义务教育补偿的价值基础研究

小康社会的建设离不开对处境不利群体利益的关注,同时处境不利儿童的义务教育发展状况也将直接关系到全面建设小康社会的实现程度。义务教育补偿是保障所有公民教育权利的重要形式,是一种积极的义务教育均衡发展的策略,它能使个人的权利和国家的强制义务相结合,是一种新的发展观和效益观,是社会整体利益最大化的合理选择,更是教育公正的现实要求和社会文明以及教育进步的体现。     

深化农村义务教育经费保障机制改革与居民收入差距调节

改革开放以来,我国居民之间的收入差距不断扩大。义务教育作为调节收入差距的重要手段,目前在我国还没有起到应有的作用,其原因是义务教育本身还很不公平。深化农村义务教育经费保障机制改革有利于实现义务教育的公平,从而迈出了义务教育调节收入差距的关键一步。     

Aprender entre dos culturas: Estudio de un caso de escolarización bilingüe para hijos de emigrantes

El tratamiento escolar que recibe la emigración de nuestro país en Europa por parte de la Administración española es poco conocido. En este artículo, de forma resumida, el autor repasa alguno de los problemas de la «segunda generación» de emigrantes desde el punto de vista de su escolarización. El trabajo realizado en el colegio «Portobello» de Londres según las técnicas de la observación participante presenta las dificultades para desarrollar una educación bilingüe de calidad.     

Right or Duty: Reinterpretation of the Nature of the Right to Education in the Compulsory Education Stage

Abstract

With respect to the rights and duties of citizens to receive an education, as provided under the Constitution and the Education Law of China, academic circles have proposed three interpretations: the combined right and duty viewpoint, the right viewpoint, and the duty viewpoint. Through analysis of the course of the emergence, development, and evolution of the Constitution of New China and relevant articles of the Compulsory Education Law, this article argues that the understanding of citizens’ right to education in the compulsory education stage should uphold the combined right and duty viewpoint, regarding the right to education as the right to the starting point and the process of education, and the duty to receive an education as an outcome- and goal-oriented duty.     

河北省太行山区义务教育问题研究

河北省太行山区的义务教育存在诸如师资水平低下、教师年龄老化、师生流失严重等问题。这些问题的妥善解决,对于提高山区农村义务教育的质量、促进河北省城乡义务教育的均衡发展具有积极意义。可采取综合治理、启动实施"下山扶贫教育工程"、选派优秀师资到山区中小学工作等措施来解决上述问题。

Resumen

En este trabajo se aborda el problema de la utilización de una segunda lengua en clases de contenidos matemáticos. La vía de investigación se basa en la teoría del sistema didáctico iniciada por Brousseau y generalizada en el ámbito francófono de la investigación didáctica.

Se trata de averiguar si, y cómo, se tratan los obstáculos lingüísticos surgidos durante la realización de la actividad matemática. Los análisis de las interacciones durante la clase obedecen a una perspectiva doble: matemática y de segunda lengua. Los resultados muestran la manera en que las focalizaciones sobre aspectos de lenguaje realizados por la profesora están al servicio delproyecto matemático.

农村义务教育资源的配置是制约义务教育均衡发展的主要问题。从我国农村义务教育资源配置的现状可以看出,农村义务教育资源配置过程中存在着教师能力水平偏低、教育经费短缺、办学条件落后等问题,严重影响着农村义务教育的发展。因此,应采取合理的措施,优化农村义务教育资源的配置。

农村义务教育财政投入的经济学分析

劳动力素质低下是农村经济贫困的重要根源,要改变农村“知识贫困”的面貌,必须从农村义务教育抓起,而教育投入问题始终是我国农村基础教育发展中的主要制约因素。举办农村义务教育主要是政府的责任,应当由政府财政支出作为保证。只有采取措施,完善政策,切实强化中央及地方各级财政的支持和投入力度,中国农村基础教育才会改变目前的弱势状况,出现蓬勃发展的新局面。
