Social Equity and Prosperity: Thailand Information Technology Policy into the 21st Century

This forum presents Thailand's National Information Technology (IT) Plan and comments on the plan by three international experts: Seymour Goodman, Heinrich Reinermann, and G. Russell Pipe. The plan, which was prepared for Thailand's National IT Committee by the National Electronics and Computer Technology Center, is striking for its explicit consideration of social as well as economic goals in its specific objectives and implementation proposals. Agenda item 1 of the plan is to ''Invest in an Equitable Information Infrastructure: To Enhance Human Ability and Enhance Life Quality.'' Implementation of the plan is proceeding well, although somewhat more slowly than anticipated, and support for the original goals and objectives remains strong.

Linking ICTs to rural development: China's rural information policy

The issue of rural communication development has been conventionally examined under labels such as universal service, digital, divide, broadband deployment, and E-Government, which generally fall into two seemingly distinct categories—access and applications. In China, these concepts are currently incorporated into a single program, if not a single term—“Village Informatization Program” (“VIP”). The VIP upgraded the objectives of previous telephone and television “Village Access Projects” (“VAPs”), an upgrade which is intended to provide “comprehensive information services” in rural areas. The execution of the VIP regime has been faced with challenges. The lack of explicitly defined objectives and institutional arrangement has led to regulatory confusion and has compromised the outcome of initiatives taken by central department and regional/local governments which are more often independent in actions. China is therefore faced with the imperative of formulating the VIP regime which is to assimilate to China's unique institutional context. This article first reviews the current status of the VIP regime before moving on to the discussion of establishing an integrative and sustainable VIP regulatory regime in China. Then, the current regulatory regime is characterized based on which reforms are suggested—in which is highlighted a layer-based localization regulatory solution, which delineates provincial/local roles from central roles based on a stratified incentive policies and governance arrangement. Possible applications in other countries are discussed in the conclusion.     

Asia's Leap into E-commerce: Analysis of Developments in Some Countries

The Internet is creating a global digital economy with new opportunities. Developing countries have to catch up with the developed world by establishing the required information infrastructure to overcome the dangers of isolation and polarisation. The growth path is through the development of IT industries and greater application of IT in society. These IT industries must be compatible with local conditions and conducive to industrialisation.     

Accelerating Technology: The Pace of Transmission Systems

The growths in capacity of various generations of transmission technology were studied. The results show that the growth rates for different transmission technologies are themselves increasing, which means that the pace of transmission technology is accelerating. What is somewhat surprising is that long-distance rates are not decreasing more steeply. What is not surprising is the bandwidth glut in backbone networks. However, the increasing availability of transmission capacity in the bandwidth-rich world of the future could herald a return to circuit switching for data telecommunication.

通信原理是通信和电子信息类课程的专业基础课,对前置课程依赖度高,对逻辑推理、数学基础和交叉思维能力等都有较高的要求。面对民办学院学生基础较弱、缺乏自主学习能力的情况,通过改善知识点衔接过程、锻炼学生独立思维能力,提高学生的自主学习能力;提供有效的实验手段,增加对理论知识的理解能力;在实验基础上,增加对新技术的锻炼能力,以实践为基础,分析、总结理论知识的优缺点,增加理论知识深度,达到从原理上理解不同新技术差异的能力。     

Broadband for public libraries: Importance,issues, and research needs

U.S. public libraries provide free public internet services to the communities that they serve, but require robust, high-speed broadband internet connections to continue meeting public demands. The 2008–2009 Public Library Funding & Technology Access Study (PLFTAS) illustrates challenges that public libraries encounter in achieving broadband connectivity and equipment upgrades, and maintaining acceptable levels of services as they meet continually increasing internet-enabled service demands. This article: 1) analyzes the ability of public libraries to serve as a community-based public internet access point in the context of limited funding and access to telecommunications services and equipment; 2) discusses key policy issues that affect the provision of public library internet-enabled services through broadband; 3) provides recommendations for policy makers to include libraries as part of a larger national-level telecommunications policy; and 4) identifies a number of topics and issues that need further investigation and research in this shifting policy environment.     

Leaving It Up to the Industry: People With Disabilities and the Telecommunications Act of 1996

This article examines whether Section 255 of the 1996 Telecommunications Act achieves accessibility for people with disabilities. Taking the interest group approach, it shows that the Federal Communications Commission (FCC) implemented Section 255 in a way that is favorable to the telecommunications industry and not to people with disabilities. The FCC's regulations only encourage the telecommunication industry to consider accessibility issues for people with disabilities. This proindustry regulatory bias is in keeping with the established pattern of policymaking in other areas concerning people with disabilities. The paper argues that if the FCC continues to rely on the voluntary efforts of the industry, people with disabilities will not enjoy benefits of access to telecommunications systems.
