A meta-framework for conducting mixed methods impact evaluations: Implications for altering practice and the teaching of evaluation

Educational interventions are becoming increasingly more complex, far-reaching, and high-stakes. Thus, there is a need for an evaluation meta-framework that is comprehensive, flexible, and meets enhanced complexity. Therefore, we provide a new and comprehensive definition of impact evaluations—what we call a comprehensive impact evaluation—that draws out the importance of collecting and analyzing both quantitative and qualitative data, thereby resulting in a rigorous approach that can allow for strong inferences. Further, we provide an overview of impact evaluation designs that can be used in comprehensive impact evaluations along with a rationale for using both quantitative and qualitative research techniques. This leads to the central purpose of the article: to provide a meta-framework for conducting what we call a Mixed Methods Theory-Based Impact Evaluations, wherein mixed methods techniques are used at every phase of the process. Building on White’s (2009) work, we outline an 8-phase Mixed Methods Theory-Based Impact Evaluation.     

International Approaches to Whole-of-School Physical Activity Promotion

Increasing physical activity opportunities in schools has emerged as a global priority among school-aged youth. As a result, many countries have designed and implemented whole-of-school physical activity initiatives that seek to increase physical activity opportunities that are available to school-aged children before, during, and after school. Considering the comprehensive school physical activity program conceptual framework, this article includes a discussion of the initiatives from four countries: Finland (Finnish Schools on the Move), Ireland (Active School Flag), Poland (PE with Class), and the United States (Let’s Move Active Schools). Background information, implementation strategies, best practices, development opportunities, and relevant research from each country will be presented. Exploring different perspectives sheds some light on the international landscape relative to whole-of-school physical activity promotion and provides direction for future and continued research and practice.     

美国高等教育绩效拨款政策研究——以佛罗里达州为例

绩效拨款政策在美国已有30余年历史。佛罗里达州早在1994年就实施了绩效拨款政策,但当时仅限于社区学院。2013年卓越州立研究型大学项目和2014年绩效拨款政策则真实地发生在州立大学身上。本文详细阐述了上述政策的实施背景、主要内容以及院校行动等,并得出如下结论:一是采用不同的绩效指标体系实现卓越与效益目标;二是合理运用激励与惩罚机制;三是州绩效拨款模型结合了绩效拨款1.0与2.0的特征。
