全球化竞争与中国信息产业

信息技术是当今全球经济一体化的主要推动力之一，随着中国加入WTO的步伐日益临近，在国门彻底敞开后，如何迎接挑战、把握机遇成为中国信息产业生死攸关的重大问题。西方发达国家是这场革命的先行者，在技术、资金以及理念等关键要素上都处于绝对优势地位，与此同时我国尚未完成工业化，整个信息产业还是处于国家的引导和保护之中，即 便在加入WTO后有5年时间的保护期，但整体实力、规模和发达国家相比仍然处于不利地位。为此，本文将就中国信息产业如何开展竞争，把握生机作深入分析。

Explaining the persistence of “decentralisation” of education in Egypt

This study examines how and why decentralisation remained central to education reform in Egypt over the period 1990–2016 despite the mixed outcome at both the national and international levels. Three decentralisation models were examined: community schools, public-private partnerships and school-based management. Network analysis was combined with a process-tracing approach to identify the key actors and mechanisms causing policy persistence. Analysis revealed international agencies used coercion through funding and persuasion by framing the models to match political sponsors’ interests. There was also bounded-rational learning by national actors from foreign experts and experiences and several complementary mechanisms with minor influence.     

复杂地形条件下的太阳资源辐射计算方法研究

借鉴国内外已有的太阳辐射计算方法，考虑地形和大气衰减因子，通过组件技术实现GIS与太阳总辐射计算模型集成，建立了太阳潜在总辐射计算模型。同时利用我国107个气象观测站的多年逐日太阳辐射资料，假设多年中有1d为晴朗无云的天气，即取多年中的最大太阳总辐射值为核算日的潜在日总辐射值，进行模型检验，证明该方法可行。     

Deconstitutive rhetoric: The destruction of legal personhood in the Global War on Terrorism

This essay examines a set of memoranda, speeches, and other official discourse issued during the Global War on Terrorism that transformed the legal paradigm under which the enemy was defined and authorized new norms of conduct previously prohibited by law. It argues that these texts employ “deconstitutive rhetoric,” defined as discursive action that undermines the existing legal status of those to whom it refers and produces a disarticulate, destitute subject by denying the individual access to the civic forums in which rhetorical agency may be exercised. The essay begins with an analysis of the use of deconstitutive rhetoric in the decision to legally re-define Afghanistan as a “failed state” in order to absolve the United States of treaty obligations with that nation. It then addresses the emergence of “unlawful enemy combatant status,” a new legal category not recognized under the international laws of war. The essay concludes with a discussion the Obama administration’s detention and drone strike policies, which have continued to use deconstitutive rhetoric to undermine the legal status of those captured and killed in the Global War on Terrorism.     

全球化、全球性知识体系和我国人文社会科学的发展

本文提出改革开放以来全球化进程对我国人文社会科学发展的影响主要包括三个方面:一是全球化的实践过程给我国人文社会科学提供了新的具体知识,全球化研究已经成为20世纪以来世界知识体系的重要领域,这给我国人文社会科学研究提供了知识的场景和知识的内容.第二,全球化背景下,特别是改革开放以来,我国处于弱势的人文社会科学主要是学习和理解全球性知识体系,同时也开始逐步尝试着"走出去",进入全球性知识体系,参与对全球性知识体系的重新建构.第三,全球化的进程中,我国的大学也开始探索实践现代大学制度,强化了大学作为知识的生产地和原产地的功能,并通过对学术管理体制机制的探索创新,为知识生产和学术创新奠定制度基础.     

Testing students under cognitive capitalism: knowledge production of twenty-first century skills

Abstract

Scholars studying the global governance of education have noted the increasingly important role corporations play in educational policy making. I contribute to this scholarship by examining the Assessment and Teaching of twenty-first century skills (ATC21S?) project, a knowledge production apparatus operating under cognitive capitalism. I analyze how ATC21S gains symbolic power and authority as it defines what counts in education through three key processes: (1) By legitimizing and disseminating new knowledge about twenty-first century skills; (2) By implementing this knowledge concretely in schools and (3) By embedding this new knowledge within a global alliance. I suggest that the knowledge produced by ATC21S in calculating and measuring twenty-first century skills contributes to the capture of living labor and its reproduction for the knowledge economy through the school system.     

The Global Partnership for Education’s evolving support to fragile and conflict-affected states

In this study, we trace the history of policy development within the Global Partnership for Education to discern the drivers behind the uptake of its shifting policies relating to education in fragile and conflict-affected states. In order to elucidate how and why this international organization has altered its policy stance and funding modalities, we employ a process tracing analysis of document and interview data. Moreover, we provide three country case studies of Global Partnership for Education financing to Liberia, Madagascar, and the Democratic Republic of the Congo.     

《科学通报》英文版与Springer国际合作的实践及启示

【目的】 总结《科学通报》英文版(Science Bulletin,2015年之前为Chinese Science Bulletin)与Springer出版集团11年的国际合作实践,以期对我国英文科技期刊更好地借助国际合作提升自身影响力等方面提供一定的借鉴和参考。【方法】 介绍《科学通报》英文版与Springer 11年的国际合作出版基本情况、合作基本内容和不同发展阶段的探索,梳理刊物较长一个阶段的发展趋势。【结果】 国际合作的不断深化和海外可见度的提升,为刊物质量的提高和国际影响力的提升起到了积极的促进作用。【结论】 在坚持继续深化国际合作的同时,要大力提升自身办刊能力,积极组织高质量稿源,提升国际竞争力和影响力,且以集团化方式参与国际合作争取更多的合作效益。     

无约束优化问题推广的对角二阶拟柯西算法

利用推广的二阶拟Newton方程,提出了一种推广的对角二阶拟柯西算法,在新算法中引入了参数θ,使得对角二阶拟柯西法可以推广到更大的范围.并且证明了在一定的条件下新算法的全局收敛和超线性收敛.最后通过数值试验说明了新算法是有效可行的.
