用扁平化财政架构改革带动行政架构改革

扁平化行政架构变革是当前行政区划学讨论的焦点,但是运用行政手段对区划进行调整不能解决根本问题且缺乏可行性。较为科学的改革方式是财政层级改革先行于行政层级改革,以前者带动后者,最终实现行政区划改革的既定目标。扁平化财政架构改革的具体实施路径有三条:一是缩减财政层级,避免财政浪费;二是在缩减财政层级的同时,规范各级间财权划分;三是按照效率和公平的原则,进一步规范事权划分。

Match-Fixing: Working Towards an Ethical Framework

How does match-fixing, or other unfair manipulation of matches, that involves under-performance by players, or refereeing and umpiring that prevents fair competition, be thought of in ethical terms? In this article, I outline the different forms that match-fixing can take and seek to comprehend these disparate scenarios within Kantian, Hegelian and contractualist ethical frameworks. I tentatively suggest that, by developing an ethical opposition to match-fixing in sport, we can give much greater substance to popular phrases such as ‘respect for the game’, encompassing the value of sport itself and respect for other players, fans, sponsors and organisers. Arguing that match-fixing denies recognition to these ‘others’ demonstrates how fundamentally match-fixing ‘hollows out’ sport because a fixed match is of no worth: the whole value of the game has literally been evacuated.     

Criminal Parental Responsibility: Blaming parents on the basis of their duty to control versus their duty to morally educate their children

Several states in the United States of America and countries in Europe punish parents when their minor child commits a crime. When parents are being punished for the crimes committed by their children, it should be presumed that parents might be held responsible for the deeds of their children. This article addresses the question whether or not this presumption can be sustained. We argue that parents can be blamed for the crimes of their children, not because they have the duty to control their children as is often maintained, but because they have the duty to assist their child to develop in such a way that s/he becomes a morally competent agent.

三级教学督导组织的职责及其相互关系

教学督导的基本职责是督其到位,导其提高,其包括导教、导学、导管理;工作内容为教学常规督导、教学建设督导和教学改革督导。当前我国高校教学督导工作应该解决好三个问题:第一、明确定位,完善机制;第二、明确职责,健全功能;第三,市、校、院（或分院）三级教学督导相辅相成,各显其能,从宏观、中观和微观三个视角共同构成了一所学校教学质量的监控体系。
