公共图书馆、文化馆、博物馆和美术馆之间处于一种条块分割、分散管理的状态,很少开展具有一定深度和广度的交流与合作。文章分析了“图文博美”四馆开展协同服务的必要性和可行性,阐述了如何实现公共文化服务机构之间的协同服务,并介绍了江门地区文化场馆开展资源共享和联合服务的工作实践。     

Logics of integration and actors’ strategies in European joint programs

This paper analyses how the interaction between social institutions on the one hand and actors’ strategies and interests on the other hand is shaping European integration in research policy. We specifically focus on the implications of the existence of different conceptions of European integration (logics) on the emerging landscape of research funding programs jointly managed by the European Union (EU) and National States (joint programs). Our results display the central role of the introduction of a logic of coordination by the EU; it created a breeding ground for a new generation of programs and, at the same time, allowed to make the integration model more flexible and acceptable to National States (as funding became only virtually integrated). Most newly created programs were characterized by largely symbolic commitments and very small budgets, while stronger commitments had to be constructed through successive steps of integration. This process was highly selective and dependent on the presence of strong interests from the research community; additional funding from the EU was critical to ensure stability of national commitments. Further, National States by large delegated to independent funding agencies the management of national participations: delegation allowed to achieve greater homogeneity among national participants, but also to decouple decisions to participate (driven by compliance to institutional pressures) from the level of resources to be committed (driven by national interests). While in the year 2000, the European Research Area (ERA) strategy of coordinating national research policies was largely an empty concept, our case study shows how in the following decade, it was filled in with specific experiences and practices, led to the redefinition of actors’ understanding of European integration and roles in European research policies and, ultimately, to the emergence of original models of integration.

沉醉与清醒:对武术“入奥”再次失败的理性思考

中国武术在沉醉于成为神圣的现代奥林匹克殿堂里的一员而努力自我"蜕变",甚至为了所谓的"国际惯例"(完全按照西方体育文化制定的游戏规则)而进行着"竞技化"变革。然而,为实现武术"入奥"的梦想而不顾一切的努力,再一次化为泡影。痛定思痛,冷静思考,武术"入奥"再次失败是难能可贵的清醒。研究认为:具有典型东方的"文化符号"的武术,要求得更为长远的发展必须强化武术的"中国文化"元素。同时,应从东西方体育文化的差异中寻求新的平衡点,散打项目无疑是当前武术"入奥"的最佳选择。     

The effect of pedal crank arm length on joint angle and power production in upright cycle ergometry

The aim of this study was to determine the effect of five pedal crank arm lengths (110, 145, 180, 230 and 265 mm) on hip, knee and ankle angles and on the peak, mean and minimum power production of 11 males (26.6 +/- 3.8 years, 179 +/- 8 cm, 79.6 +/- 9.5 kg) during upright cycle ergometry. Computerized 30 s Wingate power tests were performed on a free weight Monark cycle ergometer against a resistance of 8.5% body weight. Joint angles were determined, with an Ariel Performance Analysis System, from videotape recorded at 100 Hz. Repeated-measures analysis of variance and contrast comparisons revealed that, with increasing crank arm lengths, there was a significant decrement in the minimum hip and knee angles, a significant increment in the ranges of motion of the joints, and a parabolic curve to describe power production. The largest peak and mean powers occurred with a crank arm length of 180 mm. We conclude that 35 mm changes in pedal crank arm length significantly alter both hip and knee joint angles and thus affect cycling performance.     

Upper extremity augmentation of lower extremity kinetics during countermovement vertical jumps

Twenty-five volleyball players (14 males, 11 females) were videotaped (60Hz) performing countermovement vertical jumps with and without an arm swing. Ground reaction force and video-based coordinate data were collected simultaneously. The resultant joint force and torque at the hip, knee, ankle and shoulder for two trials per subject per condition were computed and normalized. Average kinematic, resultant joint force and torque data were compared using repeated-measures analysis of variance. Larger values were recorded for the vertical velocity of the centre of mass at take-off in the jumps with (mean 2.75, s=0.3m.s-1) versus without (mean 2.44, s= 0.23m.s-1) an arm swing. The jumps with no arm swing produced larger torques at the hip during the first third of the propulsive phase (from zero to maximum vertical velocity of the centre of mass). During the final two-thirds of the propulsive phase, the arm swing augmented hip extensor torques by slowing the rate of trunk extension and placing the hip extensor muscles in slower concentric conditions that favoured the generation of larger forces and resultant joint torques. During the first two-thirds ofthe propulsive phase, knee extensor torque increased by 28% in the jumps with an arm swing, but maintained a relatively constant magnitude in the jumps with no arm swing.     

关于中文期刊联合装订的初浅设想

图书馆导入RHD的标准与互操作探讨-以香港高校图书馆为例

图书馆RFID(无线射频识别)标准制定的目标在于解决图书馆导入RFID过程中出现的馆际互操作问题。业界对图书馆RFID标准的理解不断深入,从最初的技术标准,发展到数据模型以及应用层面的规则。香港城市大学图书馆进行了高频、超高频RFID在图书馆的应用实验,结果发现虽然RFID技术标准已经制定,但是在图书馆RFID应用层面上,同一地区的不同图书馆进行互操作时在数据模型、应用层面规则制定上依然有待加强。建议香港高校图书馆联盟可以在采取已出台的国际图书馆RFID标准的基础上,深入探讨RFID馆际互借模式的规则。在图书馆进行服务转型的过程中,RFID只是提升服务质量、促成转型的工具,读者与职员的需求才是实现服务转型的主导。     

学科化联合信息服务合作系统的构建

论文提出了联合信息服务的基本思想,分析了实行学科化联合信息服务的必要性,阐述了学科化联合信息服务的作用,构建了学科化联合信息服务合作系统的模型,希望对学科化信息服务的进一步发展起到一定的作用。
