独立学院的规制:冲突与调适

针对独立学院发展中存在的问题,国家教育行政部门近期出台了《独立学院设置与管理办法》。该《办法》对规范与促进独立学院健康与可持续发展具有重要意义。但该《办法》同时也存在与其他法律法规不衔接、政策价值取向不平等等不足,需要在理论上加以探索,在实践中进行调整。     

一种新模式:“民营资本+新农村建设”——安徽凤阳县赵庄村改革思考

安徽省凤阳县刘府镇的赵庄创造了一种农村改革的新模式--"民营资本 新农村建设".通过投资成立农林开发公司,连片租赁农民承包土地,走农业现代化和农村城市化道路,转移农村劳动力、增加农民收入,发展农村民主政治.本文从"工业反哺农业"、地权整合、农业企业化经营、农村劳动力转移四个方面作出了价值判断,并提出赵庄模式对我国中西部新农村建设的借鉴.     

世界私立教育发展的争鸣与趋势

本文根据世界私立教育发展的经验和现状，首先指出其在理论和实践方面的五大争鸣问题：政府应不应支持私立教育的发展；政府应不应公平资助私立学校；举办私立学校是不是可以减少政府财政支出：私立学校的赢利如何处理；举办私立学校是否会加大社会阶层的分化。然后提出私立教育发展的三大趋势：私立教育的发展规模将得到进一步扩大；提高质量是增强私立教育竞争力的必然之路；政府在加大对私立教育支持力度的同时也将加强监管。     

人才培养模式与创新思维模式--义乌市民营企业家成才模式给高等教育的启示

本应用辩证唯物主义认识论和系统科学观，以及教育学、心理学、创新思维学、社会学、企业管理学等多学科理论，综合分析义乌民营企业家成才的模式及其特点，根据高等教育存在的问题，认为高校应当系统面向社会开放并阐述了其可能性和必要性。     

论我国农村土地承包经营权中的私法自治--兼评《中华人民共和国物权法(草案)》(二次审议稿)

私法自治作为民法的一项基本原则，其在我国农村土地承包经营权制度的建构中发挥着多大作用呢？本文以效率原则为指引，并且结合物权法的体系结构．对私法自治的必要性与可行性进行了论述认为私法自治如欲发挥作用，必先要对农村土地所有权的主体进行改造．同时在农村土地承包经营权制度构建中要解决社区性与开放性，债权性利用与物权性利用两个矛盾.     

Private supplementary tutoring expenditures and children’s learning outcomes: Gender and locational evidence from Ghana

Many households in developing economies seek to address poor learning outcomes by investing in private supplementary tutoring (PST). We examined the effects of PST expenditures on learning outcomes and possible heterogeneous effects related to the child’s gender and locality. We use instrumental variable, propensity score matching, and the Lewbel procedures, and a sample of 2095 households from the 7th Ghana Living Standard Survey. We establish that when families invested in PST at the basic school level, their children’s ability to read, write, and do written calculations improved significantly. PST expenditures benefitted boys and children residing in rural areas more than girls and those living in urban areas. PST may be useful for improving learning outcomes, especially for children struggling academically, but any policy integration should be done tactfully to avoid exacerbating existing economically-induced educational inequalities.     

School choice in rural Nigeria? The limits of low-fee private schooling in Kwara State

The rise in low-fee private (LFP) primary schooling serving relatively poor clients is becoming well-documented. However much of this literature focuses on urban areas whose dense populations are favourable to market growth and competition. This paper goes some way to filling a gap in the literature on whether LFP schools are serving the needs of the poor in rural areas, taking the case of one Nigerian state. It contrasts the situation in rural areas with that of urban Ilorin, where private schools cater to over half of all enrolled children. The paper shows that private schooling is currently inaccessible to the poor, with only 3.3% of children in the poorest 40% of the population attending them, and only 13% of enrolled children in rural areas. The key message is that redoubled efforts are needed to improve government schools as providers of last resort to those bypassed by the market.     

NEW LABOUR AND SCHOOL LEADERSHIP 1997–2007

ABSTRACT:  We draw on empirical data and theorising that focuses on the relationship between the state, public policy and knowledge in the construction and configuration of school leadership under New Labour from 1997. Specifically we show how a school leadership policy network comprises people in different locations who operate as policy entrepreneurs in shaping policy.
