汉武帝罢黜百家,独尊儒术后,不仅创建太学,而且也确立了汉代的选举制度。太学以宣行教化,培养人才为宗旨,选举则为国家官僚机构正常运行提供保障。二者相互联系,相互依托,在两汉国家的建设和发展中起到至关重要的作用。

从权利到任务：政治行政合一体制下的乡镇选举

乡镇选举属于利用行政隶属关系的操控型选举。乡镇主要领导通过领导选代表、强化组织纪律、行使控制技术等手段操控代表们的意志;代表们之所以被操控还与其利益相关性有关,特别与代表们的行政人员身份有关,这种身份使代表之间形成了行政隶属、政治依附和利益授受的庇护关系。这种现象根源于政治行政合一的宏观体制,使政治过程变成了行政过程,使权利变成了工作任务。     

Mass media and cultural identity: Issues of ethnic co‐existence in India

This study aimed to analyze the respective effects of cognitive and emotional elements on political judgments, and the effects of media use and political talk on those two elements. Along with the cognitive judgment about political and economic issues/policies, we explored the effect of emotional responses to political and economic situations. During this process, we also looked at the effect of media use and interpersonal communication channels. By analyzing survey data gathered in December 2007, it was first found that voters' cognitive judgment and emotional responses to political and economic situations, respectively, affected their evaluation of the incumbent president. Second, emotional reactions such as ‘pride’ in politics, and ‘hope’ and ‘anger’ for economics, showed significant influence on their evaluation of the president's performance. Third, voters' patterns of media use and interpersonal talk appeared to exert significant influences on those cognitive judgments and emotional responses to political and economic reality.

LOOK WHO'S TALKING

Even though we live in a global world cross-cultural comparisons of journalism practice remain rare. This study analyzed the use of sources in newspaper coverage in Sweden and the United States. Rather than focusing on one single event, the comparison utilizes data from a number of different events: the 2003 Iraq War, the 2002 national election in Sweden and the 2004 presidential election in the United States, and the 2005/2006 international controversy stemming from the publication of the Mohammad Cartoons. Some interesting patterns across the three events emerged for the use of government officials, academic experts and citizens as sources. The findings are discussed in the context of news reporting and journalism within a distinct national political and media system.

北朝时期,社会上曾一度流传着大量的时政谣谚。这些谣谚,多借助于广大民众之口,表达各个政治集团、精英群体及普通民众对政治事件、重要人物和社会现实的看法与态度。谣谚的内容,或者预测未来政治的发展趋势和重要人物的政治命运,或者揭示地方官吏为政的好坏,或者对人物的品貌和才华进行品评。谣谚的流行对当时的政治社会产生了深刻的影响。一方面,它表现出强烈的社会批判意识和参与意识,客观上起到了推动政局发展,选拔人才和监督地方统治的积极作用;另一方面,也成为政治家、军事家和野心家打击和中伤政敌,清除对手或实现改朝换代等政治图谋的工具与手段。
