相对不起诉制度是指检察机关对于存在犯罪嫌疑且符合起诉条件的案件，依其职权而做出的一种不起诉处分。消极裁决权分割、利益居先和宽严相济是该项制度的理论基础。为了使该项制度得以贯彻，必须修改刑事诉讼法，不赋予被不起诉人的申诉权，且对于有被害人的案件，检察机关做出不起诉决定前，应征求被害人意见，赋予被害人知悉权。

本文讨论了应用数据包络分析方法对教师的教学效果进行评价的问题。文中指出，将教师所教班级的学生成绩直接作为教学效果评价指标的这一传统做法存在看无法消除初始条件差异的缺点。为此，本文将用于评价管理有效性的DEA二次相对效益值法引入到教学效果的评价中，并结合一个实例进行了讨论。     

Coaches’ implicit associations between size and giftedness: implications for the relative age effect

The relative age effect (RAE) is a well-established phenomenon in education and sports. Coaches have been assumed to be important social agents of RAE via biased selection decisions in favour of children with maturation advantages. In the present research, we used the Implicit Association Test to investigate automatic associations between body size and a player’s domain-specific giftedness amongst youth baseball (N = 18) and youth soccer coaches (N = 34). We found medium to strong automatic associations between body size and player giftedness (baseball: M_D = 0.62; soccer: M_D = 0.51). Specifically, taller players were associated with positive performance-related attributes, whereas smaller players were associated with negative attributes. The results are in line with theories of grounded cognition by showing that the abstract concept of “sport giftedness” is partly grounded in the perception of physical height amongst youth sports coaches. We argue that this grounded cognition has the potential to influence coaches’ selection decisions and in turn account for RAE as coaches are biased towards physically more matured players, even when no apparent performance advantage is evident.     

Inter-joint coordination between hips and trunk during downswings: Effects on the clubhead speed

Understanding of the inter-joint coordination between rotational movement of each hip and trunk in golf would provide basic knowledge regarding how the neuromuscular system organises the related joints to perform a successful swing motion. In this study, we evaluated the inter-joint coordination characteristics between rotational movement of the hips and trunk during golf downswings. Twenty-one right-handed male professional golfers were recruited for this study. Infrared cameras were installed to capture the swing motion. The axial rotation angle, angular velocity and inter-joint coordination were calculated by the Euler angle, numerical difference method and continuous relative phase, respectively. A more typical inter-joint coordination demonstrated in the leading hip/trunk than trailing hip/trunk. Three coordination characteristics of the leading hip/trunk reported a significant relationship with clubhead speed at impact (r < ?0.5) in male professional golfers. The increased rotation difference between the leading hip and trunk in the overall downswing phase as well as the faster rotation of the leading hip compared to that of the trunk in the early downswing play important roles in increasing clubhead speed. These novel inter-joint coordination strategies have the great potential to use a biomechanical guideline to improve the golf swing performance of unskilled golfers.     

稠环芳烃致癌性的量子化学研究

利用MOPAC2000 AMl法对稠环芳烃致癌性进行了研究，结果表明，稠环芳烃角的口部C原子上的负电荷最大，电子云密度最高，最易发生亲电反应；H原子上的正电荷最大。电子云密度最低，最易发生取代反应．说明稠环芳烃角的部位活性最高．也可说明为什么稠环致癌芳烃都含有角的原因．     

可及性等级假设与英语关系分句的习得

本文试从中英两种语言表达关系分句结构的不同入手,分析了英语关系分句是中国学生习得的一个难点,从语料库中获取中国大学生习得英语关系分句数据进行分析研究,得出英语关系分句的习得与可及得性等级假设存在正相关,但假设中的间接宾语关系分句和所属格关系分句的分类存在问题,假设必须进行修改才具科学性。

Family, Friend, and Neighbor Child Caregivers: Results of a Statewide Study to Determine Needs and Desires for Support

Family, friend and neighbor (FFN) child caregivers represent a significant proportion of caregivers for young children. Yet, these caregivers receive little support for their services. In 2003, the First 5 California Children and Families Commission (First 5 California) began a study to determine the work-related needs of FFN caregivers in California. This paper reports on the results of all study activities, including focus groups and interviews with caregivers and parents. It details the specific needs related to licensing, materials and equipment, education and training, and support systems that were identified by FFN caregivers, parents, and other stakeholders as being important to improve the quality and working conditions of FFN care. It also discusses needs of agencies that provide services to FFN caregivers, including awareness of and knowledge about the population, funding and other resources, and professional development topics.
