科学信息开放获取模式的STS考察

[目的/意义]基于STS的思路考察科学信息的开放获取模式,以多学科、多元化的视角分析其实现过程和相关问题。[方法/过程]从社会各界主体意识的觉醒、网络环境提供的技术支持以及政府部门的有力参与3个方面探索科学信息开放获取模式实现的动力机制,进而从科学信息的版权归属、科研论文的发表费用、科学知识的质量控制、开放期刊的社会认可度4个方面考察开放获取政策实施中的相关问题。[结果/结论]科学信息的开放获取为我国这样的发展中国家提供了打破既有利益格局的良好机遇,我们应该在增强政府作为的同时,积极发挥高校和科研机构、出版商、科技社团、科学共同体乃至社会公众的不同作用,以更好地推进我国的开放获取事业。     

Communicating the Open Access Message: A Case Study from Ireland

Since 2009, Open Access (OA) Week has been celebrated worldwide in October each year. It is an opportunity for librarians to engage with the research community and demonstrate the value that they bring to their organisations in the area of disseminating scholarly output. Although thousands of events have been held since the inception of OA Week, a minimal amount of research has been carried out regarding the impact of these events. This article presents a review of the literature on OA Week and evaluates the effectiveness of three events held during OA Week 2015 in Ireland through the use of statistics and a survey. The three events held during OA Week 2015 in Ireland that were evaluated include: a seminar run by Repository Network Ireland (RNI), a D.E.A.R. (Drop Everything And Read) campaign using OA materials organized by Dr. Steevens' Library, and a collaborative OA seminar between Dr. Steevens' Library and Dublin Institute of Technology (DIT) libraries. The author concludes that a collaborative approach to planning and managing OA week between librarians from academic and other sectors can have tangible benefits both in terms of promoting OA and also promoting the role of the Librarian in the OA movement.     

巨型开放获取期刊发展现状及未来影响分析

在开放出版背景下,选取10种代表性的巨型开放获取期刊为研究对象,以期刊官方网站、期刊引证报告、Scopus数据库为数据来源,从期刊的影响因子、发文数量、论文处理费、论文接受率、论文出版周期等5个方面分析10种巨型开放获取期刊的发展现状,并讨论巨型开放获取期刊未来可能产生的正面影响及问题,以期为期刊界政策的制订、作者论文的发表提供参考.     

OA环境下高校图书馆数字资源的建设及远程访问

OA是一种近年来新出现的学术出版和交流模式。本文首先简要介绍了OA概况,接着讨论高校图书馆应如何在OA环境下加强数字资源建设,实现数字资源的远程访问,从而提升高校图书馆的服务层次和水平。     

A Review of the Disability Access Route to Education in UCD 2010-2013

This article offers a review of the DARE as it operated in University College Dublin (UCD), Ireland from 2010 to 2013. This DARE scheme allows applicants to provide details of their disability and its impact on their education, with a view to competing for specially allocated places on their programme of choice, should they not receive an offer of a place based on the merit of their Leaving Certificate Second Level examination results. This article provides an overview of the DARE scheme and a detailed analysis of the profile of students who applied and were eligible for the DARE scheme, and accepted a place in UCD, between 2010 and 2013. It details how these students have progressed and how their educational outcomes compare to that of the general student body as well as making recommendations for the improvement of the scheme.     

Engaging Researchers With the World's First Scholarly Arts Repositories: Ten Years After the UK's Kultur Project

ABSTRACT

Open access institutional repositories can be ill-equipped to manage the complexity of research outputs from departments of fine arts, media, drama, music, cultural heritage, and the creative arts in general. The U.K.-based Kultur project was funded to create a flexible multimedia repository model using EPrints software. The project launched the first arts based institutional repositories at the University of the Arts London and University for the Creative Arts. Ten years later, these pioneering repositories are still evolving in response to the needs of arts researchers, and in the context of rapid changes in the scholarly communications landscape. This article discusses the evolution of scholarly repositories in the creative arts, with the aim of reducing the under-representation of arts research in open access repositories.     

香港高校图书馆的学术交流服务调查分析

[目的/意义]学术交流是研究工作的一个重要环节,高校图书馆有必要将学术交流服务作为科研支撑服务的重要内容。[方法/过程]以香港科技大学图书馆、香港浸会大学图书馆、香港岭南大学图书馆3所高校图书馆开展的学术交流服务为例进行分析,对香港高校图书馆的学术交流服务进行研究。[结果/结论]我国高校图书馆应厘清学术交流的概念及学术交流服务范畴,关注国内外高校图书馆开展学术交流服务的相关理论与实践,在图书馆培养和选聘有能力的馆员逐步开展学术交流服务。     

国内外三家资助机构开放存取实践研究

以英国研究理事会总会、中国国家自然科学基金委员会、美国国家科学基金会三家资助机构为例,对近年 来其科研成果开放存取行动进行了剖析,包括政策背景、进度规划、资源覆盖范围、开放存取模式、知识库构建、经 费支持、监督评价以及实施现状。研究认为,公共研究资助机构主导的开放存取行动是政府部门履行扩大科研公共产 品公共效用职责的体现;开放存取行动基于不同工作需求和环境会形成差别化的路径选择;行动中学术研究系统的生 态稳定性以及监测与评估机制应得到高度重视。
