Deep transitions: Emergence,acceleration, stabilization and directionality

Industrial society has not only led to high levels of wealth and welfare in the Western world, but also to increasing global ecological degradation and social inequality. The socio-technical systems that underlay contemporary societies have substantially contributed to these outcomes. This paper proposes that these socio-technical systems are an expression of a limited number of meta-rules that, for the past 250 years, have driven innovation and hence system evolution in a particular direction, thereby constituting the First Deep Transition. Meeting the cumulative social and ecological consequences of the overall direction of the First Deep Transition would require a radical change, not only in socio-technical systems but also in the meta-rules driving their evolution – the Second Deep Transition. This paper develops a new theoretical framework that aims to explain the emergence, acceleration, stabilization and directionality of Deep Transitions. It does so through the synthesis of two literatures that have attempted to explain large-scale and long-term socio-technical change: the Multi-level Perspective (MLP) on socio-technical transitions, and Techno-economic Paradigm (TEP) framework.     

Measuring the impact of competition in local government education markets on the cognitive achievement of students

In this paper, the role of interjurisdictional competition among school districts is examined. Using 1970 California school district data and controlling for a variety of education inputs, achievement scores are found to rise as the local education market becomes more competitive. This relationship continues until a competitive threshold is reached, beyond which additional districts have no impact on achievement. It is estimated that three to four school districts per county are necessary to create a competitive market in education. These findings are consistent with similar studies examining the effect of entry in the private sector. Additionally, the results show a variety of parental, school and student inputs to be significant in “producing” student achievement.

论文采用对比分析法，梳理了人类历史上体育发展的两条主线：即以雅典为代表的"价值论"与以斯巴达为代表的"工具论"。沿着这两条主线，从生物体育观的延续、政治体育观的确立与人文体育观的回归阐述了中国体育观的确立、嬗变与发展过程，并对其进行了辩证的反思。结合习近平新时代中国特色社会主义思想对中国体育发展观进行了展望：即从"工具理性"走向"价值理性"；逐渐淡化政治色彩，强化体育本质功能；实现群众体育由"短板"到"支柱"的复位。论文对新的发展观指导下中国体育改革的战略思想、制度政策和体制机制等实践问题进行了一系列深入思考。

Review: What we know about ST13, a co-factor of heat shock protein, or a tumor suppressor?

This article is to summarize the molecular and functional analysis of the gene "suppression of tumorigenicity 13"(ST13). ST13 is in fact the gene encoding Hsp70 interacting protein (Hip), a co-factor (co-chaperone) of the 70-kDa heat shock proteins (Hsc/Hsp70). By collaborating with other positive co-factors such as Hsp40 and the Hsp70-Hsp90 organizing protein (Hop), or competing with negative co-factors such as Bc12-associated athanogen 1 (Bag1), Hip facilitates may facilitate the chaperone function of Hsc/Hsp70 in protein folding and repair, and in controlling the activity of regulatory proteins such as steroid receptors and regulators of proliferation or apoptosis. Although the nomenclature of ST13 implies a role in the suppression of tumorigenicity (ST), to date available experimental data are not sufficient to support its role in cancer development, except for the possible down-regulation of ST13 in gastric and colorectal cancers. Further investigation of this gene at the physiological level would benefit our understanding of diseases such as endocrinological disorders, cancer, and neurodegeneration commonly associated with protein misfolding.     

植物热激蛋白70（HSP70）研究进展

热激蛋白是生物体遭受胁迫时的一类保护性蛋白,HSP70家族作为抗胁迫的主要分子伴侣之一,目前研究的最为深入．综述了植物HSP70的类型与分布、结构、功能及其编码基因的特征与表达调控等方面的研究进展,为提高植物的耐受性、植物病虫害的防治和植物转基因等方面提供一定的基础知识．     

HSP27和HSP70mRNA在大肠癌中表达的临床意义

目的:探讨HSP27和HSP70 mRNA在大肠癌中表达的临床意义。方法:取大肠癌标本77例,采用免疫组织化学方法检测HSP27的表达状况,从中选取36例手术标本,采用核酸原位杂交技术(ISH)检测HSP70 mRNA的表达。结果:HSP27和HSP70 mRNA在大肠癌中的阳性率分别为40.3%和66.9%,HSP27和HSP70 mRNA均与大肠癌的分化程度相关,与发生部位、浸润深度及淋巴结转移无明显相关性。结论:检测HSP27和HSP70 mRNA可作为大肠癌患者预后的一个重要指标。     

新中国成立70年来高等教育办学体制改革的历史回顾与未来展望

办学体制改革在高等教育体制改革中极为关键。新中国成立70年来,我国高等教育办学体制从“国有公办”逐步转向多元化办学的格局。这一改革历程既是高等教育外部资源配置方式的转型,也是高等教育主体内部利益的重新分配。政府权责划分不清、高校及第三方办学的力量仍然薄弱、制度保障体系不完善是制约当前我国高等教育多元化办学体制深化发展的现实困境。面向未来,高等教育办学改革的方向应该是多元化、规范化与国际化并存,坚持高等教育办学多元化、深入落实高等教育领域的“放管服”改革、促进民办高等教育的规范发展以及构建具有竞争力的国际高等教育市场,为实现高等教育内涵式发展,建立现代高等教育体系打开新局面。
