从全球价值链看我国中小企业面临的困境

我国中小企业国际化面临潜在危机,危机来源于两个方面：处于全球价值链低端环节的附属企业的过度竞争和处于全球价值链高端环节的领导企业设置的攀升障碍．因此,增加信任、联合自主创新、联合自主品牌建设和联合提高国际法律维权能力,是解决当前我国中小企业困境的四种主要手段．     

Education and poverty in the global development agenda: Emergence,evolution and consolidation

The objective of this paper is to analyse the role of education and poverty in the current global development agenda. It intends to analyse the emergence, evolution and consolidation of a global agenda, which attributes a key role to education in the fight against poverty. With this objective, the paper addresses four main issues: first, it analyses the context in which the emergence of the agenda must be placed, analysing specifically the changes generated by globalisation; second, it focuses on the role of the actors, and especially on the role of the World Bank in setting the agenda; third, it explains the consolidation of the agenda by the Education for All Conferences and the Millennium Development Goals; finally it presents some of the main limitations of the hegemonic agenda.     

Integrating curriculum: a case study of teaching Global Education

Despite widespread support for integrated approaches to teaching, classroom practice reveals a lack of implementation. This paper explores challenges and opportunities in teaching an integrated curriculum, and connects this with the contemporary notion of a twenty-first century curriculum and pedagogy. A case study of Global Education (GE) is used to delineate the complexity of issues when teachers attempt to move beyond disciplinary-based teaching approaches. We examine curriculum documents, advice for teachers on curriculum implementation, preservice teachers’ experiences in schools during Professional Experiences and national guidelines for Professional Experience. Through these data, a broad picture emerges of influences on integrating curricula in classrooms. Opportunities to integrate curriculum incorporating twenty-first century pedagogies were limited by pressures on teachers with preservice teachers rarely exposed to authentic integration. Teachers’ professional standing requires clear guidelines, which allow them to pursue important twenty-first century content and skills , for young citizens and this must begin in preservice education.     

全球化、全球性知识体系和我国人文社会科学的发展

本文提出改革开放以来全球化进程对我国人文社会科学发展的影响主要包括三个方面:一是全球化的实践过程给我国人文社会科学提供了新的具体知识,全球化研究已经成为20世纪以来世界知识体系的重要领域,这给我国人文社会科学研究提供了知识的场景和知识的内容.第二,全球化背景下,特别是改革开放以来,我国处于弱势的人文社会科学主要是学习和理解全球性知识体系,同时也开始逐步尝试着"走出去",进入全球性知识体系,参与对全球性知识体系的重新建构.第三,全球化的进程中,我国的大学也开始探索实践现代大学制度,强化了大学作为知识的生产地和原产地的功能,并通过对学术管理体制机制的探索创新,为知识生产和学术创新奠定制度基础.     

全球价值链治理国外文献研究综述

全球价值链(GVC)是最近十几年新兴的分析框架,治理是其核心概念之一。文章主要回顾国外关于GVC治理的含义、模式、成因、应用及发展趋势等研究,并进行了简要评述。     

从拓展运动视角分析学生体质健康状况——以天津市15所高校天津籍大学一年级新生为例

文章从拓展运动视角对2011—2012年度天津市高校天津籍大学一年级学生的健康体质测试数据进行数理统计与比较分析,找出天津市各高校学生体质健康测试存在的主要问题,提出针对性建议。为天津各级教育主管部门提供体质测试的原始统计数据,使其了解全市高中学生健康体质的基本情况,为进一步贯彻、实施教育部和国家体育总局制定的《国家学生体质健康标准》提供可参考的依据。     

经济全球化背景下的中国西部开发

历史向世界历史的转变，是人类社会发展到一定历史阶段的产物。在世界经济全球化的今天，任何一个国家都不能脱离世界局势和国际环境来实现一国的发展和繁荣。因此，实施西部大开发，是中国经济在新世纪跃上新台阶的重大举措，也是中国迎接经济全球化的挑战，以便利用经济全球化带来的各种有利条件，促进东西部地区经济协调发展，增强国家经济竞争力，从而使国家富强，立足于世界民族之林。     

Process implementation perspective on neoliberal regulation: a comparative analysis of national curricula and standards-based reforms in the USA and Australia

ABSTRACT

This comparative case study adopts a process implementation perspective on neoliberal regulation to explore developments in national curricula and standard-based reforms in the USA and Australia. Date sources include research reports, books, OECD data, and local survey data. The comparison of the dynamic of two countries reveals that whereas policymakers in the USA adopted a transforming regulatory strategy (targeting the ambiguity and conflict levels in local policy) to implement, Australian policymakers adopted a congruence regulatory strategy (ratifying ambiguity and conflict levels). As a result of this dynamic, the education system in the USA displays a relatively tighter structure, which is related to the tighter professional teaching culture. The analysis suggests that the effect of global ideas and policies adopted locally depends on policymakers’ regulatory strategy, and that local system change drastically only when policymakers adopt the neoliberal default preference for active transformative implementation. Hence, a specific implementation dynamic is a key factor in the global neoliberal agenda, and its presence or absence indicates convergence or divergence between countries adopting similar policies.

终身教育与教育治理在教育现代化中的逻辑联系——实现中国教育现代化2035的思考

《中国教育现代化2035》赋予了新时代中国教育现代化新内涵,构建服务全民终身学习的现代教育体系成为新时代中国教育现代化的主要目标方向,与此同时,2035教育规划提出与之相适应的教育治理新目标,而构筑终身学习现代教育体系及与之相适应的教育治理新格局的形成,成为《中国教育现代化2035》的核心和主线;如果说2035的教育体系与现存教育体系将不仅区别在外塑,更区别在内核的话,前一个目标则指向于2035教育的内核,后一个目标指向于2035教育的外塑。在整全的视域下,两个目标是密不可分的整体,前一个目标是包涵新教育治理格局的终身化教育体系,后一个目标是基于终身化现代教育体系的教育治理现代化新格局。研究2035教育现代化,需要将两个目标统一一体于新思考框架中。其中,我国2035年将建成的服务全民终身学习的现代教育体系,就是扎根于本土现代化进程中的终身教育体系。
