终身学习“立交桥”：地方高校继续教育体制机制的设计与重构

生长于专业教育办学模式基础上的地方高校继续教育,其各类教育培训项目处于条块分隔、自成体系的状态,这种体制机制既不能适应继续教育发展的需要,也不符合构建终身教育体系的要求.为此,地方高校继续教育必须进一步明确自己的定位,积极推进各级各类教育纵向衔接、横向沟通,参与搭建终身学习“立交桥”,建设开放式的继续教育服务平台,以满足社会成员多样化学习发展的需要.     

Dangerous liaisons: Reflections on a pilot project for state-mandated outcomes assessment of written communication

This study details the development and results of a campus-based writing assessment plan that was mandated by a state-wide university system in order to explore the “value-added” from a writing program curriculum to undergraduate students’ competence with written expression. Four writing samples (two timed essays and two conventional essays) that are produced before, during and at the close of enrollment in the writing program are scored for critical thinking, genre knowledge, rhetorical skills, and mechanics. The results indicate that local campus student achievement related to writing is comparable with performance captured by nationally normed technologies and larger assessment projects at similar state universities. The data also suggest significant performance difference related to the institutional position of students’ instructors as well as students’ own enrollment status. The article concludes that while the data produced by this research project are compelling, the policy and political implications of the undertaking suggest greater sensitivity to the institution's culture and program direction as well as its impact on instructor morale, student learning environment and the place of composition studies in the university.

通过对1991—2006年42个国家海外并购与金融结构的关系进行研究,发现金融结构对海外并购的数量和金额有显著影响,因此,优化我国的金融结构有助于“走出去”战略的顺利实施．     

幼儿入园前教育形式的现实困境及创新策略

目前,幼儿入园前教育形式主要有三种:家庭教育、机构教育和社区教育。但现实困境是,很多家庭的幼儿入园前未能较好地接受到任何一种形式的教育。对此,有一些可行的创新策略,分别为成立“社区活动小组”、邀请早教机构送教入小区、利用互联网共享优秀教育活动、依托附近幼儿园资源不定期举办亲子活动、社区提供亲子活动空间和人力参与互动等。     

Environmental jolts, institutional change, and the creation of entrepreneurial opportunity in the US electric power industry

The relationship between institutional change and entrepreneurship is poorly understood. We build the theory in this area by tracing institutional change in the US electric power industry over a 40-year period. Our analysis shows that environmental jolts mobilize actors to reformulate institutions, resulting in increased entrepreneurial opportunity. When the institutional environment is stable, we find that incumbent organizational forms and embedded logics present formidable obstacles to entrepreneurial activity. Environmental jolts, however, catalyze search processes and motivate the evaluation of current institutional logics. Specifically, in the case of the electric power industry, environments of abundance and regulation resulted in homogeneity of organizational structures and strategies, and few entrepreneurial opportunities. Environments marked by scarcity and crisis, however, witnessed heavy scrutiny of existing institutional arrangements that eroded their taken-for-grantedness and symbolic value, resulting in opportunities for entrepreneurial action.     

Communicating the Value of an Institutional Repository: Experiences at Ghana's University for Development Studies

ABSTRACT

The quality of research depends greatly on access to existing information. Institutional repositories (IRs) have the potential to enhance and promote the dissemination of knowledge and research. This may lead to discoveries and innovation alongside maximizing return on investment in research and development. Following some background information, this article briefly discusses the processes involved in the establishment of Ghana's University for Development Studies (UDS) IR (UDSspace). Marketing and advocacy strategies employed to engage Faculty to enable them to contribute meaningfully and effectively in the populating of the IR are outlined and benefits described. The study uses a quantitative method. A questionnaire was used to elicit data from faculty. This article describes the various communication methods used to promote the IR and evaluates their effectiveness in getting users to participate in populating the IR. The survey found that although as high as 80.3% of respondents were aware of the benefits of an IR and 66.2% were aware of the existence of the UDS IR, 86.8% of respondents had not submitted to the IR.

Exploring the relationship between institutional and professional autonomy: a comparative study between Portugal and Finland

By comparing two distinct settings–Portugal and Finland–and based on previous studies revealing similar trends in both countries, this article analyses the relationship between institutional and academic autonomy in the higher education sector. Based on crosschecking of the literature review and 47 interviews with key actors in both the Portuguese and Finnish higher education systems, the authors analyse the extent to which the political attempts to increase institutional autonomy are perceived by academics in these countries as leading to an increase in their professional autonomy. Data reveals that there is a lack of complete correspondence between the way different institutional dimensions have been changing at the organisational level and the way academics perceive the effects at the professional level. While there is a correspondence in the perceptions over organisational and interventional autonomy, no correspondence is found concerning policy autonomy in both countries. Furthermore, there are no homogeneous perceptions within academics group in each country concerning professional autonomy.

制度文明是政治文明的重要支撑和标志。制度设计在逻辑上蕴涵了制度文明的价值追求，它是实现制度文明的基本途径。在政治文明建设中，提供有效的制度设计是我们党和政府的首要任务。一定的人性假设是制度设计的逻辑基础，只有建立在科学的人性假设基础上的制度设计，才能构架出适合政治文明要求的制度体系。西方国家的制度变迁历史和新中国的制度变迁历史充分说明了人性假设在制度设计中的重要作用。
