Practical precooling: Effect on cycling time trial performance in warm conditions

Abstract

The purpose of this study was to compare the effects of two practical precooling techniques (skin cooling vs. skin + core cooling) on cycling time trial performance in warm conditions. Six trained cyclists completed one maximal graded exercise test ([Vdot]O_2peak 71.4 ± 3.2 ml · kg^?1 · min^?1) and four ～40 min laboratory cycling time trials in a heat chamber (34.3°C ± 1.1°C; 41.2% ± 3.0% rh) using a fixed-power/variable-power format. Cyclists prepared for the time trial using three techniques administered in a randomised order prior to the warm-up: (1) no cooling (control), (2) cooling jacket for 40 min (jacket) or (3) 30-min water immersion followed by a cooling jacket application for 40 min (combined). Rectal temperature prior to the time trial was 37.8°C ± 0.1°C in control, similar in jacket (37.8°C ± 0.3°C) and lower in combined (37.1°C ± 0.2°C, P < 0.01). Compared with the control trial, time trial performance was not different for jacket precooling (?16 ± 36 s, ?0.7%; P = 0.35) but was faster for combined precooling (?42 ± 25 s, ?1.8%; P = 0.009). In conclusion, a practical combined precooling strategy that involves immersion in cool water followed by the use of a cooling jacket can produce decrease in rectal temperature that persist throughout a warm-up and improve laboratory cycling time trial performance in warm conditions.

When We Was Red: Good Bye Lenin! and Nostalgia for the “Everyday GDR”

In former Eastern Bloc nations, nostalgia is often seen as a dangerous pining for days under totalitarian regimes in the face of rocky transitions to democratization. This paper questions these judgments and instead proposes that the complexities of waxing nostalgic in post-communism will help us understand these transitions better. East German culture, in particular, has been at the forefront of post-communist nostalgia through its ostalgie movement. Wolfgang Becker's film Good Bye Lenin! has been touted as the most representative example of ostalgie, and is used here as a text to examine the complex questions about looking back on everyday life during communism's fall. Through its use of nostalgic themes, the film simultaneously embraces and derides the Western values that became an indelible part of the post-1989 landscape, and thus serves as a reminder that a distinct East German identity may still exist.     

Information Technology for Economic and Social Benefit—Options for Bangladesh

Significant changes in the Indonesian political system have affected most aspects of its government and community. First, there is an effort to implement democracy in terms of ideology as well as political practices. Second, the government system is transforming from centralization to decentralization, as the development process is delegated to regional governments (cities and kabupatens). Third, there is an effort to build community consciousness through community participation in national and regional development.

Participating in the development process, citizens should be supported with relevant public information. It is the government's task to provide information regarding governmental issues and public interests. As communication and information have been delegated to regional governments, they should execute this task based on good governance principles.

However, providing fair and balanced information is not simple. Large populations and regions separated by water and mountains make the task harder. Therefore, regional governments must adopt advanced information technology systems, which functioned to transfer information to the public as well as to receive public feedback medium in an efficient and effective way. To meet those qualifications, regional governments endeavor to implement e-government as a tool for democratizing communication and information.

After almost 3 years, there are indications that e-government has not been properly implemented by regional governments. They have faced many problems, including lack of financing, poor technical skill, lack of human resources and infrastructure, and the political will of the government elite itself.

Nevertheless, there are many ways to overcome these problems. Standardizing the application of e-government, establishing the regulation of e-government, involving other stakeholders, and developing human resources may aid in the implementation of e-government. In addition, lessons learned from other regions, for example, Kutai Timur or Gorontalo, are also recommended.     

What Makes “Good” News Newsworthy?

To combat the constant supply of negative news, some online news outlets focus solely on “good” news. But what is the value of “good” news? A content analysis was conducted to determine which traditional news values (timeliness, conflict, impact, etc.) appear in stories on Web sites dedicated to positive news. The researcher compared “good” news sites to the New York Times. Results indicated that the majority of “good” news stories were entertaining and emotional, whereas the majority of New York Times stories involved authority figures and conflict. Good news stories were less committed to journalism’s core functions, such as holding power accountable and providing the public with information necessary for creating an informed electorate.
