This article examines the relationship between educational development and the role of the State in Malaysia. The focus is on the major shift in educational policies towards democratisation, decentralisation and privatisation of the Malaysian education system in the post-NEP (New Economic Policy) era. The article argues that the nature of the State has changed over historical periods depending on the condensation of power among the competing groups in this multi-ethnic society. The recent political developments in Malaysia show the emergence in the 1990s of a “developmental State” which perceives education as a means of human resource development as it strives towards rapid urbanisation, industrialisation and globalisation of the Malaysian economy.  相似文献

This paper critically analyses key educational policy documents produced by the World Bank mainly from the mid-1980s to 2010 with regard to implementing major educational projects in Nepal. Using critical policy sociology as a methodological tool, the paper explores how a small Himalayan nation with per capita income of about US$730 (2014) plunged into neoliberal world order during the early 1980s. The paper argues that Bank’s educational policy recommendations are guided by some underlying assumptions of neoliberalism mainly marketisation, privatisation, and decentralisation. The paper concludes that neoliberal orientation in education has almost no potential in addressing Nepal’s development challenges.  相似文献

This ethnographic study captures the processes that led to change in an Australian public education system. The changes were driven by strong neo-liberal discourses which resulted in a shift from a shared understanding about leading educational change in schools by knowledge transfer to managing educational change as a process, in other words, allowing the schools to decide how to change. Inside an Australian state education bureaucracy at a time when the organisation was restructured and services decentralised, this study helps show some of the disturbing trends resulting from the further entrenchment of neo-liberal strategies. Although control was re-centralised by legitimising performance mechanisms, in the form of national testing, there are indications that the focus on national tests may have alarming consequences for the content and context of education. I argue that the complexities of learning and fundamental pedagogies are being lost in preference for an over-reliance on data systems that are based on a shallow and narrow set of standardised measures.  相似文献

Accountability is increasingly recognised as the key mediating variable that encourages service providers to deliver efficient and effective local services. In the context of education, accountability strategies do not always explicitly consider young citizens as the primary users of education services. In this paper, a client approach to accountability is compared to a citizenship approach. Drawing on community scorecard and social audit research in Malawi and Kenya, the author explores whether education services are more responsive and accountable when young people access information and exercise their voice. The paper outlines a refreshed ‘accountability framework’ for education, placing young citizens at the centre, and argues that a citizenship-led approach in education governance is likely to be more realistic and effective than a ‘client power’ approach. This article makes an important contribution to the development community’s understanding of what constitutes an effective approach for promoting more transparent and responsive education governance.  相似文献

This research focuses on the examination of problems related to the national teacher performance appraisal system by the Thai Ministry of Education. It highlights major problems of the current performance appraisal system by delineating the weaknesses and pitfalls of the current appraisal system. The findings indicate problems to three major types; problems from the mismanagement of the system; problems arising from the evaluators; and problems arising from the applicants. These problems are the major constraints in accelerating education devolution and development. Therefore, Thailand’s Ministry of Education should find the way to improve its method of teacher performance appraisal.  相似文献
