公益维权视角下对城管职责的新认识

城管局无论是暴力执法,还是非暴力执法,都招致社会舆论的不断质疑。问题的根源在于制度设计。实现由纯粹的行政处罚职能向公益维权职能的转变,是破解城管执法难题的必由之路。     

宋代历法沿革

历法在中国传统文化中占有极其重要的地位。梳理了宋代历法的沿革过程,讨论了每次改历前后的政治背景,并对各部历法的制造者、内容和使用情况给出详细的说明和讨论。指出历法精度的降低是历法改革的直接因素,但是政治因素在历法改革和行用中起到了决定性的作用。     

《肩水金关汉简（壹）》纪年简考释

2011年《肩水金关汉简（壹）》出版,本文根据农历月朔干支的周期性和出土纪年简的上下时限,考释其中26枚有问题的纪年简;据73EJT9：10号简的记录,认为今用历谱始元七年闰三月存疑。     

Precession of the equinoxes and its importance in calendar making

Just like the axis of a rotating top, the axis of the Earth moves in a conical path about the ecliptic pole and completes it in about 25800 years. This motion of the Earth is known as precession. Due to this precessional motion, the equinoctial points experience a westward motion and hence the cardinal points shift their positions with the passage of time. In this article, the causes of precessional motion and its effect on calendar preparation are discussed. Utpal Mukhopadhyay obtained his MSc degree in Applied Mathematica from the University of Calcutta in 1986 and since then he is serving as a teacher of Barasat Satyabharti Vidyapith. He is actively engaged in science popularisation programme and regularty writes popular and semipopular articles on astronomy, mathematics and physics in various journals of India and abroad.

传教士入华在带来先进科技的同时,也引发了天主教和中国传统儒家价值观之间的激烈冲突。作为一次中西冲突的大爆发,“康熙历狱”折射出激进者、传统士大夫和统治者三类中国人的不同心态。无论是卫道者杨光先的全盘否定,传统士大夫焦虑心态下的西学中源,还是康熙皇帝基于权术的为我所用,他们的应对策略各不相同,却又在捍卫中华文化根源的共同利益上保持一致。

图书馆事业治理体系与治理能力现代化研究属于宏观图书馆学的范畴。宏观图书馆学与微观图书馆学是一个有机整体,共同推动图书馆事业向前发展。我国图书馆事业的发达程度可以利用目标工具进行测量检验,以便量化不足。运用木桶理论可以揭示图书馆事业对教育改革和科技创新的作用机理。实践发展和历史任务表明,建立国家图书馆事业发展局是图书馆事业治理体系和治理能力现代化最全面、最有效的手段。     

Architectures of Knowledge and Literary Tradition: A History of the Almanac in Croatia

ABSTRACT

The history of the almanac in Croatia is reconstructed through primary research in bibliographic and archival sources. The almanac is a vehicle for knowledge communication in informal contexts, engaging both oral tradition and literary forms traceable to medieval literacy and ways of structuring knowledge. The history of the almanac in Croatia reflects the changing context of the book trade, literacy, and the evolution of language. Four main stages are identified: (1) the beginning of the annual almanac in the seventeenth century; astrological almanacs reflecting the sensibility of the Baroque period; (2) the Enlightenment's stimulation of almanac publishing in the spirit of contemporary secular reforms in agriculture and education; (3) nineteenth-and twentieth-century almanac trade, showing complex and overlapping networks for the production, distribution and appropriation of printed almanacs;(4) roughly the end of World War II, when the almanac slowly moved out of the role of a popular mass medium and into specialized niches represented by regional, diaspora, and religious almanacs.     

市级民政系统信息资源库建设

民政的信息化管理是建立在大量准确、完整、安全的信息资源的基础上的,每个城市的民政信息资源库对政府各个部门之间的信息交流和共享,及市民对民政信息的查询都十分必要。本文针对市级民政系统信息管理的特点,分析了其资源库建设的流程、及各阶段的建设内容,并提出了市级民政信息标准化应遵循的规范,对系统的功能模型设计及实现提出了具体的方案,希望能对市级民政系统信息资源库建设有所参考。     

牛河梁遗址的设计理念与彝族历法的关联思考

牛河梁红山文化遗址的主体设计体现了天地阴阳的易学理念。与表现一年阴阳两季的彝族古老历法可能有文化上的关联。彝族的祖先古羌族——氐羌生活在大地湾文化、仰韶文化时代。其主要分布地域即西北渭水流域也是传说佚羲女娲阴阳八卦文化的发源地。学界认为八卦脱胎于彝族十月历,伏羲是彝族祖先。晚期红山文化是当地原生古文化与仰韶文化庙底沟类型相碰撞、融合的产物。这说明,牛河梁遗址群的设计理念应该有更古老的易学传统,与古羌族的历法以及伏羲文化相关联,从而成为中国易文化传承的重要节点。对后世的易道文化有着重要的影响,这也是牛河梁申遗的核心价值所在。     

基于Proteus设计电子台历的单片机教学

以设计电子台历的单片机教学为例,阐述了采用Proteus仿真平台的单片机系统设计、电路实现、程序编写及调试。该设计实现方式既可达到锻炼学生掌握单片机设计的目的,还可促进学生学习单片机的积极性,满足学生创新自主学习的要求。
