This article examines how community organizations can use research to identify community education interests and influence school systems to serve those interests. A case study of the Southeast Education Task Force in Baltimore, Maryland, analyzes the organization's efforts to develop a school facility plan and persuade the school system to adopt and implement it. The organization combined formal research on school facilities, political research on allies and decision-makers, and informal collection of local knowledge. It used this research to develop short-term and long-range facility and capital improvement plans. With the research, the organization persuaded the school system to repair school facilities and assisted the system in persuading State decision-makers to approve a new neighborhood school. The article identifies conditions under which community organizations are likely to conduct and use research, as well as conditions under which they may use research influentially with a school system. The case illustrates ways community organizations can use research to hold school systems accountable for responding to community agendas.  相似文献

In many countries the need for education systems and schools to improve and innovate has become central to the education policy of governments. School inspections are expected to play an important role in promoting such continuous improvement and to help schools and education systems more generally to consider the need for change and improvement. This article aims to enhance our understanding of the connections between school inspections and their impact on school improvement, using a longitudinal survey of principals and teachers in primary and secondary education. Random effects models and a longitudinal path model suggest that school inspections in particular have an impact on principals, but less so on teachers. The results indicate that the actual impact on improved school and teaching conditions, and ultimately student achievement, is limited. Schools in different inspection categories report different mechanisms of potential impact; the lack of any correlation between accepting feedback, setting expectations and stakeholder sensitivity and improvement actions in schools suggests that the impact of school inspections is not a linear process, but operates through diffuse and cyclical processes of change.  相似文献

Efforts to promote corporate societal and environmental accountability (SEA) should be informed by an understanding of stakeholders’ attitudes toward enhanced accountability standards. However, little is known regarding current attitudes on this subject or the determinants of these attitudes. To address this issue, this study examines the relationship between personal values and support for social and environmental accountability for a sample of Indian MBA students. Selected contemporary social and environmental issues were used to assess the students’ support for social and environmental accountability. Principal component analysis was used to explore the underlying dimensions or factors that shape social and environmental beliefs and attitudes. Multiple regression models were run for each of the SEA dimensions to test the hypotheses and the relationship between the values and support for SEA. Exploratory factor analysis of the items revealed two distinct factors: (1) endorsement of the general proposition that corporations and executives should be held accountable for the social and environmental impacts of their actions and (2) agreement that the government should adopt and enforce formal SEA standards. The results indicate that the security and universalism value type is positively associated with general support for SEA but not with support for government enforcement of accountability standards. The study found that the benevolence value type is negatively associated with general support for SEA. Gender also has a significant impact on support for government enforcement of SEA standards.  相似文献

Why and under which conditions do international student assessment programmes like PISA have success? How can the results of these assessments be useful for advocates of different, even contradictory, policies? What might explain different patterns of using assessment as a tool for school governance? Drawing on historical and comparative research, and using PISA as an example, this paper provides a frame for discussing these and other questions around the international rise of accountability as a key tool of social change. The basic argument is that even though accountability is a global phenomenon, the ways and means of enacting and encountering accountability are not. How accountability is experienced depends on deeply engrained ‘constitutional mind‐sets’, i.e. diverse cultures of conceptualizing the relation between the public and its institutions.  相似文献

School inspections are expected to have an impact on data use and improvement of schools. Schools are expected to generate data (e.g., self-evaluation reports and student achievement results) as part of the inspection process. This process, in turn, also generates data (e.g., inspection reports) for school improvement. The high-stakes context in which both types of data are generated however has been known to lead to strategic responses of schools. In this study, we analyzed if schools cheat on tests and reshape their test pool in responses to the Dutch (risk-based) school inspections. We found that 5.5% of the schools do not to comply with the guidelines for administering the test; one third of the schools exclude one or more students from the test. These responses, however, do not appear to be related to specific measures in the Dutch school inspections or prior performance of schools on these measures.  相似文献

This case study presents the development and implementation of a personal librarian program for a cohort-based, executive-style higher education administration doctoral program. Librarians and the program director collaborated to create a student-centered program based on individual research needs. The personal librarian program was designed to build a close relationship between the librarian and individual students; to help identify their research knowledge gaps; and to identify resources to meet each individual students' research needs.  相似文献

ABSTRACT

This paper analyses to whom Spanish journalists feel responsible. To achieve this objective, we sent out a survey to Spanish journalists to ascertain their opinion on this question. The journalists’ point of view was then compared with that of the general public though six focus groups consisting of Spanish citizens from six cities in Spain (Barcelona, Castellón, Madrid, Sevilla, Mondragón and Santiago de Compostela). Lastly, five in-depth interviews were conducted with journalism experts (e.g., directors of professional journalist associations). The main results show that the journalists feel particularly responsible to their conscience, the journalism code of ethics and their sources. The citizens, in contrast, believe that journalists should be responsible to the audience. We contextualised the Spanish finding in the European context by comparing our results with those derived from a study among European journalists.  相似文献
