Fostering Social and Emotional Skills for Well-Being and Social Progress

Children need a balanced set of cognitive, social and emotional capabilities to adapt to today's demanding, changing and unpredictable world. OECD countries and partner economies recognise the importance on the holistic development of individuals. However, there are big gaps between stakeholders' knowledge, expectations and practices on how to foster such skills. This paper presents evidence on the importance of social and emotional skills; on how policy makers and schools are currently enhancing and monitoring such skills; and, on the existing gaps between knowledge, expectations and practices to mobilise these skills. The paper concludes by pointing ways in which education stakeholders can do more to better develop and mobilise the skills that drive individual's well-being and social progress. The paper draws on findings and frameworks that are being published in a full OECD report entitled ‘Skills for Social Progress: the Power of Social and Emotional Skills’ in the first half of 2015.

(International) R&D collaboration and SMEs: The effectiveness of targeted public R&D support schemes

This study analyses the impact and effectiveness of targeted public support for R&D investment at the firm level. We test whether the policy design aiming at incentivizing (international) collaboration and R&D in SMEs achieves input as well as output additionality. Our results show that the targeted public subsidies trigger R&D spending, especially so in internationally collaborating SMEs. We further evaluate the different impact of privately financed and publicly induced R&D investment on innovation performance. The results confirm that the publicly induced R&D is productive as it translates into marketable product innovations. While both types of R&D investments trigger significant output effects, the effect of policy-induced R&D investment on sales from market novelties is highest for international collaborators as well as for SMEs.

雕版印刷作为图书传播之媒介,崛起繁荣于右文崇儒之宋代。印刷传媒挟其＂易成、难毁、节费、便藏＂,化身千万,无远弗届之优势,初与抄本、写本竞奇争辉,终则印本取代写本,成为知识传媒之新宠,促使宋代士人之阅读接受更加多元与丰富。印刷术在两宋之传媒效应,传世文献征存不多,笔者拟借镜谷登堡发明活字版印刷术,在中古欧洲改变了阅读环境,影响了接受反应,同时加速古老变革,重组文学领域,征存传统典籍,催生创新体类。凡此,两相对照,皆攸关印刷文化史之探索,堪称创新研究之课题,值得开发讨论。     

Can districts keep good teachers in the schools that need them most?

This study investigates how school demographics and their interactions with policies affect the mobility behaviors of public school teachers with various human capital characteristics. Using data from North Carolina from 1995 to 2006, it finds that teachers’ career stage and human capital investments dominate their decisions to leave public school teaching and school demographic characteristics play a dominant role in intra-system sorting. Schools serving at-risk children struggle to attract and retain teachers with desirable observable characteristics. We find evidence to suggest that across-the-board school-based pay-for-performance policies have small but significant associations with mobility decisions and appear to exacerbate inequities in the distribution of teacher qualifications.     

College selectivity and young adult health behaviors

Large literatures have shown important links between the quantity of completed education and health outcomes on one hand and the quality or selectivity of schooling on a host of adult outcomes, such as wages, on the other hand. However, little research attempts to produce evidence of the link between school quality and health. The paper presents the first evidence in the literature on the potential short and intermediate term effects of attending a selective college on health behaviors during and following college attendance. Using a variety of empirical methods, this paper shows strong evidence that college selectivity reduces tobacco and marijuana use but has small and possibly positive effects on binge drinking. The effects on weight behaviors are suggestive of reduced weight, potentially through diet, but not exercise change.
