从孔衍栻透视明清文人画的绘画精神

文人画在明清之际已成为绘画的主流，但自20世纪初开始，对文人画艺术尤其是明清文人画的褒贬之争一直不绝于耳，明清文人画也在这长达百年的时间里伴随着如何正确评价、如何客观认识的问题而始终处在备受关注的焦点之中。本文以清代文人画家孔衍栻及其画论《石村画诀》为导入点，分别从自我情感的抒发、笔墨独立性的确立及表现、创新求变意识的高涨三个方面阐释了明清文人画的绘画精神。     

Quality improvement in early years settings in Hong Kong and England

With a growing awareness of the importance of early childhood education, the governments of Hong Kong and England have both increased investment through providing fee assistance to parents for buying services and providing funding to providers for offering ‘free’ places, respectively. Alongside the increased funding of early childhood education, a heightened interest in the quality of early years settings has arisen. This paper aims to develop a framework for comparative studies by addressing the similarities and differences in quality improvement of both systems. Three key issues are discussed: relevance of the quality criteria for assessment, interpretations of the quality improvement mechanism and its use in guiding practice, and the influence of contextual factors in terms of stakeholders' views of the quality process. It is argued that these key issues are fundamental to a framework for understanding different sociocultural contexts and dynamics in shaping the quality improvement of early childhood education.

粤港澳大湾区的构建与制度创新: 理论基础与实施机制

横琴粤澳深度合作区是“一国两制”下跨境治理的新实践,具有“两制”的刚性约束,决定了国外理论和经验难以拿来就用,但上莱茵、奥瑞桑德、柏林—勃兰登堡三个典型跨境合作区在跨区域协同治理制度建构方面对横琴粤澳深度合作区有重要的启示意义。在制度分析与发展(IAD)框架理论的基础上,总结三个国际典型跨境合作区与横琴粤澳深度合作区跨境治理的共性,并进行横向比较分析其差异。三个国际典型跨境合作区在组织协同、制度协同、利益协同等方面对横琴粤澳深度合作区具有借鉴价值,即：建立健全法律协调机制;明确治理主体权责关系,充分吸收社会力量广泛参与;加强资源整合,促进社会民生共融衔接;以产业合作为导向,构建制度化沟通协调机制;加快落实合作区建立常态化评估机制政策,推进合作区决策程序科学化、合理化。     

Dynamics of Chinese nationalistic education in Hong Kong from 1945 to 2012

‘Chinese’ is an ambiguous term, depending on whether it is taken to describe a political, linguistic, or cultural entity. While the term has often been considered to represent a politically and culturally homogeneous national identity in recent decades, this article aims to challenge this notion by examining the characteristics and practices of nationalistic education in Hong Kong since 1945. It explores how national identity has been interpreted by different Chinese states over time through different educational policies and practices. Focusing on the evolution of nationalistic education in three phases, this article presents a detailed account and analyses different nationalist narratives over six decades. It describes how different political forces define themselves and come to terms with what are often dual or competing national identities. Historical examples illustrate the challenges in policies and practices of nationalistic education.

21世纪以来,为应对知识经济的挑战,加之劳动力受教育水平较低,以及跨国文化和中华传统文化的影响,香港积极制定终身学习的政策措施,颁布有关终身学习的法律文件,建立终身学习的经费保障机制,完善终身学习体制,提供终身学习的技术支持,其经验值得借鉴吸收。
