推动县域义务教育优质均衡发展的实践框架、内在机理与作用路径

借鉴变革理论,对北京市推进义务教育优质均衡发展监测与督导项目的实践进行梳理,形成以评促建推动县域义务教育优质均衡发展的实践框架。围绕以评促建横向服务优质均衡创建和评估认定,纵向服务县级和省级教育行政和督导部门的架构,提出以评促建推动县域义务教育优质均衡发展的枢纽机制模型。横向来看,以评促建通过专业支持和同构协商形成促进优质均衡发展的内在机理;纵向来看,以评促建自上而下通过问题诊断、能力建设、改进提升,自下而上通过现状监测、督导评估、协同引领,形成不同作用路径。

英国《学前教育督导手册》作为督导工作的重要文件依据,规定了英国学前教育督导的指标、等级、组织及实施等内容,从督导前、督导中、督导后三个阶段阐述了督导人员及学前教育机构的职责。文章尝试对最新版本的内容与特点进行分析,突出改进重点,把握督导理念,旨在为我国学前教育相关工作提供借鉴与启示。     

The Place of Philosophy in the Training of Teachers: Peters revisited

Abstract

In 1964, Richard Peters examined the place of philosophy in the training of teachers. He considered three things: Why should philosophy of education be included in the training of teachers; What portion of philosophy of education should be included; How should philosophy be taught to those training to be teachers. This article explores the context of the time when Peters set out his views, describes philosophy of education at the London Institute of Education at one period in Peters’ time there, and then discusses the current state of philosophy of education, using New Zealand as an example of opportunities and challenges. Finally, asking whether Peters was nearly right about the place of philosophy in the training of teachers, it is concluded that he was right about its importance but got it wrong about his conception of philosophy.     

The golden age of BTEC: the business education curriculum in 1980s further education

This article provides an account of ‘three generations’ of the Business Education Council (BEC)/Business and Technician (later Technology) Education Council (BTEC) curriculum as implemented in further education colleges between 1979 and 1992. There is discussion of aspects of the underlying philosophy of BEC/BTEC, the structure and content of the programmes, skills, assessment, work experience, learning strategies, and aspects of monitoring and quality control. It is argued that BEC/BTEC, through a form of vocational progressivism, successfully transformed pedagogic practices in FE during the 1980s. The advent of the National Council for Vocational Qualifications, however, and the subsequent introduction of General Advanced Vocational Qualifications in 1993 effectively marked the end of the ‘BEC/BTEC’ era and the establishment of a more directly instrumentalist approach to vocational education.

基于招生考试制度改革的中高职教育有机衔接研究

中高职衔接招生考试制度当前存在诸多问题,突出表现在:对口升学招生指标少,中职学生求学深造的道路依然艰难;中高职衔接重形式轻内涵,片面强调升学率;考试内容存在不完善之处;职业教育缺乏吸引力,高等职业教育面临生源危机。促进中高职教育有效衔接,应当建立灵活开放的招生考试制度,主要措施是成立职业教育招考机构,加大统筹协调管理职能;普遍实施高职院校自主招生考试制度改革;放宽招生计划比例,实行免试制度和推荐入学制度;改革考试内容与形式;拓宽生源渠道,实现"面向人人、面向全社会"的职业教育。
