略论高校人事管理中的思想政治工作

高校是知识分子集中的地方 ,又是培养人才的地方。高校人事管理工作对于吸引、稳定和扩大高校人才队伍 ,落实党的知识分子政策 ,具有十分重要的意义。在社会主义市场经济条件下 ,高校人事部门必须加强和改进思想政治工作 ,既要坚持按原则和政策办事 ,又要注意以情感人 ,关心、体谅和解决教职工的生活困难 ,为学校的改革、发展、稳定服务。     

Education and social cohesion: developing a framework for education sector reform in Sri Lanka1

There is increasing interest in understanding and describing the links between education and ‘social cohesion’. However, the theoretical and empirical base for understanding these links is limited. There is also a shortage of practical tools for education policy‐makers and planners, to help them assess the impact of policies and investments, and to plan for future reform. This paper describes the initial development of an analytical and planning framework for addressing education and social cohesion within the context of a sector‐wide approach to education reform in Sri Lanka. A brief literature review suggests three inter‐connected domains in which links between education and social cohesion might be usefully analysed, together with three working hypotheses: (i) political economy/governance: education affects social cohesion through transparency and participation in education policy formulation, planning and management; (ii) equity/equality of opportunity: education affects social cohesion through the distribution of education resources, opportunities and outcomes; (iii) teaching/learning: education affects social cohesion through the development of certain competencies in students. Drawing on this analytical framework, research conducted in Sri Lanka is used to identify a set of interventions to promote social cohesion, with corresponding baseline, process and outcome indicators as benchmarks for measuring the progress and impact of intended policy measures. This process is described within the context of a ‘sector‐wide approach’ to education reform, intended to bring together the activities of the government and external partners within a single comprehensive medium‐term planning and budgetary framework.

山西普通高校学费收费标准的政策分析

山西普通高校现行的学费收费标准是2000年制定的。目前，山西高等教育系统内部呼吁，要适当提高学费收费标准。学费收费标准问题既是一个经济问题，又是一个政治问题。山西普通高校同学科、同专业现行学费收费标准与其他省份比确实存在收费低的问题，可研究解决。但从长远看，解决高校经费不足，最终还要靠拓宽经费来源渠道来解决。     

暗藏的线索——从地缘政治学角度试析富兰克林·D·罗斯福时期美国外交政策

“地缘政治学”起源于19世纪后期的西欧;19世纪末传入美国,至20世纪40年代起在美国的外交决策中逐步产生影响。在研究富兰克林·D·罗斯福时期美国外交政策的过程中,马汉、麦金德、斯皮克曼等著名地缘政治学家的相关学术理论,恰似一条“暗藏的线索”,帮助我们以新颖的视角,对固有的史实进行审慎的分析;从而认识到:20世纪三四十年代的罗斯福外交是将“威尔逊国际主义”与“地缘政治因素”揉和起来的结果。而“地缘政治学”在美国的传播与发展为其冲破传统上的善意孤立,打开了新的视野并起到了十分重要的“助推”作用。     

Design considerations for series hybrid active power filter

Some important factors for designing a series hybrid active power filter (SHAPF) are presented in this paper for the case when the load is varied in a wide range and/or the source voltage is seriously distorted. Special design of passive filters, adaptive control of parameter and multi variant control are discussed in detail. The filter is stable, has good performance, and causes small capacitive reactive current. The simulation and experimental results accorded with the theoretical analysis results. School English,literature and the knowledge-base question

This article takes up questions about knowledge and the school curriculum with respect to literary studies within subject English. Its intention is to focus on literary studies in English from the context of current waves of curriculum reform, rather than as part of the conversations primarily within the field of English, to raise questions about the knowledge agenda, and the knowledge-base agenda for teaching and teacher education. The selection of texts and form of study of literature within the English curriculum has long been an area of controversy. Without assuming a particular position on knowledge in this area, this article shows that important questions of what knowledge-base teachers are expected to bring to their work are elided both in current regulations and debates, and in research on ‘good teaching’ in this area. If ‘literary studies’ (as a discipline or university major) is itself an unstable and changing field, what kind of knowledge does a good English teacher bring to their work? This paper takes up these questions in the context of the Australian Curriculum and standards for teacher registration, but it also points to the way these issues about knowledge are of broader relevance for researchers and teacher education.
