“高薪养廉”在中国的适用性探析——基于构建360度全方位监督体系的视角

以效率工资模型为分析框架,实证分析后发现"高薪养廉"政策在当前的国情下并不能得到有效实施。因为就现状而言,公务员的实际收入水平属于名副其实的高薪阶层,但腐败问题却日益严重。高薪并未实现养廉的初衷,其原因不在于腐败成本低,而在于腐败风险低。腐败风险低的深层原因则在于中国监督机制不健全,主要表现为监督主体虚软、监督渠道欠畅等。因此,若要使高薪政策发挥其应有的价值和作用,构建360度全方位监督体系才是关键所在。具体应做到同体监督与异体监督互补,率先发挥同体监督的功能,重点加强异体监督的作用,使社会对腐败的"零容忍度"成为一种文化。     

基于结构方程模型的电子政务信息服务公众满意度评价

借鉴SERVQUAL等相关模型提出了电子政务信息服务公众满意度模型及指标体系,以南通市电子政务信息服务平台为对象,通过问卷收集数据,并运用结构方程模型方法进行模型检验和实证研究,通过象限分析法对结果进行分析,总结南通市电子政务信息服务公众满意的影响因素及提升策略。     

基于激励视角的政府效能提升路径研究——以基本公共服务为例

以系统理论、激励理论为基础,运用静态结构化技术ISM构建了政府效能解释结构模型。该模型可让效能管理者、监督者在目标制定和效能实现的过程中,沿员工、组织两大主线,掌握效能的形成和提升机理,为效能激励路径的选择提供参考。通过模型诊断指出政府部门在基本公共服务供给中可能存在五个方面的问题,据此提出基本公共服务效能激励的三条路径。     

责任政府解析及其实现路径研究

建立责任政府是我国现阶段行政管理体制改革的目标之一。改革开放以后,特别是2003年以来,我国加大了责任政府建设的力度。责任政府可以从其本源、运行和责任后果三维视角予以解读,而其建设则需要完善国家治理结构中的制约关系,强化服务理念,健全回应机制,构建政府与社会和公众之间的互动机制,并进一步健全问责制。     

The Influence of Chosun Marathon Bogeuphoe on Realisation of Korea's National Identity during the US Military Government Era (1945–1948)

Chosun Marathon Bogeuphoe was a Korean marathoner training centre, which was organised in August 1947, in the era of poverty and social upheaval under the US Army Military Government in Korea (USAMGIK), and produced the world top-class marathoners, including Suh Yun-bok, Ham Kee-yong and Choi Yun-chil. This study aims to investigate the sport historical significance of the Bogeuphoe in terms of operation, organisation, venues and funds by content analysis of John R. Hodge's telegraphic messages, the record of Special Committee for Anti-ethnic-act Investigation, the primary historical materials including 1947 Boston Marathon winner, Suh Yun-bok's notes, newspapers, photographs, autobiography, memoirs and interviews with Ham Kee-yong, the 1950 Boston Marathon winner. The findings of this study are that the Chosun Marathon Bogeuphoe contributed greatly to bring forth Korea's golden age in marathon history and served as a diplomatic advance guard in enhancing Korea's national prestige abroad and opening up a way-out for the nation's independence. This gives a valuable lesson to recent sport administrators and sport associations occasionally blamed for their unsuitable management despite the affluence of human and material resources. This study is expected to add to the literature to be used as a reference for the study of Korean sport associations' history.     

The Changing Role of Sports in Urban Development: A Case Study of Debrecen (Hungary)

In the last few decades, researchers are paying more and more attention to study the connections between sports and urban development. The main purpose of this study is to examine the changing role of sports in urban development through the example of Debrecen and to present the differences between the various historical periods. As a result, it can be concluded that on the one hand, in the inter-war years and in the period after 2000, the broader influence of sports was recognised, and local government made special efforts to use sports for the development of local economy, as well as for the improvement of the image of the city. By contrast, in the period between 1945 and 1990, the main approach used was from the side of mass sports, with satisfying the needs of workers and the general population deemed as the most important. On the other hand, from the early 1930s, i.e. from the beginning of urban planning (with the exception of the period during World War II and the 1950s), the leaders of the city paid special attention to ensure that sports facilities be included in the local development plans of Debrecen.     

黑龙江省冰雪体育旅游产业发展中政府职能转变的研究

黑龙江省冰雪体育旅游产业是黑龙江国民经济的重要组成部分,其发展与政府的管理密切相关,通过转变政府职能才能更好地实现黑龙江省冰雪旅游产业尤其是冰雪体育旅游产业的持续、稳定的发展。通过对黑龙江省冰雪体育旅游产业现状的分析,指出当前政府职能在推动黑龙江省冰雪体育旅游产业发展中存在缺位、越位、错位等问题。总结出大力宣传,打造黑龙江省冰雪体育旅游的国际品牌;加强管理,完善监督机制;拓宽渠道,培养专门人才;科学统筹,坚持管理体制改革;资源整合,制定评价体系,提升国际竞争力等政府职能转变的方式,旨在为黑龙江省的冰雪体育旅游产业的可持续发展提供参考。     

Cyberocracy is coming

Abstract

The government world lags behind the business world in feeling the effects of the information technology revolution and related innovations in organization. But government may change radically in the decades ahead. This essay fields a concept— cyberocracy—to discuss how the development of, and demand for access to, the future electronic information and communications infrastructures (i.e., cyberspace) may alter the nature of the bureaucracy. Although it is too early to say precisely what a cyberocracy may look like, the outcomes may include new forms of democratic, totalitarian, and hybrid governments. Optimism about the information revolution should be tempered by a constant, anticipatory awareness of its potential dark side.     

基于演化博弈的网络舆情传播的羊群效应研究*

鉴于我国的特殊国情和庞大的网民基数,网络舆情对现实社会的影响巨大,并获得广泛关注。羊群效应不仅会影响网络舆情的传播过程,还会影响舆情的最终演化方向。若不对网民群体内部的羊群效应加以引导,可能对社会稳定造成威胁;若政府积极利用,可以使舆情向政府期望的方向演化。为了更好地认识网络舆情传播过程中的羊群效应,将演化博弈理论引入该问题的研究中。首先对羊群效应中的网民、政府进行简要界定,然后分别就网民群体内部、网民和政府之间建立演化博弈模型,并根据模型得出相应的指导意义。最后对本文内容进行简要总结,并指出研究的不足之处和今后的研究方向。     

基于云计算的政务信息融合平台的研究*

目前电子政务的发展已进入信息资源融合的阶段。软硬件资源的整合有助于降低成本和提升政府的服务水平。在介绍云计算技术的基础上,以湖北省科技政务综合服务平台建设为例,构建了基于云计算的政务信息融合平台的总体框架,描述了云平台构建过程中的虚拟化阶段、平台搭建阶段以及服务实施阶段的具体内容,并对平台存在的不足提出了相应的解决措施。
