The aim of this paper is to investigate how pupils from black African backgrounds are helped to achieve high standards in schools and to identify the factors that contribute to the success of raising achievement. Two complementary methodological approaches were adopted, each contributing a particular set of data to the study. First, General Certificate of Secondary Education (GCSE) empirical investigation was undertaken to draw lessons from the last seven years by examining in detail the attainment of black African pupils in the authority. This was followed by detailed case‐study research to illuminate how the complex interactions of context, organization, policy and practice helps generate effective practice in raising the attainment of black African pupils. Five case‐study schools were selected. A structured questionnaire was used to interview headteachers, staff, governors, parents and pupils to gather evidence of African heritage pupil achievement. The main findings of the research show that in all schools black African pupils are performing above national average, and in the case‐study schools 79% of black African pupils achieved five+ A*–C GCSEs compared to 48% nationally and 57% in the authority schools. The study has also identified a number of good practices in successful schools. Among the key features that contribute to the success of raising the achievement in the case‐study schools are: African parents value education very highly and respect the authority of schools; strong leadership; effective use of performance data for school self‐evaluation; diversity in the workforce; a highly inclusive curriculum that meets the needs of African heritage pupils; a strong link with the community; well coordinated support and guidance; good parental support and high expectation of their children; and teachers’ high expectation of African heritage pupils and a strong commitment to equal opportunities. The final section gives policy implications for school improvement.  相似文献

The associations of multiple measures of speeded naming, phonological awareness, and verbal intelligence with word reading were examined in 51 poor readers and 74 good readers in third and fourth grade. Structural equation modeling was used to determine the extent to which these two groups exhibited structurally invariant patterns of associations among the constructs. Results revealed that for poor readers, both speeded naming and phonological awarencess were significantly associated with word reading, but verbal intelligence had no association with it. In contrast, for good readers, phonological awareness and verbal intelligence were significantly associated with word reading, but naming speed was not. Findings are discussed in light of the double deficit hypothesis.  相似文献

This text gives a structured overview of some of the courses for action that the participants in the UNESCO IBE project worked out together as a group over several months. We went beyond identifying the barriers and difficulties together with the good practices being developed in the several countries and tried to define a broad outline for the type of school we wanted to build. We thus needed to sketch out a roadmap for action that would guide us in our work and overcome the feeling of helplessness that many of us shared. It is quite normal when writing about education to begin by saying “we must” or “we ought to”, without making it clear on whom those positive changes in education, or rather, in schools in different countries and contexts, depended in order for us to work towards accomplishing the goals of Education for All (EFA). Yet together we can, at different levels of power and responsibility, build a school for all that brings together quality and equity. This roadmap is a tool to guide our action, which in turn is itself enriched by our action, that of systematizing and analysing the progress made and the difficulties encountered.

Ana Benevente (Portugal)   Holder of a Ph.D. in sociology of education from the University of Geneva, she is a chief researcher at the Institute of Social Sciences at the University of Lisbon, Portugal. From 1978 to 1993, she was a professor at the Faculty of Sciences, University of Lisbon, and subsequently, from 1995 to 2004, a Member of the Parliament and Secretary of State for Education in Portugal. A member of the Centre for Research and Innovation in Education/Organisation for Economic Co-operation and Development (CRIE/OECD), she is also a coordinator for the ad hoc ADEA/IBE group on “Policy dialogue in education” and a consultant for UNESCO and the Organisation for the Iberian American States (OEI). She is the author of numerous studies on school dropouts and school failure. Christine Panchaud (Switzerland)   Holder of a degree in political science from the University of Geneva, Switzerland. From 2003 to 2007, she was programme officer at the UNESCO IBE in Geneva, where she coordinated the transversal HIV/AIDS programme, as well as the programme on curriculum innovation and the poverty alleviation in sub-Saharan Africa. Before then, she was a senior research associate at the Guttmacher Institute, New York, United States, and at the University of Geneva. Her research focuses particularly on the processes and dynamics of educational innovation and on the effects of social and political change on education, public health and social welfare policies.  相似文献

Qualitative research meets and gathers insight and information, commencing with the particular. Qualitative research moves us from reductive and abstract engagement to experience of the subject matter before us. Philosophy of communication, understood as qualitative research in action, centers inquiry on questioning, reading, writing, editing, thinking, and interpretation. These five qualitative acts of inquiry are not isolated categories, yet they are simultaneously distinct characteristics within philosophy of communication scholarship. I contend that these five coordinates facilitate the performative engagement of philosophy of communication inquiry. I offer a story centered on five research coordinates, explicated with scholars repeatedly referenced in philosophy of communication literature. I engage these scholars in a manner akin to Walter Benjamin’s (1968) “pearl diving,” seeking insight from selected parts of their copious contributions. Their collective insights function as threads with which I weave a story about the doing of philosophy of communication.  相似文献
