近代拉萨地区的民间信仰与民间宗教

中国藏族地区的民间信仰繁多,由来复杂,对当地民众的生活产生了独特的影响,是中国民间文化、社会习俗的有机组成部分。近代西藏拉萨地区虽然号称“法区”,但仍然拥有多种藏传佛教之外的民间信仰,在众多的中国藏区信仰习俗中占有不可忽视的地位,与其他藏区并无重大差别。     

英汉委婉语与跨文化交际

本从跨化交际的角度出发，对英、汉语中委婉方法进行比较。指出：社会习俗；化背景、宗教信仰等引起英、汉委婉语在语言形式和思维模式方面的差异，以及对跨化交际的影响。

探讨复合型英语人才培养模式中的跨学科建设及与之相配套的教育管理模式，提出开拓跨学科、复合型的英语专业和建立矩阵组织的教育管理机制。     

Agile administrative choreographies for multimode education at the University of Pretoria

This paper responds in part to a special edition of this journal (39/2) on dual-mode provision. We were concerned that contact providers might drift into distance education provision through extending campus-based online learning without first thinking through the underpinning implications of its administrative systems, an issue that was not addressed in the special edition. Proceeding from a pragmatic and constructivist perspective, while adopting a transactional orientation drawing on systems theory and hermeneutics, this paper focuses on the challenge for administrative staff and systems of the changing nature of provision in terms of both the underpinning learning and business models. Based on experience and reflection, we conclude that the move into dual- and multimode provision is inevitable and that this requires agility on the part of both administrative staff and systems that is often overlooked in planning and review processes.     

教育管理决策的适应思维范式

科学认识和价值认识发展轨迹的融合产生了当代教育管理决策的适应思维范式。在这种思维范式下 ,我们应该主动把握教育决策事件发展的统计因果关系 ;充分考虑到教育决策事件的经济价值、社会政治价值、科学价值、审美价值。在决策主体、决策方法和决策对象上应把握适度分权、非线性和自主性等全新特征。惟有如此 ,才能适应当前教育环境和教育教学改革需要     

行政公开的再思考

提起行政公开，作为占有社会整体信息总量90％以上的政府自然是首当其冲的，尤其是在我们这样一个社会主义国家里。众所周知，社会主义民主的本质就是人民当家作主。政府是人民的公仆，公仆办事情，主人应当知道，否则人民怎样当家作主?人民当家作主要靠参政议政才能实现，而参政议政权实现前提就是政府行为的公开。因而确立行政公开原则，不仅能使行政权得到有效的控制和监督，而且能使公民的民主政治意识大大增强，只有这样，才能实现我国法治现代化的目标。笔者想通过这篇文章再次探讨行政公开的涵义、行政公开的法律意义以及行政公开在我国发展和完善的途径。     

行政相对人探析

行政相对人参与行政法律关系是基于一定的法律事件和行为,是对取得参与行政法律关系资格的公民、法人和其它组织进行的确认。从行政行为针对的对象角度可分为抽象和具体行政相对人,从法律后果角度可分为受益性和受限性行政相对人,从行政主体应当履行的义务角度可分为普通和特定行政相对人。     

以德行政与反腐倡廉--兼谈中国传统行政道德的传承和发展

行政道德对促进反腐倡廉建设具有导向、控制、调节、教育和激励等功能。现阶段，由于我国社会主义市场经济发育不成熟，他律的缺失以及道德建设的滞后，进一步导致了腐败问题的产生。为了适应新形势发展需要，我们必须在继承和弘扬传统行政道德精华的基础上，赋予新的内容，明确政府工作人员的道德规范，加速行政道德法律化，促进我国的反腐倡廉建设。     

从管理到治理:全球化视野下校长角色的转变

通过分析校长现实角色存在的弊端(实然状态),借鉴全球化视野下校长角色的要求,并根据西方国家在推进政府公共行政管理改革的过程中兴起的治理理论,提出全球化视野下校长治理角色的4种转变趋势,尝试建立一个多中心的校长治理模式(应然状态)。     

Maintaining teachers’ face in the context of change: results from a study of Vietnamese college lecturers’ perceptions of face

Gaining and saving face are very important in Vietnam as a mechanism of social control, including the professional behaviour of teachers. Interviews with 15 lecturers (aged 24–37) at a teacher training college in a Central Coast province of Vietnam illustrated the relationship between their concepts of face and their beliefs about good teaching. Most were still strongly influenced by traditional Confucian beliefs about the role and position of teachers, the nature of teachers’ knowledge and the relationship between teachers and students. On the other hand, some teachers also were aware of, and to a limited extent open to, more modern ideas that seemed to be related to broad social changes and reforms in approaches to teaching and learning in recent decades in Vietnam. The findings suggest that some teacher educators are uncertain about the value of traditional professional wisdom in the context of critical changes in society and in education. The research also suggests that the concepts of face and saving face are important for teachers’ sense of agency, and that Vietnamese educational authorities could increase the effectiveness of innovations in teacher education by paying attention to the influence of concepts of face on the teachers’ beliefs and behaviours.
