面向21世纪建设高素质的大学英语教师队伍

大学英语师资队伍的建设直接关系到开发西部所需复合型人才培养的问题，通过调查，对新疆高校大学英语教师队伍的年龄、职称、学历、科研和思想等情况做了分析，查找了存在的主要问题，提出了改进建议。     

高校后勤社会化改革的新思考

目前，高校后勤社会化改革中出现了一些影响和制约其进度的一些新问题，要保证后勤社会化改革的顺利进行，首先要转变后勤系统的管理体制，转换其运行机制；彻底转变全校教职员工的思想观念；高校后勤服务实体要加强党组织，工会组织和共青团组织的建设，充分发挥党，工，团在经济建设和社会建设中的作用，正确处理好与后勤管理处的关系。     

What motivates high-school students to pursue STEM careers? The influence of public attitudes towards science and technology in comparative perspective

This study examines the degree of association between students’ STEM occupational expectations and between-country differences in public attitudes toward science and technology (S&T). This study focuses on public attitudes among two different populations: students and adults. Three-level Hierarchical Generalised Linear Models are employed to analyse large-scale international data from the Programme for International Student Assessment (PISA). Results reveal that public attitudes toward S&T are positively associated with students’ expectations around pursuing STEM careers. Further analyses reveal that the positive association between public attitudes toward S&T and STEM career expectations remains consistent across gender, but that this association varies across performance levels. The positive association between public attitudes toward S&T and STEM career expectations is stronger for low achievers in science than for high achievers. These results advance the scholarly understanding of the ways in which social factors may be associated with students’ choices in pursuing STEM occupations.     

我国公立高等学校法人治理结构的基本模型探析

为更好地发挥公立高等学校的作用，需要进一步配置法人权利结构，引进法人治理概念，完善公立高等学校法人中各权利主体在公立高等学校法人中的权利配置和权利运行机制。我国公立高等学校法人治理结构基本模型包括：确立高校法人的公共利益目标；配置好法人内部治理结构的权利机制，即举办权利和经营权利之间的权利机制；完善法人外部治理结构的权利机制，即政府管理权、公众监督权、投资权利和利益相关权利；强化对高校法人内部权利主体的权利制衡。

日本是世界高等教育强国之一,私立高校在高等教育中占有非常重要的地位。日本私立高校科类结构的变革,经历了一个由简单到复杂、由弱到强的演变和发展过程,并逐步形成了自身的办学特色,为我国民办高等教育的发展提供了有益的启示。     

Performance-based university funding and the drive towards ‘institutional meritocracy’ in Italy

Many countries, including Italy, are increasingly managing their public higher education systems in accordance with the New Public Management principle that private-sector management practices improve efficiency and quality. A key mechanism has been the introduction of performance-based funding systems designed to reward ‘high-performing’ institutions and incentivise ‘lesser-performing’ institutions to improve. Instead of improving efficiency and quality across the board, however, we argue that performance-based funding systems naturalise longstanding structurally determined inequalities between institutions by recasting national higher education systems as competitive institutional meritocracies in which institutional inequalities are redefined as objective indicators of intrinsic ‘merit’ or worth. We illustrate how performance-based university funding systems naturalise pre-existing inequalities between universities drawing on the case of Italy, a country characterised by longstanding inequalities between its northern and southern regions which demonstrably impact on the apparent ‘performance’ of universities. The concept of institutional meritocracy captures the illusory nature of this performance game.     

高等学校分配制度改革的理论分析

高等学校分配制度改革是当前高等学校管理制度改革的重点之一。本文在对分配方式的基本类型和高等学校教师劳动的特点进行系统分析的基础上，指出高等学校的分配制度不适于采用类似计件工资的形式，而适合采用类拟锦标制度的形式，实行竞争性的岗位工资津贴。同时，应当提高高等学校教职工工资，使其高于市场平均工资水平，并且高等学校内教学人员的收入水平应该高于行政人员。     

法国高校学生后勤的社会化服务

法国是一个高等教育发达 的西方国家。二战后50年来，法国对大学生的住宿、就餐、 助学金发放等事务实行高度的社会化服务，形成了一套比较健全的管理制度。原则上高校本身只负责教学与科研，学生后勤事务全部交同上一个专门提供学生服务的机构负责。法国的经验对于当前我国高校 后勤社会化改革应当具有积极的借鉴意义。     

成因与对策:高校招生生源失衡现象探析

随着我国高等教育改革的深入发展以及招生制度改革步伐的日益加快,高校招生呈现出失衡现象。这些现象的产生,与高校教育资源和教学质量的差异、招生政策的变动、招生宣传引导的不到位、就业情况的影响以及考生个人等因素息息相关。要解决当前高校招生生源的失衡问题,必须切实提高高校的教学质量,积极构建更加人性化的招生政策,不断加大宣传引导力度,努力扩大就业渠道,日益完善考生适时服务系统。

高校是人力资源聚集的地方，建立高校人力资源会计有利于人力资源的管理。本文论述了高校实行人力资源会计的可行性，探讨了高校人力资源会计的确认、计量和核算方法，并分析了高校人力资源会计的推广应用前景。
