抗战前南京国民政府土地立法的进程

土地立法是南京政府时期的重要立法内容,受到各方的关注.这一进程主要包括土地立法的酝酿和准备,也就是土地立法思想的形成和政权的建立阶段、各项土地法规的制定阶段以及土地法的修改及准备实施阶段.从土地立法的进程可以看出,这一部门法的制定既“快”又“慢”,且颇具功利性.     

论现代性社会的伦理精神

在现代性社会发展的同时却带来了前所未有的道德危机。为解决这一危机，人们需分两个层面建立起新的伦理精神。首先，在社会层面上建立起以权利、民主与契约精神为内核的伦理精神，并辅之以制度的保障和底线伦理的规范；其次，在个人心性层面上以仁爱、求知与信仰精神为伦理核心，从而保证人类生存的需要和超越性的道德要求，并以此来缓解现代性社会给人带来的惟理化和同一性压力。这两个层面需相互依赖，互相促进。     

我国竞技体育明星广告代言收入归属与分配问题研究

近年来,我国体育明星广告代言收入归属与分配的纠纷层出不穷,影响了运动员、运动队乃至整个体育事业和体育产业的发展.回顾了学界和社会对该类事件的观点及其转变过程,梳理了相关规章制度的修订变化,并基于运动员培养方式的不同,对国家队包办模式、运动员单飞模式和社会资本参与模式下的体育明星广告代言收入归属与分配问题分别进行讨论.通过与娱乐明星的比较,汲取其在合同和经纪人方面的有益经验.指出,应建立健全法律法规,规范体育明星代言收入的归属与分配;在运动员分类管理的基础上,对合同进行明确细化;大力发展职业体育经纪人产业,促进体育产业发展.     

公共政策与政府执行力

公共政策是政府制定和选择的,用以解决社会公共问题的规则和方案。在整个政策生命周期当中,政策的执行是一个关键而且十分重要的环节。但是,在我国目前的环境下,政府政策的执行存在许多问题,政策的执行效果差强人意,有违政策出台的初衷。为改变这种不利状况,改变和完善政府的政策执行力就显得尤为必要。     

Education,education and indoctrination! Packaging politics and the three ‘Rs’

This paper explores how recent Labour governments have tried systematically to package educational and other social policies for media presentation and public consumption. This concern has resulted in the criticism that Labour is concerned with policy presentation above content: strong on policy spin but weak on policy delivery. The first section explores Labour’s attempts to set a favourable agenda in news media for its educational policies by implementing a rigorous news management strategy: the subsequent section analyses Labour’s unprecedented use of advertising to promote key areas of government policy. There is a particular focus on government advertising in the run up to the 2001 general election. The paper concludes that governments’ increasing reliance on advertising may cross the line which should separate the provision of public information from any attempt to persuade the public to support particular policy choices.     

Catalyzing Research Competitiveness: The Georgia Research Alliance

Virtually everywhere, there is governmental interest in developing and using science and technology as a tool for economic development and other public purposes. States within the United States look to advance vis-à-vis other states, just as nations seek to rise in competitiveness. What institutional mechanisms work? What research and other strategies are effective? The Georgia Research Alliance (GRA) represents an important model that appears successful. During the 1990s, key business executives, university presidents, and state government forged a research partnership - GRA. A non-profit entity, GRA played a catalytic role in getting state government, industry, and universities in a specific region to work in concert to hire scientific luminaries, attract federal research funds, and translate research into economic development. The dynamics of this catalytic entity are discussed using a life-cycle model of organizational development.

本文针对当前社区图书馆建设的六种模式，结合陕西汉水流域的特点，提出在陕西汉水流域建立一种新型社区图书馆的模式，并对这种模式的组成部分逐一进行了可行性分析。     

政府信息资源元数据描述框架研究

XML作为主流的元数据描述语言,可以在电子政务系统中,为政府信息资源提供统一的描述框架。框架主要由模式层、应用层、环境层三部分组成。模式层由政府信息资源元数据描述模式框架描述,基于XML的元数据描述应用框架支撑了元数据的具体应用,而XML应用框架生命周期和XML元数据技术的协同工作解决了元数据应用的可操作性和可持续性。图1。参考文献9。
