基于专利大数据的产业竞争态势研究——以中国信息通信产业为例

全面利用专利无效诉讼中的专利信息分析产业竞争态势及策略,对于提升企业竞争决策效率具有实践意义。以我国信息通信(ICT)产业的发明专利无效数据为基础,运用社会网络分析方法构建专利无效关系网络,通过网络中心性因子分析和聚类分析将无效诉讼关联主体聚成四类,分析比较各类主体的诉讼地位及特点,挖掘产业竞争的特点并进一步提出具有针对性的无效诉讼策略。研究发现我国ICT产业的竞争格局分化较为严重,表现出"偶然"及"离散"性特点。最后针对每一种类型企业提出其竞争策略构建意见。     

技术支持的公民教育新进展

随着21世纪的发展,对公民教育的需求也在增长。2002年,公民资格作为法定课程引入中学教育,这引起了教育研究者扩展年轻人公民教育途径的兴趣。本文就公民教育的相关文献进行了综述,以便考察技术在公民资格课程中的地位,以及技术在正规、非正规情境下,在公民资格学与教中所扮演的角色。     

以ICT为平台的计算机在第二语言习得中的应用

计算机辅助第二语言习得研究是未来研究的一个方向.在研究的过程中应当将重点放在时于语言学习的教学环境的研究和对语言学习者语言能力和学习方面的研究.计算机辅助语言教学任务的质量应根据第二语言习得理论和研究,应用时应考虑的任务和目的以及是否能激发学生的语言学习潜力为重要标准.二语习得的理想环境非常复杂而且依赖语境,要建构一个计算机辅助语言教学的理想环境还需要进行大量的研究.     

我国公共项目公私合作(PPP)模式研究述评

对国内外公共项目公私合作研究历史进行了简要回顾,从PPP的概念与本质、项目风险与分配、治理理论、政府管理与监管等四个方面总结了我国对公共项目公私合作的研究进展。在我国多元经济模式的条件下,提出了适合我国PPP的定义,明晰了PPP中的"伙伴关系"和促进PPP政策与机制创新途径,并在此基础上展望了我国公共项目公私合作模式的研究方向。     

Who's Responsible for the Digital Divide? Public Perceptions and Policy Implications

Addressing the reasons for—and the solutions to—the “digital divide” has been on the public agenda since the emergence of the Internet. However, the term has meant quite different things, depending on the audience and the context, and these competing interpretations may in fact orient toward different policy outcomes. The goals of this article are twofold. First, the authors unpack the term “digital divide” and examine how it has been deployed and interpreted across a range of academic and policy discourses. Second, through a framing experiment embedded within a nationally representative survey, the authors demonstrate how presenting respondents with two different conceptual frames of the digital divide may lead to different perceptions of who is most accountable for addressing the issue. From this, they discuss the dynamic relationship between the construction and communication of policy discourse and the public understanding of the digital divide, as well as implications for effective communication about the digital divide and information and communication technology policy to the general public.     

Facilitating enterprise application integration adoption: An empirical analysis of UK local government authorities

local government authorities (LGAs) are organised around operational structures with business processes spanning within departments and across other government organisations. In such an organisational setting, the harmonisation of Information Technology (IT) operations, integration of cross-departmental processes and the underlying Information Systems (IS) signifies a challenge in delivering integrated services. This paper attempts to explore enterprise application integration (EAI) adoption in the UK local government authorities (LGAs). Despite the hype of EAI adoption in private domain, its application in LGAs is inadequate as there is a lack of adoption models/frameworks that can be used by the public sector. The context of the study is to consider the transformation of IT infrastructure management and operations with EAI technologies. The empirical findings, generated through a detailed case analysis, manifestly exemplify that EAI predominantly acts as a ‘back-office’ technology that facilitates operations by developing a flexible and maintainable integrated IT infrastructure. Our proposed framework is believed to be imperative and unique as it provides a more systematic way to examine the adoption of integration technologies, extends the established norms for EAI adoption by utilising a prioritisation technique to classify the importance of factors. The contribution of the research extends the literature on EAI and identifies theoretical and practical opportunities that facilitate LGAs in their decision-making process to produce more robust proposals for EAI adoption.
