香港特别行政区政府应用社会化媒体现状研究

鉴于Web2.0时代社会化媒体迅速普及并在政府事务中扮演越来越重要的角色,运用观察法和二手资料分析,对香港特别行政区政府在五大社会化媒体平台：Facebook、Twitter、YouTube、新浪微博和网志上开设的44个政府账户进行观察统计,分析其现状,并为其未来发展提供建议,同时也为中国大陆政府社会化媒体的应用提供借鉴。     

Cultural ideology matters in early childhood curriculum innovations: a comparative case study of Chinese kindergartens between Hong Kong and Shenzhen

This study forms part of a wider comparative research project investigating the mechanisms and outcomes of school-based curriculum (SBC) development in kindergartens between the two neighbouring cities of Hong Kong and Shenzhen, under the umbrella of ‘one country, two systems’. This comparison will help to clarify how sociocultural contexts may affect early childhood curriculum (ECC) innovations by comparing the kindergartens of socialist and capitalist China. Data are presented from qualitative case studies of four kindergartens—two in each city—corresponding to the three levels of curriculum analysis and comparison: intended curriculum, implemented curriculum and curriculum ideology. Comparative analyses revealed that the SBCs of the four cases were different but all tended to balance and integrate diverse approaches in terms of curricular and pedagogical practices. The commonalities of SBCs in Hong Kong and Shenzhen kindergartens were due to shared cultural values, propelled by both ‘modernization’ and Chinese traditions, while the unique characteristics of SBC practices in each society were shaped by different social contexts. The educational philosophy of progressivism has greatly influenced ECC innovations in the Chinese kindergartens to varying degrees and in different ways. Implications of this comparative study are also presented for future research and practice.

香港地区学生贷款:贷款机构的视角

根据政府对资本市场干预程度的不同 ,香港地区形成了三类教育贷款 ,即政府补贴性贷款、成本回收型教育贷款和盈利性教育贷款。这三类教育贷款在满足不同群体的教育需求上是互补的。香港入息教育款的成本回收率达 71 .4% ,这表明香港的教育贷款已形成了一个良好的资金发放与回收体系 ,1 %的贷款拖欠率亦表明香港已具备了完备的个人信用制度与金融网络体系     

The regulation of transnational higher education in Southeast Asia: Case studies of Hong Kong, Malaysia and Australia

The millennium round of the General Agreement on Tradein Services (GATS) underlines issues relating to the regulationof education as an internationally traded service. Transnationaleducation is a key component of such trade. Southeast Asia issomething of a laboratory in the development and regulation oftransnational education. The region combines high demand, keencompetition among providers, and host country regulatory regimesranging from relatively laissez faire to strongly interventionist.This paper examines the approaches of three Southeast Asiangovernments – Hong Kong, Malaysia and Australia – to theregulation of transnational education within their borders. Ineach case the authors provide background on the higher educationsystem, describe the regulatory approaches to transnationaleducation, and analyse the motivations behind regulation. Boththe neoliberal approach of the WTO to trade in educationalservices, and critiques of this approach, are outlined. Theauthors conclude that any attempts to promote global standards orquality principles for transnational education must address themyriad concerns of governments, including consumer protection,advancing national goals and protecting the local system.     

Accelerated Schools for Quality Education: A Hong Kong Perspective

This article addresses the application of the Accelerated Schools Project (ASP) model in Hong Kong, as well as specific aspects of implementation in two schools. One lesson from the localized project, the Accelerated Schools for Quality Education (ASPQE), is that change is slow. This suggests that time should be given for both cultural change and building communities of inquiry, especially in cases where the staff may not be initially receptive of school reform models such as the Accelerated Schools Project. A second important lesson is that the commitment of the principal and a core group is critical for change.
