来华留学生奖学金政策实施效果评估及治理策略

以公共政策评估理论为基础,构建涵盖效益、充分性、公平性、回应性的四维评估框架,借助问卷调查和访谈法来剖析奖学金政策实施效果及其异质性。研究发现,来华留学生奖学金政策初显成效,但奖学金评审和发放方面有待改进。奖学金政策实施效果在性别、国别、留学时长以及资助类型、审核方式、资助形式等特征上存在显著异质性。为此,应推进与“一带一路”相关国家来华留学生奖学金政策的影响力和覆盖面,探索多渠道、多形式的资助办法以激发奖学金效果的可持续性,改变以中国政府奖学金为主导的单一模式,缩小不同奖学金项目之间的效益差距。     

高校教师教学学术能力发展水平与影响因素研究

教学学术能力是高校教师教学发展的核心能力。本研究在构建高校教师教学学术能力指标体系的基础上开发了教学学术能力评价量表,并对上海市高校教师进行调查。结果显示,上海高校教师的教学学术能力总体较高,在年龄、职称、性别、教龄等指标上并未呈现显著性差异。在采用回归分析方法对影响教学学术能力的要素进行研究时发现,文化认知、组织规范、政策规章三个维度共同影响了教师的教学学术能力发展,其中大学教师的教学认知、教学和科研氛围、晋升和奖励政策是影响教学学术能力发展的关键要素。     

Innovation in Teaching and Assessing Mathematics at University Level

Increasing numbers of ‘teaching-only’ staff are being appointed in higher education institutions in the UK. At one research-intensive university, a new category of academic staff was recently introduced: University Teachers, who are required to engage in scholarly activity as part of their conditions of employment. For many this scholarly activity equates to the Scholarship of Teaching and Learning (SoTL). In an attempt to support this growing body of staff in their engagement with SoTL, a year-long Learning Community (LC) was formed. This paper outlines the activities of the LC and presents the outcomes of a collaborative project to explore its members' experiences. We describe the developmental process of LC membership and consider the parallels between our findings and theories of social capital and transformative learning. We conclude with a consideration of how LCs might be used as an engaging form of academic staff development.     

Towards a Slow scholarship of teaching and learning in the South

ABSTRACT

Although the concept of a scholarship of teaching and learning (SOTL) has emanated from the global North, it is a relevant and useful concept in the global South. The concept was initiated in the 1990s in the US. The original emphases in the seminal Boyer Report, on the integration of various forms of scholarship, the importance of intellectual thought and the collaborative nature of teaching have been subject to various distortions, in part due to the depredations of neoliberalism and performativity. We argue that Slow scholarship, which has resonances with Boyer's notions of the scholarship of teaching and learning provides much potential for reconceptualising SOTL in the South. These claims are explored via a case study set in South Africa, where academic developers at eleven higher education institutions covering the range of institutional types were interviewed.     

The Practical Importance of Inherency Analysis for Public Advocates: Rhetorical Leadership in Framing a Supportive Social Climate for Education Reforms

This essay argues that teaching rhetorical leadership, particularly the skill of inherency analysis, is crucial to preparing effective citizen leaders. Using the example of education reforms for children with disabilities, it illustrates the practical value for those interested in public concerns of understanding and using analysis of the structural, attitudinal, and philosophical inherent barriers to change. The argument focuses on the implications of and refutation options to the inherent barriers to reform of viewing education as primarily an individual rather than a social good and on Americans’ public apathy toward social goods. It concludes that reforms might be more readily conceived and more effectively made salient by citizen advocates who develop their inherency analysis skills and discusses the concomitant responsibilities for communication scholars.     

Funded research in communication: A chairperson's perspective

There are several benefits to developing a successful funded research portfolio, as well as several challenges inherent in funded research. The purpose of this essay is to discuss the benefits and challenges of funded research from a department chairperson's perspective. Several issues are addressed: the benefits of extramural funding; strategies for developing and sustaining a department's funded research portfolio; the impact of funding on a department's identity; the impact of a funded research program on the scholarship of a department and its graduate program; the implications of funded research for interdisciplinary cooperation; and various administrative concerns that accompany an active and extensive portfolio of funded research. The goal of this essay is to provide the reader with a more complete understanding of the positive and negative implications of funded research for a communication department.     

Collaboration for Compliance: Identity Tensions in the Interorganizational and Interdisciplinary Regulation of a Toxic Waste Storage Facility

Safely securing toxic waste necessitates collaboration across organizational and disciplinary boundaries. This study focused on the Waste Compliance Team (WCT), an interorganizational and interdisciplinary collaboration of a team of experts responsible for the regulatory documentation of a toxic waste storage facility. The results distill four coherent premises for self-definition evident in their collaboration: knowledge creating/scientist, knowledge checking/regulator, knowledge applying/engineer, and knowledge scheduling/project manager. Our analysis emphasized the implications of identity tensions among these competing premises for how the WCT made sense of their documentation work, safety concerns, and conflict and decision-making. Integrating multiple data sources, including interviews, observations, and a workshop with participants, we employed mosaic portraiture, a methodology developed through the study, to understand and convey the polyphony of the site. We conclude by discussing implications of the findings for theory and practice and the utility of mosaic portraiture for engaged scholarship.
