20世纪80年代以来,由于政治、经济、社会等多方面的原因,西方各“福利国家”对福利经济制度进行了大幅度的改革。各国的改革大都比较注意根据经济形势的变化而对福利经济制度进行调整,已取得了一定的成绩,但也付出了经济增长率下降、失业率大幅度上升、贫富差距扩大、罢工增加等代价。而且,各国的福利经济制度改革出现了诸如公平与效率、福利经济制度的建立是根据“供给”还是“需求推动”、如何改进公共行政部门的低效率等问题。发达国家福利经济制度的改革对于我国福利经济制度的改革和完善、社会保障制度的改革具有重要的借鉴作用和参考价值。  相似文献

There is a profound for more effective schools, especially within resource-poor communities in low- and middle-income countries. A wide range of literature identifies teachers as the most critical component of schools in regards to student learning. Despite this, there is a dearth of literature on how teachers' experiences influence their ability to attend school, remain in the teaching profession, and provide high quality teaching within the classroom. This study presents a theoretical framework for understanding the role of teachers' lives in context (skills, knowledge, and attitudes; poverty and health; contextual supports/barriers to teaching) in influencing teacher effectiveness. This framework builds upon Tseng and Seidman's (2007) systems framework for understanding youth social settings in order to incorporate teachers' lives into a larger model of educational effectiveness. This synthesis reveals significant gaps in our understanding of teachers' experiences and how they affect teaching. At the teacher attendance, attrition, and pedagogical quality and a key moderator of educational interventions. Implications for research, practice, and policy are discussed.  相似文献

ABSTRACT

Countries of the Pacific region are currently undergoing significant reforms. While disability inclusive education has been identified as a regional priority by all member nations, implementing inclusive education in the countries of the region can be quite challenging as many barriers continue to hamper the progress of the countries. Unless the barriers are identified and systematically addressed, it is unlikely that the countries will be able to implement a robust and holistic inclusive education strategy. In this paper, we present possible ways in which the countries of the Pacific could make significant progress in implementing a sustainable inclusive education strategy. We used a collaborative approach of co-examining potential barriers that are likely to impede the growth of countries in implementing a comprehensive inclusive education plan of action. We then identified possible strategies that are likely to result in an improved and perhaps more culturally responsive implementation of inclusive education in the Pacific. The most significant barriers identified by the members included: inadequate teacher preparation, stigma and negative attitudes towards people with disabilities, and limited engagement with the local leaders and key stakeholders. Possible strategies for addressing the barriers are outlined and discussed with possible implications for local, regional, and international researchers and policy makers.  相似文献

This article analyses the context and status of mathematics education reform in Malawi. It describes four interrelated developments in the reform of secondary education in general, and mathematics education in particular, in Malawi. These developments are concerned with attempts to increase access to secondary education for a majority of Malawians and to provide a mathematical education that is relevant to the needs of the current society. Although these are promising developments in line with the political context of Malawi, and although they aim at developing a more suitable curriculum for Malawi, I suggest that they are limited in two ways. First, participation in these reform processes has involved only a few individuals and neglected teachers and students from distance education centres who comprise the majority of participants in secondary education in Malawi. Secondly, the reform processes have proceeded with little empirical justification and qualitative understanding of the realities of schooling in general, and mathematics education in particular, in Malawi. The analysis in this article suggests that these limitations in the reform process are a function of an inadequate understanding of the social-contextual aspects of mathematics learning and what it means to provide an education that more broadly recognizes its democratic nature.This revised version was published online in September 2005 with corrections to the Cover Date.  相似文献
