing on the concept of “literary governance” as well as comparative work by scholars on Indian and continental Chinese nationalisms, it demonstrates the significance of the colonial context which provoked the THHK to adopt the vocabulary of modernity in reworking progressive ideas circulating in displaced Chinese nationalistic circles. Notwithstanding the THHK’s promotion of Mandarin, such reworking was accomplished through vigorous acts of transliteration and translation in the hybridized Malay-Hokkien vernacular. The THHK was hardly on the receiving end of nationalistic influences emanating from the proverbial China core but was an active agent in what has been described as a “global moment of Chinese nationalism.” The case of the THHK demonstrates the need for a finer understanding of multivalent histories of Chinese nationalisms as well as how these histories intersected with those of European colonialism in Southeast Asia.     

The Human Rights Approach to Education in International Organisations

In this article, the work of three international governmental organisations (IGOs) dealing with human rights will be discussed, namely the United Nations Educational, Scientific and Cultural Organization (UNESCO), the United Nations Children's Fund (UNICEF)¹ and the Council of Europe (CoE). In the first section, the main characteristics of the three IGOs in terms of similarities and differences will be elaborated. Then, their human rights approach to education will be described, dealing with the legal foundations. In the final section, the different strategies of implementation based on both their official mission statements and their present strategy papers will be evaluated under the heading ‘competition vs. cooperation’.     

The education of new Chinese immigrant children in Hong Kong: challenges and opportunities

In describing the current status of the education of new Chinese immigrant children (NCIC) in Hong Kong and to provide data useful for designing new policies, this article highlights the region's rise of new Chinese immigrants and the characteristics of the NCIC. Challenges to improve access to and equity in education in Hong Kong, overall quality of education for the NCIC and future possibilities are discussed. Implications from other countries are also included.
