绿色创业政府扶持体系研究

基于绿色创业理论,对光伏、节能照明、新能源汽车三行业的案例分析,发现只有遵循绿色创业规律的政府扶持才能真正促进绿色创业企业发展。技术创新是政府扶持绿色创业的首要任务,绿色创业与绿色消费的平衡发展是政府扶持的重要任务,“推拉结合”是绿色消费政府扶持的重要手段。要提升政府扶持的有效性,扶持的力度要适中,扶持的对象要审核。     

政府在中小企业创新中的功能定位比较分析

中小企业创新在世界各国经济发展中起着举足轻重的作用,各国政府对中小企业创新扶持力度和扶持角度各不相同,中国的中小企业创新起步较晚,如何让中小企业尽快发展起来,政府在扶持中小企业发展中的定位问题很关键。本文在比较西方各国做法的基础上,希望我国政府在对中小企业创新管理上定位适当,为企业打造良性发展的平台。

本文通过对企业管理网络咨询业发展状况的介绍，探讨了政府信息化对企业管理网络咨询业的促进作用，论述了企业管理网络咨询发展优势以及存在的问题，提出了发展企业管理网络咨询业的对策。     

The ex ante assessment of knowledge spillovers: Government R&D policy, economic incentives and private firm behavior

This paper investigates the role of government R&D subsidy programs in stimulating knowledge spillovers. R&D subsidies are an effective public policy instrument when knowledge spillovers exist yet ex ante it is difficult to identify projects that have the greatest potential to increase innovation and economic growth. This paper derives a set of project and firm attributes that the literature finds generate knowledge spillovers and uses data on project proposals to estimate the degree to which a government R&D program conforms. We find that projects that were awarded R&D subsidies were more likely to have attributes such as participation in new research joint ventures and connections to universities and other firms. Following the post-award activities of firm, we find that receipt of a government R&D subsidy increased the funding from other sources when compared to firms that were not awarded funding.     

南京国民政府行政法院创建问题考

考察南京国民政府行政法院的创建问题,大体要析辨它的筹备过程、开始运作的时间、组织结构、组织依据与性质定位等问题。通过对与南京国民政府行政法院有关文献资料的研究,以期较为清晰地呈现出南京国民政府行政法院的创建脉络,较为全面地评价它的创建背景与创建意义。作为民国时期的一个特别行政审判机关,南京国民政府行政法院的创建过程历尽艰难且多不尽如人意,但从其组织结构的搭建、人员的选聘,到其创建依据的制定等方面情况看,它也是旧中国行政诉讼制度建设的有益探索,在中国的司法发展史上也有一定的地位。     

20世纪80年代南海地缘形势与中国对南海权益的捍卫

20世纪80年代,美、日出于遏制社会主义中国的需要,对南海争端采取了不断介入的态度,南海地区边缘地带特性进一步凸显。越南、菲律宾、马来西亚为攫取南海资源、占据地缘优势地位,以各种借口觊觎南海诸岛,并伺机侵占。在维权斗争中,中国政府不断地进行南海诸岛主权宣示,抗议周边国家对中国海洋国土主权的践踏,并采取切实措施加强海疆国防建设。     

带着镣铐跳舞:国民政府后期县参议会再考察——以广西省为例

国民政府统治时期的三四十年代,县参议会作为县政治生态领域中的一支重要力量,它与省政府和县政府有着全面的互动关系。具体为,作为官意补充下的县参议会,省当局意志凌驾县参议会之上,民意机构的最大公约数是省令的推行和实施;县政府与县议会互动最为频繁,二者既有良性互动中的合作一面,也存在诸多难以调和的矛盾和冲突。县参议会在具体运作过程中,因议员们自身异化带来的顽疾最终磨耗了民意的作用。

本文在梳理美国广播电视体制历史变迁的基础上,分析公共利益在不同的规制模式下的差异化呈现,剖析公共利益与传媒体制之间的关系,进而探究商业化运作背景下实现和确保公共利益的有效路径。     

Biowatch South Africa and the challenges in enforcing its constitutional right to access to information

This paper examines the difficulties encountered by Biowatch, a South African civil society environmental organization, in its attempts to obtain access to government information in respect of genetically engineered plants. After establishing the context of South Africa's access to information regime, including a brief discussion of several of its weaknesses, the paper engages in an extended account of the Biowatch case as an exemplar of some of the more pronounced challenges to the effective implementation of the country's access to information legislation. The elaboration of the case is based on interviews conducted with the Director of Biowatch and counsel from the Legal Resources Centre that aided Biowatch, as well as various internal and court documents provided by Biowatch and its lawyers.
