How will net neutrality be played out in Korea?

The network neutrality debate is closely related to social, political, and economic debates over the public information network and the duties of its private carriers. The paper begins by defining network neutrality before discussing the technology underpinning network neutrality. It then contextualizes the issue in terms of policy, innovation, values, and society of Korean context. It compares the different approaches adopted by other countries to the regulation of network neutrality. Regulatory approaches to net neutrality can be either devising a comprehensive regulatory framework or abandoning the option of regulatory intervention altogether. We propose a careful combination of government intervention and market forces as a Korean model for allowing networks to remain a free and open marketplace of ideas and economic, political, and social interactions. The results offer useful references on net neutrality in other countries.     

Communities of Public Service Support: Citizens engage in social learning in peer-to-peer networks

New Public Management and bureaucratic models fail to acknowledge the value of peer-to-peer cooperation between citizens as a resource for public service support. Social media enable citizens to create environments for sharing information about public services in Communities of Public Service Support. The success of this model for public service support depends on the availability of communities, the level of active participation, and the information content. This paper presents an empirical study of virtual communities of expats in The Netherlands. Our analysis shows that there is a wide variety of virtual expat communities with a high level of participation and valuable content. We conclude that virtual communities play an important role in public service support since they facilitate social learning between citizens.     

嵌入用户网络社区的高校图书馆营销与参考咨询服务探索——北京师范大学图书馆新浪微博服务实践

网络和智能终端等技术的飞速发展,使高校图书馆所处的信息环境和用户信息行为发生了重大变革,以图书馆建筑和图书馆网站为阵地的被动式服务已不能满足用户需求。本文以北京师范大学图书馆为例,通过介绍开展基于新浪微博的图书馆营销与参考咨询的背景和目标,以及经过一年多的实践达到的效果和经验,探索高校图书馆借助社交网络开展嵌入用户网络社区的高校图书馆营销和参考咨询服务模式。     

网络小说及其读者关注度分析

基于iResearch、Alexa、Google Ad Planner、Google Trends for Websites等国内外知名网站流量统计工具,针对网络小说网站的流量、点击量及用户使用情况进行查询分析发现,排名前5位的文学网站分别为起点中文网、快眼看书、晋江原创网、搜读网及纵横中文网。卓越网、当当网两个国内知名图书销售网站的小说销售排行榜显示,网络小说在实际销售中所占的比例较高,发展潜力巨大,其中悬疑探险类、言情类小说是现今网络读者喜爱的类型,有很大的市场需求。     

游戏化网络课程的设计与应用研究

针对游戏进入中小学课堂教学出现的困难和障碍,提出了构建面向中小学生的基于游戏化学习的网络课程。分门别类地详细介绍了此类课程的设计理念和特点:一是基于游戏化学习的课程;二是面向中小学生的网络课程;三是大学和中小学共同开设课程,同时针对每种特点提出相应的设计策略。随后,开发了"农场狂想曲科学探究网络课程",并开展了准实验研究,探讨了游戏化网络课程的教学成效。     

温州组建民营银行路径的选择及风险防范

政府主导型金融制度的安排,导致金融资源配置极度扭曲,出现民营企业尤其是中小企业的信贷“死角”.如何改变制度安排,优化金融资源配置效率,建立与发展民营银行,并主要定位于为中小民营企业提供融资服务,破解制约中小民营企业发展的融资“瓶颈”,已经成为当前和今后一段时期我国金融体制改革的当务之急.从温州组建民营银行的客观必然性入手,探讨温州组建民营银行的路径,并结合组建民营银行可能面临的风险,提出风险防范的对策.
