Modernizing leadership through private participation: a marriage of inconvenience with public ethos?
What distinctive leadership changes does the private sector bring to the running of public sector educational services? This paper contributes to an understanding of the issues raised by this question by studying the senior management of a private company running services for an English local education authority. The paper explores evidence of modernizing leadership, as well as the extent to which a traditional public ethos is sustained or re‐interpreted within modernization. Analysis is based principally on interviews with senior management, but is also informed by the larger data set collected as part of the case study of this public‐private partnership. The paper suggests that modernizing leadership, as understood in terms of the dominant policy discourse, is not found in its pure form, but is modified by a continuing orientation to an older public ethos. A model is proposed—an adaptive public service model of leadership—which reflects the style of leadership forged by senior management. Issues, dangers, paradoxes, and contradictions inherent in the model and the practice it represents are highlighted. The model is not put forward as an ideal to follow, but as a means of highlighting the issues that arise where modernization and older ideals of public service encounter each other. 相似文献

This article explores the difficulties Hong Kong school leaders face in leading authentically and suggests that a key to seeking
this authenticity lies in ongoing learning in context. It is divided into three sections. The first section describes the
crossroads of reform and culture in Hong Kong schools by illustrating the tension between traditional values and modern reform
demands. It concludes that the environment within which Hong Kong leaders lead is best characterized by hybridity and that
this makes becoming authentic both important and difficult. The second section asserts that being an authentic leader is not
a matter of adopting a model, a series of actions or even a set of beliefs, but is about engaging in a continual learning
process. Some of what we know about leadership learning is discussed, as is the importance of accounting for cultural variation
when designing learning approaches. The third section outlines and describes a set of generic leadership learning gateways
designed to guide the development of authenticity. These gateways underpin a new programme implemented in Hong Kong which
consciously aims to allow principals to construct authenticity.

Society needs responsible leaders and entrepreneurs. CDIO (conceive, design, implement and operate) is a framework for engineering education based on outcomes, more than on contents, that has been adopted by a growing number of engineering educational institutions for producing the next generation of engineering leaders. In order to support engineering students to become entrepreneurs and to bear other concerns than merely technical on today's rapid changing world, the authors believe the CDIO syllabus needs to be improved, and therefore propose a pre requisite to a useful CDIO perspective: IdEF, standing for Identify, Evaluate and Formulate real problems and needs. Based on this concept, this paper describes a new pedagogical project framework (PUKHA - to project, to undertake, to know how to achieve). Within PUKHA projects, more than 300 students have trained and checked their will, risk, responsibility, communication, leadership and entrepreneurship over the last three years. 相似文献

This paper examines the career progress of female principals in Greek secondary schools and the under‐representation of women in management positions. Drawing on in‐depth interviews with six women principals in Athens, the paper considers the factors affecting women's participation in school management. The findings demonstrate that women are greatly under‐represented in secondary school management positions. The main reasons for this disadvantage are personal factors, covert discrimination, gender stereotypes and constraints experienced through their socially defined roles. 相似文献

二十年来,大规模学生评估对教育研究、学校体系和教育政策产生了深远影响。“国际中学生评估项目”(PISA)、“国际学生数学与科学能力动态项目”(TIMSS)和“国际学生阅读能力进步研究项目”(PIRLS)使各个国家学生成绩值具有一定可比性,由此,人们能更细致地从学校内部来观察不同国家学校工作的差异度。大规模学生评估还为学校发展、教育领导以及学生成绩的改进提供必要数据。本文以PIRLS为例,旨在从德国视角为中国今后开展大规模国际学生评估提供借鉴。 相似文献
