北宋官、职、差遣制新论

北宋前期的官、职、差遣分离制度在早期有很多学者研究,但大多语焉不详,且有很大的局限性：首先将官、职、差遣分离制局限于文官系统;再者对＂官＂的解释局限于＂阶官＂;还有对＂职＂的解释又局限于＂馆职＂。其观点一直沿用至今,对后辈学者产生了深远的影响。对官、职、差遣分离制的原因及意义,公认为是君主集权的标志,这一点是毋庸置疑的。     

聂崇岐致顾廷龙信札考释(1939—1958年)(一)

文章收录并考释原哈佛大学哈佛燕京图书馆善本部主任沈津先生收藏的聂崇岐致顾廷龙35通信函。信札的时间集中于1939年7月至1958年间,内容涉及燕京大学状况、哈佛燕京学社引得编纂处引得编纂进展、燕京大学图书馆与上海合众图书馆购书事宜、平沪两地旧书业情形,以及聂崇岐个人教学、研究工作等。从这批信札可以窥见1939年之后聂崇岐工作、生活、学术研究及与友朋交谊之情形。     

FOREIGN OFFICE CONTROL OF REUTERS DURING THE FIRST WORLD WAR

I disagree with Professor Putnis' claim that the Foreign Office instigated a leveraged buyout of Reuters in 1915. Putnis' thesis is questionable for several reasons. (1) It is at odds with a general unwillingness on the part of government to interfere in the affairs of private business. (2) The fear of a hostile foreign takeover was neutralized and there was no compelling reason to buy out Reuters. (3) It is improbable that the Foreign Office would have devised a plan to take over Reuters before other aspects of wartime mobilization, such as armaments, were decided. Instead, I argue that Reuters initiated an agreement with the Foreign Office to fulfil its strategic aims. Once this is appreciated, the long-term and significant effects of the buyout become apparent.

Abstract

In the last decade, the Government Printing Office has dealt with two major problems of this revolution. First, GPO has had to master the various aspects of the electronic age. Second, they have had to deal with the “under-the-gun” mentality of a government totally enamored of the “apparent” efficiency and accuracy of electronic information. GPO's struggle with these problems has been neither easy nor comfortable. From top to bottom in the government documents world nearly everyone has some degree of apprehension, misgiving, or outright suspicion concerning the future of the accessibility of government information. Despite these difficulties GPO has made important strides toward implementing the apparatus of electronic information, while at the same time striving to ensure the quality and coherency of the end product available to the nation's citizens.
