From Acquisitions to Access: The Changing Nature of Library Budgeting

This JLA column posits that academic libraries and their services are dominated by information technologies, and that the success of librarians and professional staff is contingent on their ability to thrive in this technology-rich environment. The column will appear in odd-numbered issues of the journal, and will delve into all aspects of library-related information technologies and knowledge management used to connect users to information resources, including data preparation, discovery, delivery and preservation. Prospective authors are invited to submit articles for this column to the editor at kenning.arlitsch@montana.edu.

The cost of building library collections continues to increase, forcing librarians to think differently about their budget models. Increasing costs of IT infrastructure needed to connect to information resources also adds to budget concerns. The idea of changing the emphasis of collections budgets to one of broader access is not new, but formally acknowledging the need to support local technology infrastructure and other means of access may offer a new way of promoting the collections budget to university administrators. We propose a budget model that acknowledges these broader requirements and includes concepts of surfacing and discovery, provision, creation, and acquisition.

地学数据共享发展现状、问题与对策研究

数据密集型科研范式下的现代地学研究对地学数据共享提出了新的要求。在全面总结国内外地学数据共 享发展现状的基础上,分析地学数据共享在机制、数据发现、共享质量、共享效率等方面存在的问题,提出保障数据 贡献者权益和数据标识、出版与引用评价激励措施相结合的志愿数据共享机制,基于语义的智能数据发现、优化排序 与关联推荐,优化数据描述和数据获取两个层面的数据共享质量提高措施,以及发展“数据- 模型- 计算”一体化共享 的科研信息化环境等未来地学数据共享的发展对策。     

模型驱动的高性能计算集群配置管理

高性能计算集群是求解大型计算问题的关键基础设施,不当的配置会降低集群的计算能效.面对规模日益增大集群,传统"命令式"配置方法难以快速准确地完成配置.为解决这个问题,借鉴"基础设施即代码"的思想,基于Puppet构建了一套面向高性能计算集群的配置管理方法.这套方法侧重描述集群的配置模型,借助git版本控制系统追溯模型变更...     

Bridging mechanisms in multiethnic communities: Place-based communication,neighborhood belonging,and intergroup relations

Using communication infrastructure theory (CIT), this study examines how place-based communication, including neighborhood interpersonal discussion, geo-ethnic media, and local organizations, may have the potential to promote multiethnic intergroup relations through forging a sense of neighborhood belonging. Based on survey data consisting of 405 diverse community members, this study employs structural equation modeling to test the relationships among residents’ connection to place-based communication, their level of neighborhood belonging, out-group contact frequency, and perceived interaction quality across six interethnic dyads. Findings suggest that place-based communication does impact multiethnic intergroup interaction, but the direction and magnitude of such effects diverge along ethnic lines.     

科技平台人才队伍建设研究

科技平台人才队伍包括管理人才以及服务人才两类。目前,我国科技平台人才队伍建设已经有了一定的 成绩,但是总体上科技平台人才还相对缺乏,并且存在体制落后和缺乏考评机制等问题。所以,对人才资源进行合理 规划,建立人才选聘、评价制度与激励机制以及参与科技平台建设的开放环境,兼顾科技平台人才的物质层面与理念 层面需要等显得尤为重要,这些都有利于进一步规范科技平台人才队伍建设,推动我国科技平台建设的进一步发展。     

职前教师信息化教学实践智慧的培育与提升

信息化教学实践智慧是教师在信息化环境中,在ICT与课程整合的实践活动、信息化教学设计活动和信息化教学实践活动中,对有关信息化教学的整体直觉认识。本文通过分析职前教师信息化教学实践智慧培育的必要性,提出了从理念、计划、环境、课程实施和培育途径等方面来有效提高职前教师的信息化教学实践智慧。     

基于公共物品供给视角下政府与市场的角色认识——以广东产业转移承接地的基础设施建设为背景

公共物品的供给问题一直受到学者们的极大关注,除了传统的政府供给形式外,私人供给涉足公共物品领域的范围也越来越广.广东产业转移中承接地的基础设施不足,减低了企业转移的激情,早期基础设施建设的供给问题对产业转移进程有重要影响,应引起一定的关注.把早期基础设施的供给纳入公共物品供给领域,从市场失灵和政府失灵两个角度分析各自单独供给时存在的缺陷,并引入了一个基础设施的公共物品的供给模式--以政府为主体而引入市场机制,这种方式可以提高基础设施供给的效率.
