法治精神与法制建设是构建社会主义和谐社会的灵魂。民族地区地方立法必须完善涉及经济发展、民主法制建设、先进文化建设、维护各族群众利益等方面的法规,为民族地区构建和谐社会奠定更加良好的物质基础、制度基础、思想文化基础、群众基础、社会发展力基础、和谐的民族关系基础、发展环境、生态环境和组织建设基础。     

美国促进教师专业发展的“基于证据的决策模式”——以亚拉巴马州为例

教师质量一直是美国教育界关注的一个热点问题,因为它直接影响到学生的学业成就。而教师专业发展作为提高教师质量的一个重要途径,引起了美国政府的高度重视。近年,美国各州对教师专业发展开展了广泛的探索和研究。亚拉巴马州在实践与研究的基础上提出了基于证据的决策模式。研究分析该模式产生的背景及构成基础,对我国完善教师专业发展过程将有所借鉴。     

From Belief-Importance to Intention: The Impact of Framing on Technology Adoption

The current research integrates and extends the notion of issue framing to the study of innovation-diffusion and explores the influence of frames on the formation of beliefs about a technological innovation. Frames reflecting a new note-taking software's attributes were developed based of the Unified Theory of Technology Adoption and tested within a randomized experiment. Results revealed a significant and unique framing effect. Frames influenced the psychological importance attached by adopters to specific attributes or beliefs about the technology rather than their generalized beliefs about technology. These salient beliefs, in turn, shaped the individual's expectations from technology and influenced their decision to adopt it. Of the frames tested, extrinsic frames that highlighted social influence factors had a stronger effect. This effect was strongest when the frame presents negative extrinsic information about the innovation. In contrast, frames that positively highlighted performance and ease of use of the innovation tended to create higher expectations from the innovation, get compared to the feature-based triggers in the innovation, and get rejected by users. Interestingly, though there was an attenuation of framing effects across all conditions after one week of actual technology use, the framing effect endured and significantly influenced perceptions about the technology's performance. The results suggest the possibility of using small changes in content to significantly alter the meaning attributed to a technology and powerfully influence its rate of adoption over time.     

Pre‐deliberation moderation on choice dilemmas: proposing a moderation–elasticity theory of choice shift

A moderation–elasticity theory to explain the choice shift is proposed and tested. The theory predicts that group members engage in moderation of initial decision choices in anticipation of future interaction. These moderate choices are strategic in nature, and thus are posited to disappear when anticipated interaction is eliminated. Moderation–elasticity is proposed as a form of predeliberation normative influence. A test of the theory finds support for both moderation and elasticity processes on choice dilemma item decisions.     

Colorimetric measurement of anxiety: A clinical and experimental procedure∗

This study investigated the effects of leader structuring style (attention to group interaction procedures) on group member satisfaction and communication performance when the task‐orientation of group members varied. Results indicated little difference in the behavior of high task‐oriented subjects regardless of whether they interacted with structuring or nonstructuring leaders. Subjects low in task‐orientation, however, were significantly more satisfied with their leader and their group's task performance, and were rated by judges of discussion tapes as being in higher quality discussion groups and as making more communication skills statements and fewer social‐emotional contributions when they worked with structuring leaders than when they worked with nonstructuring leaders.

The Influence of Communication Apprehension on Superiors' Propensity for and Practice of Participative Decision Making

This investigation examined if traitlike communication apprehension (CA) serves as a significant predictor of superiors' propensity for and practice of participative decision making (PDM)—that is, involving others in decision-making processes. A total of 219 superiors recruited from a variety of organizations served as participants in this study. Results revealed that traitlike CA is a significant determinant of variation in superiors' inclination for, as well as their actual practice of, PDM. These findings suggest that superiors with lower CA possess favorable perceptions of PDM and are more inclined to involve others in decision-making processes than their colleagues with higher CA. Conversely, results suggest that superiors with higher CA typically possess less favorable perceptions of PDM and are less likely to involve others when making decisions. Theoretical and practical implications underpinning these results are explored. Future research directions are also proposed.
