This paper reports on the first stage of an investigation into monitoring and evaluating the impact of information management (IM) within a local government context. The overall study will utilise a combination of principles from various results-based, outcomes-based and social change approaches (Logical Framework Analysis, Most Significant Change, and Outcomes Mapping) in an attempt to move Leicestershire County Council away from a culture focused on traditional performance measurement, i.e. percentage change in use of services provided to the public, to something of real value. Interviews with 20 senior managers highlighted the important IM issues for Leicestershire County Council as a local government. These initial findings showed that maintaining high quality, trusted, and governed information and knowledge resources were of great value to the organisation. Analysis showed that 85% of senior managers interviewed considered IM to be “critical” in the achievement of organisational outcomes. Further analysis enabled the development of an initial framework indicating key areas where IM can have impact. These key areas will become the focus of further research, where applying a combination of approaches aforementioned will define the boundary partners, their specific outcomes and progress markers with possible impacts proposed. As a preparer of students for the profession of teaching, a college, school, or department of education in higher education
has an expectation that instructors teach competently. In higher education, the student survey of instruction is one of the
most important among other indicators of teaching effectiveness. This article presents a validation of a new student survey
of instruction in a college of education. In this validation, we found the new survey to be as troublesome as the previous
survey. Four major findings emerged from this study that offer hope for a new and improved survey of instructional effectiveness.
These findings involve estimating reliability, subscore validity, course relevance and rigor of the instructor, and construct-irrelevant
variables that threaten validity. Given the failed validation, many cogent observations provide guidance for the design and
development of improved forms that may overcome these threats to validity and guide others in validating teaching effectiveness

检测数字图像复制—粘贴型篡改是目前研究热点之一。多数复制—粘贴篡改检测方案只对刚性平移篡改具有较好的检测精度,无法有效应对更复杂的几何变换和常规信号攻击。为优化数字图像复制—粘贴篡改检测效率和精度,首次提出一种使用极坐标复指数变换(PCET)与一致性敏感哈希(CSH)的高效检测算法。首先,计算滑动窗口 PCET 系数,将其作为不变的图像局部特征|然后,根据这些特征,利用 CSH 算法快速、精确地匹配大量密集分块|最后,使用基于密集线性滤波的后处理算法消除匹配结果中的错误匹配并定位重复区域,得到最终检测结果。根据实验结果可知,该算法不仅检测精度平均提高 12.06%,而且处理时间平均缩短315.64s。因此利用对几何变换和常规信号攻击鲁棒的 PCET 系数刻画图像局部特征,并采用基于图像一致性的快速高精度匹配算法 CSH,可有效优化复制—粘贴篡改检测精度和效率。 相似文献

分析了基于二阶统计的CSPRIT算法在空间相关高斯噪声环境中存在的问题,提出将四阶累积量与CSPRIT算法相结合,处理一维二元相移键控信号(BPSK)和多元幅移键控信号(MASK),实现信号到达角(DOA)的估计和波束形成器的构造。与基于二阶统计的CSPRIT算法相比,基于四阶累积量的改进算法能够有效抑制空间相关的高斯噪声,提高信号估计精度。计算机仿真验证了该算法的有效性。 相似文献

The science-technology-innovation system is one that is continuously and rapidly evolving. The dramatic growth over the last 20 years in the use of science, technology and innovation (STI) indicators appears first and foremost to be the result of a combination of, on the one hand, the ease of computerized access to an increasing number of measures of STI and, on the other hand, the interest in a growing number of public policy and private business circles in such indicators. Such growing interest might be expected in societies that increasingly use organised science and technology to achieve a wide variety of social and economic objectives and in which business competition is increasingly based on innovation. On the basis of 40 years of indicators work, we argue that frontiers and characteristics of STI indicators that were important last century may no longer be so relevant today and indeed may even be positively misleading. 相似文献
